Stop Sticks vs. Spike Strips: How Tire-Deflation Devices Differ

Stop sticks and spike strips often mean the same broad type of tire-deflation device. The important differences are the spike and carrier design, how air escapes, roadway hazards, and the department policy governing use.

Stop sticks and spike strips are usually two names for the same broad category of law-enforcement tire-deflation device. Federal safety material uses both terms interchangeably. The meaningful differences are in a device’s construction, how its spikes remain in or leave a tire, how quickly air escapes, and the rules and training governing its use—not necessarily in the name printed on the case.

Are stop sticks and spike strips the same thing?

Often, yes. The U.S. Department of Homeland Security’s EMR-ISAC describes tire-deflation devices as equipment “often referred to as ‘stop sticks’ or ‘spike strips.’” In that usage, both names describe equipment intended to puncture a vehicle’s tires so the vehicle loses air and slows.

As an Amazon Associate I earn from qualifying purchases.

“Stop Stick” is also used as a product name, while “spike strip” is a generic description that can cover several designs. A department policy may use one term even when another agency uses the other. The label alone therefore does not tell you whether a device uses a rigid platform, an expandable carrier, detachable hollow spikes, or another design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The U.S. Department of Justice guidebook on less-lethal devices presents the terminology in the same practical way: it discusses early spike strips and later devices commonly called Stop Sticks in one section on tire-deflation equipment. For a useful comparison, look at the hardware and the operating policy rather than assuming the names identify two standardized classes.

How the devices are constructed

Older rigid spike platforms

Early spike strips used steel spikes welded to a rigid platform. The guidebook says this approach was first developed to protect security or military facilities and was later adapted into foldable equipment that could be carried in patrol cars or placed at stationary roadblocks.

In a rigid design, the spikes are part of the carrier. A tire drives over the platform and is punctured by the fixed points. That historical construction is the source of the familiar image of a strip of spikes laid across a roadway.

Expandable strips with hollow, detachable spikes

The DOJ guidebook describes a commonly used modern pursuit design differently. Hollow steel spikes are press-fitted into an expandable strip. When a tire contacts the device, the spikes enter the tire and pull loose from the strip. The spikes remain in the tire while air escapes through their hollow centers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

According to the guidebook, this arrangement is intended to produce a controlled loss of air rather than an explosive blowout. The guidebook also says that controlled deflation can allow the driver to retain steering while the vehicle slows. Those are design aims and the guidebook’s description of the mechanism, not a promise that every product carrying a particular name behaves identically or that a crash cannot occur.

Why the construction distinction matters

A rigid platform and a detachable-spike strip can create different handling, retrieval, and roadway hazards. A rigid unit may remain in one piece after a vehicle crosses it. An expandable design may leave spikes in the tire and a carrier on the roadway. The number, shape, attachment method, and materials of the spikes also affect the device’s behavior.

Because agencies may use several models over time, a comparison should identify the actual device specification whenever that information is available. “Stop stick” and “spike strip” are not sufficient technical descriptions by themselves.

Comparison of the main design categories

Characteristic Rigid spike platform Expandable strip with detachable hollow spikes
Historical development Early design associated with security, military protection, and stationary roadblocks Modern pursuit-oriented design described in the DOJ guidebook
Spike attachment Spikes welded or fixed to the platform Hollow spikes press-fitted into an expandable carrier and designed to detach into the tire
Deflation behavior Puncture behavior depends on the fixed spike design Hollow spikes are intended to let air escape at a controlled rate
Carrier after contact Generally remains a rigid unit Carrier can separate from the spikes left in the tire
Claimed handling objective Not stated in the DOJ guidebook as a controlled-deflation design The guidebook says controlled air loss is intended to avoid blowouts and permit steering while slowing
What the name proves Nothing beyond the agency’s chosen terminology Nothing beyond the agency’s chosen terminology; verify the model and policy

The table describes categories, not a performance ranking. The reviewed federal material does not establish that one category is universally safer or more effective than another, and no independent head-to-head test was identified.

What happens when a vehicle crosses a tire-deflation device?

Air loss is intended to be gradual in some modern designs

With the hollow-spike design described by the DOJ, a spike enters the tire, detaches from the strip, and forms a passage for air to leave. The purpose is to reduce tire pressure progressively instead of causing an immediate blowout. A vehicle can therefore continue moving for some distance while the tires deflate.

That continuing movement is part of the risk calculation. Controlled air loss does not make a vehicle stop at the device. Speed, tire construction, vehicle load, road surface, driver reaction, and whether more than one tire is affected all influence what happens next.

A deflated vehicle can still travel

The DOJ guidebook specifically warns that a vehicle may continue on its rims after the tires deflate. Tire-deflation equipment should therefore be understood as a way to reduce mobility, not as a physical barrier or an instant stop. A fleeing vehicle may remain dangerous until it is brought under control by other means.

Other traffic can strike the equipment

A deployed device is a roadway object until it is recovered. The guidebook notes that civilian vehicles and police cruisers can hit a device before it is removed. That creates a second hazard separate from the fleeing vehicle: a device that has done its intended job can still injure occupants or damage another vehicle if it remains in the travel lane.

