The bill usually follows the site-host agreement, equipment ownership record, warranty, network contract and any operations-and-maintenance (O&M) plan. A property owner may own the hardware while a charging network runs the software and payments; a public project may assign repair costs to a government sponsor; another contract may leave labor, parts and replacement equipment with the host.
Drivers should report the outage through the network app or the support number posted on the station, then notify the site operator if one is identified. Hosts and facilities managers should verify the governing contracts before promising a repair date, refund or reimbursement.

What determines who pays?
Four documents usually answer the question: the equipment ownership record, the network-services agreement, the warranty and the maintenance or O&M agreement. A site-host agreement can add separate duties for electricity, access, uptime and coordination with a repair vendor.

| Arrangement | Who may own the station | Who may coordinate or pay for repair | What a driver should expect |
|---|---|---|---|
| Host-owned, networked equipment | Property owner or site host | Host under its maintenance contract; network may only provide software, payment processing and support routing | Report through the network, but the host or its contractor may perform the physical repair |
| Network-operated service | Network company, host or a financing partner, depending on the contract | Operator or a designated service contractor, subject to warranty and service exclusions | Support may open a ticket and dispatch a technician, but response and reimbursement depend on the service terms |
| Publicly funded project | Local government, site host or project owner | O&M operator, government sponsor or host according to the project agreement | Uptime targets may apply, but they do not automatically create a driver refund or damages claim |
| Post-warranty station without active maintenance | Usually the host or project owner | Owner pays a contractor, parts supplier or manufacturer for time and materials | Repair can wait for approval, parts or a new service contract |
These are common contract patterns, not universal rules. The signed agreement for the particular address controls.
Why the branding can mislead you
A charger can display a network brand even when the real-estate owner bought the equipment. The network may host the app, authorize sessions, collect payment and monitor fault codes without accepting responsibility for the cabinet, pedestal, electrical service or replacement parts.
Blink’s published network terms, for example, place maintenance, service, repair and replacement of the host’s networked electric-vehicle supply equipment (EVSE) with the host. That is an example of one company’s terms, not an industry rule. A separate Blink purchase document says the host is to keep connected equipment functioning and publicly available around the clock, except for permitted maintenance downtime. It also allows limited access to inspect or service a station that has been unavailable for at least three days when the host has not certified in writing that the issue is being corrected.

Those terms also illustrate why availability language should be read with the warranty and service clauses. The purchase terms describe a one-year limited warranty with exclusions, place qualifying warranty repair or replacement at Blink’s expense subject to the stated conditions and Blink’s determination, and allow post-warranty service agreements when available. They disclaim uninterrupted or error-free operation. A host cannot infer unlimited coverage from the logo or from a general availability promise.
What a warranty usually covers—and what it may not
Warranty-period failures
If a component fails during the applicable warranty term and the failure fits the warranty definition, the manufacturer or seller may provide a repair, replacement part or replacement unit. The contract may require troubleshooting, photographs, serial numbers, proof of purchase or use of an approved technician before approving the claim.
Exclusions and owner-caused damage
Warranties commonly exclude damage from vandalism, accidents, abuse, improper installation, weather beyond specified limits, unauthorized modification, site power problems or neglect. If an impact damages a pedestal, the owner may owe the technician and parts bill even while other components remain under warranty.

Parts and labor can have different clocks
A service plan may cover labor while a parts warranty has expired, or cover parts but require the owner to pay travel and installation. The ChargePoint multifamily resident agreement reviewed for this topic offers on-site maintenance labor while the covered service remains active and the account is in good standing. It excludes abuse, vandalism, accidents and negligence, and says the station owner must purchase parts after the three-year parts-exchange warranty ends. It also disclaims responsibility for cellular connectivity. That agreement applies to a particular residential-property service arrangement, not every ChargePoint installation.
How public-project agreements can shift the bill
Government-funded or grant-supported charging projects often divide duties among a host, an operator and a public sponsor. A Dane County sample site-host agreement provides a useful illustration: the host holds title, keeps the station in good repair, cooperates with the operator and reports downtime; the host also pays the electricity bill. The county secures an O&M agreement with a third-party operator and coordinates and covers repair or replacement costs that are not covered by warranty or the O&M agreement.
That same sample calls for greater than 97% average annual uptime per charging port in the project’s O&M arrangement. The percentage is a term of that project and its cited federal-program requirements, not a nationwide legal standard. The agreement’s cost-allocation language matters separately from its uptime target: a station can miss an uptime goal while the contract still requires a particular party to pay, and the remedy may be a service credit or reporting obligation rather than money for every driver.

