What heavy ProMaster steering usually tells you
Power steering reduces the force needed to turn the front wheels. When that assistance is interrupted, the mechanical steering link can still move the wheels, but the driver must supply much more force. The 2019 manual specifically says the increase is most noticeable at very low speeds and during parking maneuvers. A steering wheel that suddenly becomes difficult to turn is therefore a safety-relevant symptom, even though the van may still respond to steering input.

What the symptom does not prove
Heavy steering alone does not identify a failed pump, a cracked steering gear, a belt problem, an electrical fault, a tire or alignment issue, or any other specific component. Those are diagnostic possibilities that must be checked against the exact van’s model year, steering-system design, service information, and observed evidence. The available sources do not provide a failure-rate denominator or a model-wide ranking of causes, so it is not accurate to call one component the universal or “most common” culprit.

Which steering noises can be normal?
The 2019 Ram ProMaster Owner’s Manual identifies two limited situations that can produce sound without indicating immediate damage:
- End of steering travel: increased noise at the end of steering-wheel travel is considered normal.
- Cold start: in cold weather, the power-steering pump may be noisy briefly because the fluid is cold and thick. The manual says this temporary noise does not damage the system.
Those statements are narrow. They do not make a persistent whine, grinding sound, repeated groan, or noise that appears with a new change in steering effort acceptable. Duration, temperature, steering-wheel position, and whether the sound disappears as the van warms are useful observations for a technician. Never deliberately hold the wheel at full lock to reproduce a noise; prolonged operation at the end of travel can increase fluid temperature and may damage the pump.

Checking power-steering fluid on a 2019 ProMaster
The 2019 manual does not require a scheduled power-steering-fluid check for routine service. It does advise checking the level at an oil change when a leak is suspected, abnormal noises are present, or the system is not functioning as expected. The check is an inspection aid, not a substitute for finding the reason fluid is low.
- Use the correct information first. Confirm that the owner’s manual applies to your model year and configuration. Fluid specifications can differ; use only the manufacturer-recommended fluid for that van or ask a qualified Ram service professional.
- Park on a level surface. Turn the engine off and allow hot components and fluid to cool enough for a safe inspection.
- Locate and read the reservoir as instructed by the manual. Compare the level with the marked range under the specified conditions. Do not estimate from a different year’s reservoir or instructions.
- Look for evidence of leakage. Inspect the reservoir, hoses, connections, steering gear area, and the ground beneath the van. A low level or wet component requires diagnosis, not repeated topping-up.
- Do not overfill. Too much fluid can create its own operating problems and makes later diagnosis harder.
- Avoid chemical flushes unless the exact service procedure calls for one. The 2019 manual cautions that chemical flushes can damage steering components.
If the fluid is contaminated, the level falls again, or the steering remains heavy after the level is correct, stop treating fluid as a repair. A qualified technician should identify the leak or system fault.
Possible causes: how to think about diagnosis without guessing
The official material establishes symptoms and one model-specific recall condition; it does not establish a universal cause list for all ProMaster vans. Depending on the exact vehicle, a professional may investigate:

- loss of hydraulic fluid or a leak at a steering-system component;
- a steering gear or rack-and-pinion problem;
- pump, drive, hose, or belt-related problems on a configuration that uses those components;
- electrical, sensor, or control faults where the vehicle’s steering-assist design includes them;
- other mechanical conditions that increase steering effort, such as a wheel, tire, suspension, or alignment problem.
This list is a set of diagnostic directions, not a ranking. A repair facility should first verify the symptom, scan for applicable faults where appropriate, inspect for leaks and damage, and compare the vehicle with the correct factory procedures. Ask for the failed part, the evidence supporting the diagnosis, and whether the repair addresses a safety campaign or an ordinary wear or damage condition.

The documented steering recall is for certain 2018 ProMaster City vans
NHTSA’s March 12, 2018 acknowledgement for campaign 18V-149 describes certain 2018 Ram ProMaster City vehicles whose hydraulic rack-and-pinion steering gears could have a casting defect. The gear could crack and lose hydraulic steering fluid. NHTSA records the consequence as a leak that may require “additional sudden steering effort,” increasing crash risk. The remedy described is dealer inspection and replacement of an affected assembly at no charge.
The scope is important:
- It is a ProMaster City campaign, not a blanket recall for the full-size Ram ProMaster.
- It concerns certain 2018 City vehicles, not every vehicle built in that model year.
- A recall record does not diagnose a heavy-steering complaint on a different year or body style.
Check the VIN in the current NHTSA recall lookup or with a Ram dealer. Recall status can change, and a VIN check is more reliable than relying on a model name, an internet post, or a symptom match.

