Federal Agents Detained 475 People at a Hyundai-LG Battery Plant in Georgia—What Happened?

Short answer: On September 4, 2025, Homeland Security Investigations led a federal search-warrant operation at the under-construction HL-GA Battery Company site in Ellabell, Georgia. Authorities detained 475 people, most of them South Korean nationals, over allegations involving unauthorized employment. The site was part of Hyundai Motor Group’s Metaplant America campus, but the operation was not primarily a raid on Hyundai’s completed vehicle assembly plant, and the detainees were not established to be 475 direct Hyundai employees.

What happened on September 4, 2025?

More than 400 federal and state agents entered the HL-GA Battery Company, LLC construction site in Ellabell, Bryan County, Georgia, and executed a judge-authorized federal criminal search warrant. The U.S. Attorney’s Office for the Southern District of Georgia said the warrant sought evidence connected to the alleged unlawful employment of unauthorized workers under 8 U.S.C. § 1324.

Homeland Security Investigations, or HSI, led the operation. The participating agencies included Immigration and Customs Enforcement’s Enforcement and Removal Operations, the FBI, ATF, DEA, IRS Criminal Investigation, the U.S. Department of Labor’s inspector general, the U.S. Marshals Service and the Georgia State Patrol.

The Justice Department initially said more than 400 people were detained. HSI officials and subsequent reporting consistently identified the total as 475 detainees. The government said its months-long investigation involved interviews, employment records and other evidence. It characterized the case as an employment-authorization investigation—not simply an effort to determine whether everyone at the site had an immigration violation.

Those allegations were not final findings against every individual. The Justice Department stated that the investigation was ongoing and that people were presumed innocent unless proven guilty.

This was a battery-plant construction site, not a completed Hyundai car factory

The location is important because the phrase Hyundai plant raid can create the wrong impression. The operation took place at an electric-vehicle battery facility being built on the Hyundai Motor Group Metaplant America campus in Ellabell, approximately west of Savannah.

Hyundai had opened the vehicle-manufacturing portion of the broader campus, while the adjacent battery facility was still under construction. The battery project was being developed through HL-GA Battery Company, a joint venture involving Hyundai Motor Group and LG Energy Solution. The plant was intended to supply battery cells for electric-vehicle production.

That corporate and construction structure means the detainees could have had relationships with several different employers. Hyundai Motor Company said, in the initial reporting, that none of those detained was directly employed by Hyundai. Other reports indicated that detainees included people connected to LG Energy Solution, Hyundai Engineering, construction companies, equipment vendors and subcontractors.

The most accurate description is therefore workers at the Hyundai-LG battery construction site, not 475 Hyundai employees. The available public record does not establish a complete employer-by-employer breakdown for all 475 people.

Why did federal agents detain the workers?

The government’s stated theory concerned alleged unlawful employment and work authorization. In practical terms, investigators were examining whether people were being hired or permitted to perform work without the authorization required for that work, and whether companies or intermediaries had violated federal law.

That is different from saying that every detainee had the same immigration history. Public reporting pointed to several possible circumstances among the people detained, including alleged unlawful entry, visa overstays, work performed outside the scope of an admitted immigration status and questions about employment authorization. Those categories have different legal consequences and cannot be treated as interchangeable.

Nor does detention equal conviction. A federal search warrant allows agents to search for evidence; it does not itself prove that every person found at the site committed a crime. The government’s allegations, the immigration consequences for particular individuals and any potential criminal or civil cases must be evaluated separately.

The visa question: why B-1 status became central

Business travel visas became a major focus because multinational manufacturers often bring foreign engineers, technicians and equipment specialists to the United States during the construction, installation and commissioning of complex factories. A business visitor may be permitted to conduct some activities connected to a foreign company or a contractual project, but that does not create a general right to perform ordinary U.S. labor.

State Department and USCIS guidance generally distinguishes permissible business activities from skilled or unskilled labor. Examples of potentially permissible activities can include:

  • Business meetings and consultations.
  • Supervision or specialized training in limited circumstances.
  • Certain installation, servicing or training related to equipment supplied by a foreign company, when the contractual and immigration requirements are satisfied.

By contrast, B-1 business travel generally does not authorize ordinary on-site building or construction work for hire. Foreign workers coming to the United States for temporary employment ordinarily must qualify for an appropriate employment-based nonimmigrant category or another form of work authorization.