What an outage means for drivers
Report it through the channel that creates a record
- Scan the station’s QR code or open the network app and select the specific connector or port.
- Use the posted support telephone number if the app cannot identify the station, the screen is frozen or the site has no data connection.
- Record the address, charger or port number, time, error message, photos and any payment authorization. Keep the support-ticket number.
- Tell the property operator, parking facility or fleet manager when a site contact is posted. A network ticket may not alert the owner to a physical hazard, blocked access or electrical problem.
- If the station presents a shock, fire or exposed-wire hazard, do not handle it; move away and contact the site operator or emergency services as appropriate.
Refunds and replacement charging
A failed session may qualify for a reversal or refund under the network’s payment policy, but an outage does not automatically create a right to reimbursement for a different charging session, towing, delay or lost time. Ask support what its policy covers and provide the session receipt. Do not assume that the property owner, network or public sponsor owes compensation for lost earnings unless a contract or applicable law establishes it.
What hosts and facilities managers should check
- Confirm ownership. Match the station serial number and site address to the purchase order, asset register, lease or grant file.
- Identify every agreement. Collect the network subscription, host agreement, O&M contract, warranty, installation contract and any financing or charging-as-a-service document.
- Map the dispatch process. Determine who receives alarms, who opens the work order, who authorizes a technician and who updates the public status page.
- Separate cost categories. State who pays diagnostic time, travel, labor, replacement parts, shipping, lift equipment, electrical work, software or cellular service and a complete station replacement.
- Check exclusions. Look specifically for vandalism, vehicle impact, weather, utility outages, connectivity, civil work and damage caused by a third party.
- Read the warranty handoff. Note the start date, duration, claim procedure, return-material process and what happens when a component is replaced.
- Verify performance remedies. A target such as 97% uptime is meaningful only when the agreement defines the measurement period, port availability, planned-maintenance allowance, utility and communications exclusions, reporting method and remedy.
- Set response and restoration commitments. DOE guidance recommends explicit response-time, repair-time and overall-uptime requirements in maintenance contracts.
- Document driver communications. Decide who posts an out-of-service notice, who handles payment disputes and who can authorize a temporary closure.
Maintenance cost context
AFDC says average maintenance costs can reach up to $400 per charger annually. The figure is planning context from the U.S. Department of Energy, accessed in 2026; actual spending varies by charging level and by whether the station is networked. It is not a quote for diagnosing a particular failure.

That is an example of a potential warranty price range, not the cost of a specific repair or a universal tariff. A host should obtain a proposal that identifies covered equipment, labor, parts, exclusions, response times and renewal terms.

Why responsibility becomes unclear after the warranty
NREL’s 2024 report describes a recurring gap: an owner may stop paying for maintenance when the original warranty expires, while the hardware manufacturer and network company each direct the owner to the other for service. Paid maintenance plans and charging-as-a-service models can close that gap, but only if the contract names the party responsible for opening the ticket, supplying parts and restoring operation.
Before accepting a handoff, require a written escalation path. It should identify a 24-hour contact for safety issues, a normal support channel, the information needed to authorize work and the person who can approve a replacement when repair is uneconomic.
Common mistakes and how to avoid them
- Assuming the logo is the owner: verify the asset record and signed agreements.
- Treating an uptime percentage as insurance: read the exclusions and remedies; uptime does not itself assign every repair bill or promise driver damages.
- Promising a repair date before diagnosis: parts availability, utility work and warranty approval can change the schedule.
- Ignoring electricity and communications: a host may pay power and cellular or internet costs even when another party repairs hardware.
- Letting a service plan lapse silently: calendar renewal dates and confirm that the account remains in good standing if coverage depends on it.
- Failing to distinguish a port from a station: one connector can be unavailable while another remains usable; contracts may measure uptime per port.
What the governing answer is for a specific station
For a charger that is out of service today, the practical answer is procedural rather than brand-based: report the fault, identify the owner and operator, then apply the warranty and maintenance clauses that cover that asset. The party paying may be the host, network, installer, manufacturer, public sponsor or a contracted O&M provider, and more than one party may share the work.
