RC transfer and vehicle re-registration are different procedures. RC transfer changes the person recorded as the vehicle’s owner after a sale, gift or other ownership change. Re-registration, more precisely assignment of a new registration mark, concerns the vehicle’s continued use in another Indian state when it remains there beyond the statutory period. Moving to another state does not by itself transfer ownership, and selling a vehicle does not by itself require a new registration mark.
A single vehicle can require both: for example, when you buy a car registered in another state and keep it in your state. In that case, ownership is transferred through the ownership process, while the inter-state stay may later require a new mark. A change of the same owner’s address is a third, separate entry.

RC transfer and re-registration at a glance
| Situation | What changes | Main route | Forms and legal basis |
|---|---|---|---|
| Vehicle is sold or otherwise transferred and stays registered in the same state | Owner’s name on the RC | Transfer of ownership | Forms 29 and 30; Section 50 of the Motor Vehicles Act, 1988 |
| Vehicle is sold and the transfer is to be effected in another state | Owner’s name, with inter-state documentation where required | Ownership transfer plus the applicable no-objection process | Forms 29 and 30; Form 28/NOC process under Section 48 where applicable |
| The same owner keeps a vehicle registered in one state in another state beyond the statutory period | Registration mark and registration record in the new state | Assignment of a new registration mark | Form 27, normally supported by Form 28 NOC; Section 47 |
| The same owner moves home or changes the address | Address in the registration record | Address intimation | Form 33; Section 49 |
The registration mark is the number identifying the vehicle; it is not the owner. A new mark therefore does not mean that a sale took place, and an ownership transfer does not automatically create a new mark.
What “RC transfer” means
Ownership changes, not the vehicle’s identity
The registration certificate (RC) records the registered owner. When a vehicle is sold, gifted or otherwise transferred, the registering authority updates that owner entry. The vehicle’s existing registration number can remain unchanged when the transfer is within the same state and no separate reassignment requirement applies.

Parivahan identifies Form 29 as the notice of transfer and Form 30 as the transferee’s application. The outgoing owner and incoming owner have distinct reporting responsibilities; completing only one side can leave the record incomplete.
What usually accompanies the application
The central checklist includes the RC, valid insurance and a pollution-under-control (PUC) certificate. Address proof and other supporting documents may also be requested, with some items marked as state-dependent on the government checklist. The portal or registering authority should be treated as the final source for the documents accepted in your state.
What “vehicle re-registration” means
It is normally a new registration mark after an inter-state move
Section 47 applies when a vehicle registered in one state has been moved to another state and is kept there for more than twelve months. The owner must apply within that period to the registering authority in the new state for assignment of a new registration mark. The statutory wording is: “When a motor vehicle registered in one States has been moved in another State, for a period exceeding twelve months, the owner of the vehicle shall, within such period … apply to the registering authority … for the assignment of a new registration mark.”

When the same owner is only visiting
A temporary stay, a trip, or a move that does not cross the statutory period is not the same as an application for a new mark under Section 47. Keep evidence of the vehicle’s status and check the destination state’s instructions if the duration or purpose of the stay changes.

You sold a vehicle in your state
Use the ownership-transfer route. The parties complete Forms 29 and 30 and submit the RC, insurance, PUC and required supporting documents. A new number is not a consequence of the sale alone.

You moved your own vehicle to another state
Ownership has not changed, so do not file an ownership transfer merely because your residence changed. If the vehicle will remain in the new state beyond the Section 47 period, use Form 27 and the NOC route described below.

You moved house but the vehicle remains with you
Use Form 33 to record the new address under Section 49. This is an address update, not an RC transfer and not re-registration. The owner’s name remains the same.
You bought an out-of-state vehicle
There are two questions: whose name should appear on the RC, and which state’s registration mark should apply. Process the ownership change with Forms 29 and 30. Separately, obtain the NOC and apply for a new mark if the inter-state circumstances bring the vehicle within Section 47 and the destination authority requires reassignment.

Section 50 distinguishes the transferor from the transferee. The statutory text says the transferor must report a same-state transfer within fourteen days. For a vehicle registered outside the state, the transferor has forty-five days to send the NOC or specified evidence of having applied for it. The same section separately gives the transferee thirty days to report the transfer.