The distinction can be difficult on a large industrial project. A foreign specialist who trains U.S. personnel on proprietary battery equipment may be treated differently from a person physically performing general construction, production or installation labor. The specific contract, the person’s admission classification, the employer relationship, the tasks performed and the length of the assignment can all matter.

A visa label also does not automatically authorize every activity a visitor might perform in the United States. At the same time, the existence of a B-1 or B-2 visa does not by itself prove that a person was unlawfully working. At least one later-reported internal immigration document indicated that a South Korean worker with a valid B-1/B-2 visa had been detained. That example underscores why it is inaccurate to assume that all 475 people had identical status or that the government’s allegations had already been adjudicated for each detainee.

What happened to the South Korean detainees?

The operation quickly became a diplomatic issue between the United States and South Korea. South Korean officials dispatched consular personnel, expressed concern that individual rights be protected and negotiated over the release and departure of Korean nationals.

On September 11–12, reporting said that 316 South Korean workers left the detention process and returned to South Korea on a chartered flight under a voluntary-departure arrangement. Additional detainees of other nationalities were also reported to have traveled with them.

By September 26, local reporting said that all 300-plus South Korean nationals detained in the operation had been released. Later reports said that some South Korean workers began returning to Georgia after visas were reissued or new arrangements were made. Other former detainees considered or pursued litigation alleging unlawful detention, racial profiling, excessive force and human-rights violations. Those claims should be distinguished from the government’s original employment-authorization allegations; reporting on a lawsuit or allegation is not a judicial finding that the claim is true.

The final disposition of every one of the 475 detainees is not established by a single authoritative public source. Several terms that are often used loosely in coverage have different meanings:

  • Detained: Held by immigration or law-enforcement authorities during or after the operation.
  • Released: Allowed to leave custody, potentially under conditions that vary by person.
  • Voluntary departure: A departure arrangement that is legally distinct from describing every person as formally deported.
  • Deported: Removed from the United States through a formal removal process.
  • Returned and later reentered: A person may depart and subsequently come back with a valid visa or another lawful arrangement.

These categories should not be collapsed into a single claim about what happened to everyone involved.

Did the operation stop Hyundai’s U.S. EV expansion?

There is no support for saying that the search permanently canceled the battery plant, ended Hyundai’s U.S. expansion or destroyed a specific number of jobs. Later reporting indicated that the project continued and that some South Korean workers returned to the Georgia facility.

The operation did, however, expose a significant tension in the U.S. electric-vehicle supply chain. Battery plants and other advanced factories may depend on engineers and technicians who understand proprietary systems designed overseas. U.S. immigration authorities, meanwhile, require companies to ensure that every person performs only work permitted by that person’s status and authorization.

For automakers and their suppliers, the practical issue is not simply whether a worker has entered the United States before. Companies must determine in advance:

  1. Which entity employs or supervises the person.
  2. Whether the assignment is business activity, specialized training, equipment installation or ordinary labor.
  3. Which visa or employment authorization covers the specific duties.
  4. Whether the person will work at a construction site, an operating plant or both.
  5. How subcontractors and equipment vendors will document compliance.

The Georgia operation demonstrated the legal and operational exposure that can arise when a major U.S. manufacturing project relies on cross-border technical labor without clear, consistently documented authorization.

Diplomatic and automotive-industry consequences

South Korea viewed the detention of so many of its nationals as especially sensitive because the project was tied to a high-profile investment relationship and to the broader U.S.-South Korean effort to expand electric-vehicle and battery manufacturing in the United States.

For the auto industry, the case raised questions about how foreign companies can bring in specialized personnel during the earliest stages of a factory project. Construction, equipment installation and commissioning often involve multiple layers of contractors, foreign equipment suppliers and joint-venture partners. Each layer can create uncertainty about who is responsible for verifying work authorization and whether a person’s actual duties match the stated purpose of travel.

Those concerns do not establish that the project’s structure was unlawful, nor do they mean that foreign technical workers cannot lawfully support U.S. factories. They show why immigration planning is part of the project-management risk for battery plants, semiconductor facilities and other advanced manufacturing sites.

Separate scrutiny over workplace safety

Subsequent reporting connected the facility to broader scrutiny of construction conditions and workplace safety, including an earlier fatal workplace incident at the site. Those reports are relevant context, particularly for understanding the wider labor controversy surrounding the project, but they are separate from the immigration allegations in the federal search warrant.

The warrant and the Justice Department’s public statement concerned alleged unlawful employment. They did not, by themselves, establish every later-reported allegation involving safety conditions, excessive force, racial profiling, labor practices or human-rights violations.