Safety tradeoffs and officer exposure

Using a tire-deflation device requires people to work near moving traffic. The DOJ guidebook identifies a pursuit limitation: the vehicle carrying the device may need to get ahead of the fleeing vehicle to create an opportunity for deployment. That positioning can expose officers to the suspect vehicle and to other traffic.

The National Law Enforcement Officers Memorial Fund’s 2023 report, prepared with an NHTSA partnership, identified 42 line-of-duty deaths directly linked to placing stop sticks from 1996 through 2022. The same report identified 17 officers struck and killed while deploying tire-deflation devices from 2013 through 2022. These are historical counts from the organization’s database review. They are not a rate per deployment, a probability for a particular agency, or evidence that one device design causes more fatalities than another.

The figures nevertheless show why deployment technique, traffic conditions, communication, and recovery procedures matter as much as puncture mechanics. A device that controls tire pressure can reduce the chance of a sudden blowout, but it cannot remove the danger created by people and vehicles sharing the roadway.

Deployment is a system, not just a strip of spikes

When agencies compare equipment, they should evaluate the complete operating system. The carrying case, extension or folding mechanism, visibility features, communications plan, and retrieval process can influence exposure even though they do not change the spike’s shape. A device that is easy to transport but slow to recover may create a different roadway risk from one that can be cleared quickly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The relevant question is not simply whether an officer can place the device across a lane. It is whether trained personnel can identify a suitable opportunity, alert other units, account for surrounding traffic, and remove the equipment after the target vehicle passes. The DOJ guidebook’s warning about civilian and police vehicles striking a deployed device makes recovery part of the safety analysis, not an afterthought.

Agencies should also distinguish the target vehicle from unrelated road users. A placement that might be reasonable on a controlled section of roadway can be unsuitable where traffic is dense, visibility is poor, pedestrians are nearby, or a device would be difficult to retrieve. Local policy determines how those circumstances are handled.

Department policy can matter more than the product name

There is no single nationwide rule that dictates when every agency may use a stop stick or spike strip. Authorization, training, pursuit policy, vehicle type, and local safety requirements can change the answer.

Milwaukee example

Milwaukee Police Department General Order 2025-18 permits use only after supervisory approval and by members who have completed the specified training. The order makes safety the controlling consideration: Member and citizen safety will be the prime consideration when deploying the tire deflation device. It also says the device should not be used when attempts to deploy it would compromise safety.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Portland example

Portland Police Bureau Directive 0630.05 allows members to use stop or spike strips when reasonable under the totality of the circumstances. The directive bars their use on two- or three-wheeled vehicles.

These examples illustrate local variation, not a national standard. A department in another jurisdiction may require different approvals, impose different vehicle restrictions, or use different terminology. The governing policy is the one issued by the relevant agency and in force at the time of the incident.

Vehicle and environment limits to check

A policy review should identify which vehicles and settings are outside the intended use. Portland’s explicit ban on two- and three-wheeled vehicles demonstrates that a rule written for passenger vehicles cannot automatically be applied to motorcycles, bicycles, or other designs with different stability characteristics.

Documents may also address road width, bridges, tunnels, crowds, weather, visibility, traffic volume, or the presence of pedestrians. The comparison should record those limits rather than assume that a device approved for one roadway is suitable everywhere. If a policy is silent, that silence is not proof of unrestricted use; supervisors and legal advisers may still require a separate safety assessment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Training, authorization, and documentation

Training requirements are part of the device specification in practical terms. Milwaukee’s General Order 2025-18 ties use to specified training and supervisory approval. Other agencies may require refresher courses, written authorization, equipment inspections, or a report after each deployment. A procurement file should identify who may carry the device, who may authorize use, how currency is documented, and what happens when training expires.

Records also help distinguish equipment performance from operator or circumstance. A post-use report can document the model, placement conditions, vehicle type, number of tires affected, recovery time, damage, and any injury. Those records are more useful for future policy review than a simple statement that a “spike strip” was used.

What to compare when evaluating two devices

For procurement, policy review, or technical analysis, use the following questions instead of treating the names as specifications.

1. What is the carrier and spike construction?

  • Are the spikes fixed to a rigid platform or fitted into an expandable strip?
  • Are they hollow, and are they designed to detach into the tire?
  • Does the documentation identify materials, dimensions, replacement parts, and storage requirements?

2. What tire-deflation behavior is documented?

  • Does the manufacturer or agency documentation claim controlled air loss, ordinary puncture, or another behavior?
  • Are those claims tied to a specific model and tire type?
  • Does the documentation explain what happens when a vehicle crosses the device at different speeds or with multiple tires?

3. How is the device deployed and recovered?

  • How is it carried, extended, placed, and retrieved?
  • Does the procedure require an officer to stand close to moving traffic?
  • How are nearby units warned, and how is the roadway checked after the fleeing vehicle passes?

4. What residual hazard remains?

  • Can the carrier be left in a lane after the spikes detach?
  • Can other vehicles strike the device before recovery?
  • What inspection is required before the equipment is returned to service?