Is it safe to drive when power assist stops?
The 2019 manual’s wording is precise: “If for some reason the power assist is interrupted, it will still be possible to steer your vehicle.” It also says steering effort increases substantially, especially at very low speeds and during parking. That means the van may remain controllable in a limited sense, but control can require much more physical effort and may deteriorate at the moment you need to turn quickly.
If the change happens while moving
- Keep both hands on the wheel and avoid abrupt lane changes.
- Slow gradually while maintaining a safe path.
- Use hazard lights when practical and move to a safe shoulder, parking area, or other location away from traffic.
- Once stopped, do not repeatedly cycle the wheel or hold it at full lock to test the system.
- Call roadside assistance or a qualified repair facility. Tell them that steering assist was lost or changed suddenly and describe any fluid, noise, or warning-light evidence.
If you cannot maintain a safe path, or if steering is erratic rather than merely heavy, stop as soon as conditions allow and request emergency assistance. A tow is preferable to driving a potentially compromised steering system.

How a shop should investigate the complaint
Give the technician a clear timeline: the exact model year and body style, whether the symptom began at start-up or while driving, outside temperature, steering-wheel position, duration of any noise, and whether the effort changed at the same time. Photos of a puddle or wet component and a note of any dashboard warning can prevent a useful clue from being lost.

A sound diagnostic process should include a visual inspection for leaks or damaged components, confirmation of the fluid level and specification, a functional check at safe speeds, and any vehicle-specific electronic or hydraulic tests required by the service information. The technician should also check open campaigns by VIN. Do not approve a chemical flush or an unspecified fluid simply because it is offered as a quick fix; the 2019 manual specifically warns against chemical flushes and requires manufacturer-recommended fluid.
How to escalate a suspected safety defect
NHTSA reviews consumer complaints together with other information to identify possible safety issues. A complaint is an input to that process, not proof by itself that a defect has been confirmed. If NHTSA identifies a possible safety-related defect trend, it may open an investigation; a recall is a separate action.
Owners can report a suspected safety problem through NHTSA.gov or the Vehicle Safety Hotline at 888-327-4236. Include the VIN, model year, body style, mileage, dates and conditions of the steering events, warning messages, repair invoices, photographs, and whether the vehicle was towed or involved in a near miss. Keep copies of your submission and repair records. Reporting does not replace immediate repairs or a dealer inspection.
Used-ProMaster inspection checklist
A used-van shopper can reduce uncertainty without pretending a short test drive proves reliability:
- Confirm whether the van is a full-size ProMaster or ProMaster City and record the model year.
- Run the VIN through the current recall lookup and ask the seller for documentation showing completed campaigns.
- Start the van cold if possible. Note whether a pump noise is brief and temperature-related or persists after warm-up.
- Make slow, controlled parking turns without holding the wheel against the stop. Compare effort in both directions.
- Look for fresh or dried fluid residue around the reservoir, hoses, steering gear, and underbody.
- Ask directly whether the steering has ever become heavy, whether fluid has been added, and which repairs were performed.
- Have an independent technician inspect the steering system before purchase, particularly if the seller cannot explain a noise, leak, or recent steering work.
A clean test drive does not eliminate an intermittent fault. A documented inspection and VIN-specific campaign check provide stronger evidence than a seller’s assurance that a steering sound is “normal.”
Bottom line for ProMaster owners
Suddenly heavier steering is the most important warning sign because interrupted power assist can make low-speed and parking maneuvers substantially harder. Brief cold-start pump noise and increased noise at the end of steering travel can be normal on the 2019 model described by the manual, but persistent noise, leakage, or any change in effort warrants inspection. The documented 18V-149 recall is limited to certain 2018 ProMaster City vehicles; it should not be presented as a recall for all full-size ProMasters. Verify the exact van by VIN, use only the fluid specified for that vehicle, avoid chemical flushes, and stop driving for professional help when steering changes suddenly or unpredictably.