Parivahan’s transfer guidance summarizes the transferee’s Form 30 application as due within fourteen days for a same-state vehicle and forty-five days for a vehicle registered outside the state. Because that summary assigns different periods and parties from the wording of Section 50, do not silently combine them. Use the Act as the legal description and confirm the live application deadline with the registering authority handling your case.
How to obtain a new registration mark after moving states
Start with the original-state NOC
Form 28 is used to seek a no-objection certificate from the original registering authority for assignment of a new mark and for transfer to another state. The authority may check the vehicle record and compliance before issuing the NOC. The destination authority can ask for the original NOC even when the owner has not changed.
Apply in the destination state
Parivahan’s reassignment route uses Form 27. The central list includes:
- Existing RC.
- Proof of address in the destination state.
- NOC issued through Form 28.
- Valid insurance.
- PUC certificate.
- Other documents shown by the destination RTO or portal.
Apply within the Section 47 period rather than waiting until the vehicle’s continued stay becomes a compliance issue. The authority will generate the applicable fee and any inspection or tax instructions.
Online NOC path
The VAHAN FAQ describes selecting the NOC service, entering the registration and chassis details, completing OTP verification, entering service and insurance information, and paying the fee displayed by the system. Save the application number and payment receipt. If the interface or service availability differs, use the current instructions of the original registering authority.
Transport-vehicle additions
For transport vehicles, mParivahan guidance identifies additional possibilities such as permit surrender and tax or fitness clearance. These are not universal requirements for every private car. Check the vehicle class and the destination state’s generated checklist before filing.

When a sale and an inter-state move happen together
Do not treat the transaction as one generic “re-registration.” Keep the ownership record and the registration-mark record as separate workstreams.

- The seller and buyer document the sale and complete the Form 29/Form 30 ownership-transfer process.
- Obtain the original-state NOC through Form 28 when an inter-state transfer or the destination authority requires it.
- The buyer submits the destination-state ownership documents and follows any verification or tax instructions.
- If the vehicle will be kept in the destination state beyond the Section 47 period, submit Form 27 for assignment of the new mark.
- Retain the old RC details, NOC, receipts, insurance and PUC records until the destination authority confirms the updated entry.
The exact order can vary by RTO and portal workflow. A sale can therefore result in both a changed owner and a changed registration mark, but each change has its own legal basis and application.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Address change is a third process
Section 49 and Form 33 cover intimation of a change in the owner’s address. No sale, buyer, seller or new owner is involved. The Motor Vehicles Act text states a thirty-day period for reporting the change, while the mParivahan address guidance states fourteen days. Because the official sources conflict, check the current local portal or RTO instruction and keep proof of the submission date.
An address update also does not automatically require a new registration number. The authority records the address against the existing owner and vehicle record unless a separate legal requirement for reassignment applies.
Documents, fees and state-level variation
Central forms and statutory sections provide the framework, but state tax rules, fees, document checklists, appointment systems and processing methods vary. The government portal’s generated document and fee panel is more useful than a generic fee figure because it reflects the vehicle class, state and service selected. Do not rely on an old screenshot or an informal list when the portal asks for a different document.
Possible additional checks include outstanding tax, insurance validity, PUC status, permit or fitness records for transport vehicles, and an inspection of the vehicle or its identification numbers. These checks are reasons for a file to pause; they are not evidence that ownership transfer and re-registration are the same service.

Common mistakes and how to fix them
Calling every inter-state move “RC transfer”
If the owner has not changed, select the NOC and reassignment route, not an ownership-transfer service. Use Form 33 only when the change is an address entry.
Assuming a new state means an immediate new number
The statutory trigger is the length of the vehicle’s stay, not the mere act of crossing a state border. Confirm the expected duration and the destination authority’s process before applying.
Submitting only the buyer’s application
Section 50 gives the transferor and transferee separate duties. Make sure both sides’ notices and acknowledgements are retained.
Ignoring the NOC
An NOC is a separate Form 28 step through the original registering authority. Starting a Form 27 application without the required NOC can lead to a rejected or incomplete file.
Using the wrong deadline from a web page
For ownership transfer, the statutory periods and Parivahan summary do not assign the same numbers to the same party. For address change, the Act and mParivahan also differ. Record the date of sale or move, read the current portal instruction, and ask the registering authority which deadline governs your filing.
Letting insurance or PUC expire during processing
The central checklists call for valid insurance and PUC. Renew them before submission if they will expire while the application is pending, and upload the current certificates if the portal requests an update.
A practical filing checklist
- Identify whether the owner, the address, the registration mark, or more than one of these is changing.
- Record the sale date, move date and the state in which the vehicle is currently registered.
- Choose Forms 29 and 30 for ownership transfer, Form 27 for a new mark, Form 28 for the original-state NOC, and Form 33 for an address change.
- Check the RC, insurance, PUC, address proof and any state-specific documents.
- Use the VAHAN service path currently shown for the selected service, including chassis validation and OTP where required.
- Pay only the fee generated by the official application and save the receipt.
- Track requests for inspection, tax, permit, fitness or additional documents.
- Keep every acknowledgement until the updated RC or registration-mark record is issued.
The bottom line
Transfer of ownership answers “Who owns the vehicle?” Re-registration or reassignment answers “Which state’s registration mark should identify it after a prolonged inter-state stay?” A sale, a move and an address change can occur together, but they should be filed as the distinct procedures established by Sections 47, 49 and 50, using the forms and deadlines confirmed by the relevant registering authority.
