License plate covers and sprays are marketed as ways to keep cameras from reading plates, but there is no basis here for a reliable “top five” ranking: the claims have not been independently tested across camera systems, and laws in some places prohibit covers or devices that obscure plates or interfere with imaging. If you want a cover for ordinary protection, check the current rules where the vehicle is registered and driven before using one.
Do license plate covers block cameras?
Some vendors claim their products interfere with plate imaging. PhantomPlate, for example, markets PhotoShield as a clear cover that distorts a plate image from an angle, Reflector as a cover that reflects camera flash, and PhotoBlocker as a reflective spray. Those are vendor descriptions, not independent performance findings. The available evidence does not establish consistent results across camera models, angles, lighting, or recording conditions. PhantomPlate’s product pages also describe the products as novelty items and caution against using them on public roads where local law prohibits them.
That gap matters for a review: without comparable testing, ratings would suggest a level of evidence that does not exist. No firsthand tests or five independently tested candidates suitable for a top-five review are established here, so this article does not recommend a camera-blocking product.
Are camera-blocking plate covers legal?
There is no single nationwide answer in the jurisdictions reviewed. The examples below illustrate different rules; they are not a complete survey, and they do not substitute for checking the current law where you drive. A cover described as “clear” is not automatically allowed: some rules prohibit covers outright, while others focus on whether a plate is obscured or its image distorted.

Why “clear” does not settle the question
Visibility rules can address more than whether a person can see a plate in ordinary daylight. Florida’s definition includes detectability and the ability to record plate details; Delaware addresses hindering imaging; Maryland’s definition refers to distortion in a recorded image. New York City’s announced rules go further by stating that glass or plastic covers are not allowed, and by addressing coatings that alter light in a way that defeats capture. A product’s color or marketing label alone therefore cannot establish that it is lawful.
What enforcement figures do—and do not—show
A 2025 California Assembly Committee on Transportation analysis reports California Highway Patrol figures of 331 violations in 2021, 781 citations in 2022, and 1,077 citations in 2023 for tampering with reflective coating or altering a license plate. The same analysis reports Bay Area Toll Authority figures of 946,740 unpaid crossings and $6.8 million in lost revenue, while cautioning that only a small percentage of the lost revenue was due to customers intentionally obscuring plates; obstructions also involved bike racks, frames, and unsecured temporary paper plates. These are figures reported in that 2025 analysis, not independently reverified current totals, and they do not show that every unreadable plate was intentionally obscured. If you need an ordinary plate cover or frame
Choose for lawful protection or mounting—not camera evasion—and check the governing rule before installation. Review whether the cover or frame hides any characters, the state name, a registration sticker, or any plate border that must remain visible. Also confirm whether your jurisdiction allows a cover at all; a transparent material may still be restricted. If the rule is unclear, consult the relevant motor-vehicle agency or current statute rather than relying on a seller’s description.

A meaningful product ranking would require comparable, independent testing and a lawful use case. The available product claims do not demonstrate dependable camera-blocking performance, while official rules in the jurisdictions reviewed can prohibit devices that obscure or interfere with plate imaging. There is also no verified set of five independently tested products that can be recommended as camera blockers. For those reasons, ratings or purchase recommendations would be misleading.