5. Which vehicles and situations are excluded?

  • Does policy restrict use on motorcycles, bicycles, or other two- and three-wheeled vehicles?
  • Are there limits based on road width, traffic, weather, bridges, crowds, or the presence of pedestrians?
  • Is supervisory approval required for every deployment or only certain incidents?

6. What training and authorization are required?

  • Is a current course required before an officer may carry or deploy the device?
  • Does the agency require documentation of training and supervisory review?
  • Are pursuit and emergency-driving rules incorporated into the decision?

7. What does ownership actually cost?

No reliable, market-wide price comparison is established here. Agencies should request model-specific quotations and account for the carrier, spare or replacement spikes, storage, inspection, training, replacement after use, and any required reporting. Vendor statements about the number of agencies using a product or the number of deployments are adoption claims, not independent proof of lower cost or better results.

Common misunderstandings

“A stop stick is always a different device from a spike strip.”

Not necessarily. Federal material uses both labels for tire-deflation devices, and “Stop Stick” can be a product name while “spike strip” is a generic term. The model’s construction is the relevant distinction.

“Controlled deflation means the vehicle stops immediately.”

No. The purpose of controlled air loss is to reduce the chance of a sudden blowout while the vehicle slows. The DOJ guidebook warns that a vehicle may continue on its rims after deflation.

“A device can be judged only by how well it punctures tires.”

No. The safety of the people placing and retrieving it, the risk to unrelated traffic, the vehicle types covered by policy, and the agency’s training and authorization rules are all part of the evaluation.

“Fatality totals show the odds of being struck.”

No. The NLEOMF figures are counts of deaths identified in a historical review. They do not provide the number of deployments, exposure hours, or a per-use injury rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A product brochure is the same as independent testing.”

No. Manufacturer descriptions can explain intended construction and operation, but claims about adoption, deployments, or superiority should not be treated as independently verified performance evidence. Ask for model-specific documentation and compare it with agency records and policy requirements.

What drivers and bystanders should understand

A tire-deflation device is intended for trained law-enforcement use, not as a roadside tool for private motorists. Drivers who encounter a police deployment should not try to steer around, retrieve, or handle a device. A carrier or detached spike can remain hazardous even after the pursued vehicle has passed, and other traffic may not see it immediately.

For observers evaluating an incident, the visible result may not show the whole process. A vehicle can continue on deflated tires or rims, while officers still need to protect the scene and recover equipment. The absence of an immediate stop does not by itself show that the device failed.

What the evidence does—and does not—establish

The federal guidebook supports a mechanical distinction between rigid historical spike platforms and expandable strips with detachable hollow spikes. Federal safety material supports the broader conclusion that “stop sticks” and “spike strips” overlap as names. The Milwaukee and Portland documents demonstrate that agencies can impose different controls on authorization, training, circumstances, and vehicle types.

Bottom line for drivers, agencies, and readers

Stop sticks and spike strips are best understood as overlapping labels for tire-deflation devices. Some older designs use rigid platforms with fixed spikes; a commonly described modern design uses hollow spikes that detach into the tire and release air in a controlled manner. That design may help avoid a blowout, but it does not guarantee an immediate stop or eliminate crash and roadway hazards.

For any real-world comparison, identify the exact device, read the applicable department policy, and examine deployment exposure, recovery hazards, vehicle restrictions, training, and supervision. The name on the equipment is only the starting point.

Frequently Asked Questions

Are stop sticks and spike strips exactly the same product?

They are often overlapping labels for tire-deflation devices. “Stop Stick” can be a product name, while “spike strip” is a broader description. Check the actual model’s construction instead of relying on the label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do modern stop sticks cause a blowout?

The DOJ guidebook describes hollow spikes that detach into the tire and release air at a controlled rate, an arrangement intended to avoid an explosive blowout. That description is not a guarantee for every product or situation.

Will a car stop as soon as it crosses a spike strip?

No. A vehicle may continue while its tires deflate and may travel on its rims. Speed, load, road conditions, driver reaction, and the number of affected tires influence the outcome.

Can police use these devices on motorcycles?

Rules vary by agency. Portland Police Bureau Directive 0630.05 bars use on two- or three-wheeled vehicles. Other jurisdictions may have different restrictions, so the local policy controls.

How dangerous is deploying a tire-deflation device?

The NLEOMF’s 2023 review identified 42 line-of-duty deaths directly linked to placing stop sticks from 1996 through 2022 and 17 officers struck and killed while deploying tire-deflation devices from 2013 through 2022. Those are historical counts, not a per-deployment probability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is one type universally safer or more effective?

No independent head-to-head ranking establishes that. Safety and effectiveness depend on the exact construction, deployment and recovery process, traffic conditions, vehicle type, training, and local policy.

Can consumers buy and use stop sticks?

These are specialized law-enforcement devices, not ordinary consumer safety products. Their use involves roadway hazards, training, authorization, and jurisdiction-specific rules.

The Bottom Line

Bottom line: Stop sticks and spike strips are overlapping names, not guaranteed separate classes. Compare the exact spike and carrier design, deflation behavior, deployment and recovery hazards, vehicle restrictions, training, and governing policy.
