There was no single order that switched off every U.S. electric-vehicle policy. The Trump administration set a new direction in January 2025, but the major changes that followed came through separate actions: Congress disapproved California vehicle-program waivers, legislation ended federal clean-vehicle tax credits for vehicles acquired after September 30, 2025, EPA repealed federal vehicle greenhouse-gas standards in February 2026, and NHTSA revised fuel-economy standards in September 2026.
Did Trump end the “electric vehicle mandate”?
“EV mandate” is the Trump administration’s description of policies it says pressure consumers or automakers toward electric vehicles. It is not a single legal requirement that was repealed in one step. The policies commonly grouped under that label—tax credits, federal emissions standards, California vehicle programs, and fuel-economy rules—have different purposes and changed through different legal processes.
Executive Order 14154, “Unleashing American Energy,” issued January 20, 2025, directed agencies to pursue the administration’s goal of eliminating what it called the “electric vehicle (EV) mandate.” It ordered reviews of policies affecting vehicle choice, including subsidies and state waivers. The order set an agenda; it did not itself repeal tax credits established by statute or complete later agency rulemaking.
What changed, and through which mechanism?

What happened to the federal EV tax credit?
The change came through legislation, not through the January executive order. IRS guidance says the new, used, and commercial clean-vehicle credits are unavailable for vehicles acquired after September 30, 2025. This is a cutoff for the federal credits covered by that guidance, not a general prohibition on buying or selling electric vehicles.

There is a transition route for a vehicle acquired by the cutoff date but placed in service later: the IRS says a binding written contract and payment establish acquisition. The vehicle must still be placed in service and satisfy the applicable eligibility and reporting requirements. A purchase after the cutoff does not qualify under that transition rule merely because the buyer expected to claim a credit.
What happened to California’s vehicle rules?
In a June 12, 2025 statement, the White House said President Trump had signed congressional joint resolutions disapproving waivers associated with California’s Advanced Clean Cars II (ACC II), Advanced Clean Trucks (ACT), and Omnibus Low NOx programs. The waivers allowed California programs to differ from federal vehicle requirements; other states could adopt certain California standards under the Clean Air Act framework.

The White House said the resolutions preempted the identified programs and that substantially similar future waivers could not be approved under the Congressional Review Act. That is the administration’s stated legal position, not a judicial ruling. The government’s announcement alone does not establish whether courts have upheld that interpretation or resolved related legal disputes.
What did EPA repeal—and what remains separate?
On February 12, 2026, EPA finalized rescission of the 2009 Endangerment Finding and repeal of subsequent federal greenhouse-gas standards for light-, medium-, and heavy-duty on-highway vehicles and engines. EPA says traditional air-pollutant rules are unaffected. The action concerns vehicle GHG requirements; it should not be read as repealing every vehicle safety, fuel-economy, or air-pollution requirement.

EPA framed the change as a consumer-choice and cost issue. In a March 12, 2025 announcement, EPA Administrator Lee Zeldin said, “As we reconsider nearly one trillion dollars of regulatory costs, we will abide by the rule of law to protect consumer choice and the environment.” EPA’s February 2026 final-rule summary estimates more than $1.3 trillion in vehicle-cost savings from the repeal. That figure is EPA’s estimate, not a measure of savings independently demonstrated as already realized.

CAFE rules regulate manufacturers’ fleet fuel economy under NHTSA’s authority; EPA’s repealed rules set greenhouse-gas emissions standards. They can both influence vehicle design, but they are not interchangeable regulations. NHTSA’s September 30, 2026 rule revises CAFE standards and says its maximum-feasible determination cannot consider the availability of alternative-fuel technologies such as EVs or plug-in-hybrid operation. That describes how NHTSA says it must set fuel-economy standards, not an EPA tailpipe-emissions rule or a ban on those vehicles.

What do the EV-sales estimates actually say?
A March 18, 2025 policy brief from Harvard’s Salata Institute for Climate and Sustainability modeled how removing support could affect the electric share of new-vehicle sales in 2030. These are scenario estimates, not observed sales changes or guarantees of what the market will do.
- Purchase credits only: the model estimates a 6-percentage-point reduction from its 48% Biden-policy baseline, to a 42% EV share in 2030.
- All IRA and IIJA EV support in the modeled scenario: the brief estimates a 14.1-percentage-point reduction. This is a different, broader scenario than ending purchase credits alone.
The estimates help illustrate that policy support can affect projected adoption, but they do not isolate the eventual effect of every 2025–26 action or report what sales have since done.

What should drivers take away?
The federal government has withdrawn or narrowed several forms of support and regulation associated with electric vehicles, but it has not banned EV sales. The tax-credit cutoff, California waiver dispute, EPA GHG rule, and NHTSA CAFE rule each have distinct scopes and legal bases. Government announcements and finalized agency rules describe the actions taken; they do not by themselves settle every legal challenge or establish the eventual effects on vehicle prices, choices, or sales.
