The Senate has not enacted the Connected Vehicle Security Act of 2026, and the proposal’s future—and any change to address Mercedes-Benz—remains unsettled. Senate action stalled on September 30 as sponsors negotiated with Sen. Rand Paul; the dispute included concern that a proposed foreign-ownership test could reach Mercedes-Benz.
Why did senators delay the Chinese vehicle bill?
On September 30, 2026, The Associated Press reported that Senate action on S. 4429 had stalled while the bill’s sponsors sought agreement with Sen. Rand Paul of Kentucky. Paul argued that the proposal could sweep in Mercedes-Benz. Supporters said they expected to try again after the November elections, but that was an expectation, not a scheduled vote or a guarantee of passage. The Associated Press reported the negotiations and delay.
The dispute followed a push to move the bill by unanimous consent. Sen. Elissa Slotkin’s office said on September 24 that sponsors intended to seek Senate passage the following week. The Senate reported version of S. 4429 is dated September 22 and was reported with an amendment; the available evidence does not establish that subsequent negotiations produced a new text or a Mercedes-Benz-specific accommodation.
Could the China vehicle bill ban Mercedes-Benz in the U.S.?
It could potentially affect the company under the bill’s reported wording, but the available information does not establish that Mercedes-Benz would definitively be covered. The Associated Press reported that the company has nearly 20% passive Chinese ownership. S. 4429’s reported text sets a more-than-15% threshold for specified ownership or control indicators involving entities based in covered countries. That apparent overlap prompted concern, but passive ownership by itself does not settle how the bill’s legal test would apply.

The proposal’s threshold is not limited to a simple shareholding calculation: the reported text refers to equity, voting interest, board representation, and other indicia of control. The AP’s ownership estimate and the bill’s wording therefore do not amount to a legal determination that Mercedes-Benz would be banned.
Sen. Bernie Moreno of Ohio said, “We’re not going to have the president of the United States sign a bill — nor would he — that bans Mercedes-Benz from the United States of America.” AP reported the remark during negotiations, in a discussion that also referred to Volvo. It signals Moreno’s position; it is not an enacted exemption or a guarantee of what Congress or the administration would do.

What does the Connected Vehicle Security Act do?
S. 4429 would restrict certain connected vehicles, covered software, and vehicle connectivity hardware associated with China, Russia, Iran, and North Korea. Its definition of a connected vehicle is broad: it includes a vehicle designed or equipped to communicate through cellular, satellite, dedicated short-range, or other wireless connectivity, even if that capability is disabled or removed. The Senate’s S. 4429 bill page and reported text describe the proposal; the restrictions below are proposed provisions, not current law.
Vehicles
From January 1, 2027, the reported text would prohibit specified import, manufacture, sale, resale, and interstate-commerce activities involving covered connected vehicles. A vehicle could be covered because it originates in or is designed within a covered country, or because its manufacturer meets the bill’s more-than-15% ownership-or-control test involving entities based in covered countries.

Software
Restrictions on covered software would also begin January 1, 2027. The bill treats software separately from vehicles, so the vehicle date alone does not describe every covered transaction or component.
Connectivity hardware
Restrictions on covered vehicle connectivity hardware would begin January 1, 2030. The proposal includes exceptions, authorizations, and implementation provisions, so these dates are the main proposed start dates—not a claim that every product or transaction would be treated identically.

Is the Senate proposal already law?
No. The reviewed sources describe S. 4429 as proposed legislation, reported in the Senate with an amendment on September 22, 2026. The reported text is not an enacted federal rule. As of AP’s September 30 account, Senate action had stalled, and the bill had not been enacted. Any final obligations would depend on subsequent legislative action and the final text, if enacted.
How the bill reached the Senate stalemate
- April 29, 2026: Senators Elissa Slotkin and Bernie Moreno introduced the legislation, according to Slotkin’s office.
- July 22, 2026: Slotkin’s office said the bill advanced unanimously out of committee. Its release recorded support from automakers, labor, and industry groups. UAW President Shawn Fain said the legislation would “put[] common sense guardrails on a major threat to our nation’s auto industry.” That is an endorsement of the proposal, not an independent finding about its effects.
- September 22, 2026: The Senate reported S. 4429 with an amendment.
- September 24, 2026: Slotkin’s office said sponsors intended to seek passage by unanimous consent the following week.
- September 30, 2026: AP reported a stall amid negotiations, including concern about the potential effect on Mercedes-Benz; supporters expected to try again after the November elections.
What the proposal’s supporters say it is meant to address
The bill’s congressional findings and its supporters frame the proposal as a response to national-security and auto-industry risks associated with connected vehicles and foreign influence. The reported text states as a finding that China exports nearly 8 million vehicles annually—approximately twice the volume of any other country. That figure is a legislative finding in S. 4429, not an independently verified statistic here.

Slotkin described Chinese vehicles as “literally a driving spy machine on wheels,” as AP reported on September 30. That is her political characterization of the perceived risk, not a factual conclusion established by the quotation itself. The bill’s practical reach, including whether its ownership language would cover a particular manufacturer, depends on the text ultimately enacted and its implementation.
