Waymo outsourced much of the physical work behind its robotaxi fleets—not the autonomous-driving system itself—to Moove. The partnership, announced on December 5, 2024, covers fleet operations, facilities, charging infrastructure, and related dispatch work in Phoenix and Miami. Waymo retains the Waymo One rider service, autonomous-driving technology, validation, and operation of the Waymo Driver.
The original announcement described Miami as an upcoming market. That is now outdated: Waymo began gradually welcoming Miami riders on January 22, 2026, opened the service to everyone on April 15, and expanded its Miami service area on May 13.

Waymo’s agreement with Moove is best understood as a division between robotaxi technology and customer service on one side, and physical fleet operations on the other.
Moove’s announced responsibilities include:
- Fleet operations and management
- Dispatch-related work
- Facilities and depot operations
- Charging infrastructure
- Vehicle cleaning and day-to-day readiness
- Coordination of the operational work needed to keep vehicles available for service
Waymo’s current partner page describes Moove as a U.S. fleet partner helping keep its vehicles clean and running smoothly. The public announcements do not establish that Moove owns the vehicles, controls Waymo’s autonomous-driving software, or operates the Waymo One customer product.

In other words, “Moove runs Waymo’s robotaxis” is too broad. Moove supports the physical operation of the fleet; Waymo remains responsible for the autonomous system and rider-facing service.
Waymo’s original announcement and Moove’s announcement provide the published scope of the partnership.

The distinction matters. A fleet operator can manage charging, cleaning, depots, dispatch and vehicle readiness without making the real-time driving decisions performed by Waymo’s autonomous system.
Why Waymo would use an outside fleet operator
Operating a robotaxi network requires more than developing self-driving software. Vehicles need places to park, charge, clean and inspect. Staff must coordinate vehicle availability, respond to operational problems and keep cars ready for customer trips.
Using a specialist partner could allow Waymo to concentrate more heavily on autonomy development, mapping, safety validation, software and the rider experience. Moove, meanwhile, can apply its experience managing mobility fleets and operations across multiple markets.

That is the strategic logic of the arrangement, not proof of a particular financial result. Waymo’s stated objective included making expansion more cost-effective, but the companies have not disclosed the contract’s economics, demonstrated savings, performance incentives or duration. There is also no evidence in the cited material that the partnership has made rides cheaper or definitively improved reliability.

Who is Moove?
Moove began as an African mobility-finance company serving mobility entrepreneurs. Its earlier business included vehicle-financing products and partnerships connected to ride-hailing. The Waymo agreement represents both Moove’s entry into autonomous vehicles and its expansion into the U.S. market.
In its December 2024 announcement, Moove said it operated across Africa, the Middle East, Europe, Asia and Latin America and had served more than 30,000 mobility entrepreneurs globally. Those figures are company-provided claims rather than independently audited measurements.
Traditional ride-hailing fleet management is not identical to autonomous-vehicle operations. Robotaxi fleets introduce different requirements around autonomous-system readiness, remote support, safety procedures, charging and regulatory compliance. The Waymo partnership therefore tests how well Moove’s existing fleet capabilities transfer to autonomous mobility.

December 5, 2024: Partnership announced
Waymo said Moove would first take on fleet operations in Phoenix and later support the planned Miami launch. Waymo also said it would begin reacquainting its electric Jaguar I-PACE vehicles with Miami roads in early 2025, with rides targeted for 2026.

Reporting at the time described a staged Miami process involving manual mapping, autonomous testing with a safety operator, employee rides and eventual rider-only commercial service. Moove was expected to build the infrastructure needed for the deployment.
January 22, 2026: Miami rider access began
Waymo began gradually welcoming riders in Miami.
April 15, 2026: Miami opened to everyone
Waymo announced that anyone could download the app and request a ride in Miami. Highway access initially rolled out to select riders rather than becoming universally available at once.
May 13, 2026: Miami service area expanded
Waymo added more than 50 square miles to its Miami service area, including Hard Rock Stadium.
August 2026: Moove remained a listed U.S. fleet partner
Waymo’s current partner information continued to list Moove as a U.S. fleet partner, alongside Flexdrive by Lyft. That indicates Moove is part of a broader operating ecosystem, not necessarily the sole operator of every Waymo fleet in the United States.

What the deal means for robotaxi economics
A robotaxi business contains several separate layers:
- Autonomy: developing, validating and operating the self-driving system.
- Vehicles: acquiring, outfitting or otherwise making cars available to the network.
- Fleet operations: running depots, charging, cleaning, dispatch and vehicle readiness.
- Customer distribution: providing the app, pricing, support and trip-booking experience.
Waymo’s partnership with Moove separates at least some of those layers. That could create a more repeatable model for opening new cities: Waymo supplies the autonomous technology and service, while an operations partner handles much of the physical infrastructure.
But the arrangement does not prove that Waymo has become fully asset-light, that Moove owns the vehicles, or that the business is profitable. It also does not show that all Waymo cities use the same operating structure. Waymo’s partner page lists several other companies across fleet, automotive, charging and integration functions.
Risks and unanswered questions
Outsourcing physical operations can improve specialization, but it also creates handoffs that must work reliably.
- Accountability: riders may see a single Waymo service even when a problem involves a partner’s charging, cleaning, dispatch or depot work.
- Vehicle readiness: Moove does not control the Waymo Driver, but poor physical upkeep can still affect availability and operational reliability.
- Infrastructure constraints: depot capacity, charging throughput, staffing and vehicle turnaround can limit growth even when the autonomous software is ready.
- Consistency: Waymo must maintain comparable operational standards across cities and partners.
- Commercial opacity: contract pricing, performance targets, liability arrangements and the division of maintenance work remain undisclosed in the cited sources.
It is also important not to confuse Moove’s announced dispatch responsibilities with autonomous driving. Dispatching vehicles for service is an operational task; the Waymo Driver remains responsible for driving decisions.

What this means for riders
For a rider, the relevant consumer product remains Waymo One. Availability depends on the exact pickup and destination, service-area boundaries and local rollout conditions. Fares are trip- and location-specific and should be checked in the app at booking time.
Moove is not presented in the cited material as a separate consumer robotaxi app or as a replacement for Waymo One. Its role is primarily behind the scenes, supporting the vehicles and facilities that make the service possible.
Bottom line
Waymo outsourced the physical operating layer of parts of its robotaxi business to Moove: fleet management, dispatch-related work, facilities, charging and vehicle readiness. Waymo did not hand over the Waymo Driver, autonomous-system validation, the Waymo One app or the rider-facing service.
The partnership began with Phoenix and was intended to support Miami. Miami is no longer merely “coming soon”: Waymo launched gradually there in January 2026, opened access to everyone in April and expanded the service area in May. The deal is evidence of a more specialized robotaxi operating model—not evidence by itself of lower fares, improved reliability, vehicle ownership by Moove or profitability.
