New research: Cheaper EVs tipped to cushion FBT cuts as overseas markets offer a warning

Cheaper EVs could cushion Australia’s staged FBT changes, but buyers still need to check the vehicle-value threshold, commitment date and full lease cost.

Australia’s Electric Car Discount is being wound back, but cheaper electric vehicles could soften the first major change. The full fringe benefits tax (FBT) exemption continues for qualifying arrangements until 31 March 2027. From 1 April 2027, EVs valued above $75,000 lose the full exemption and receive a 25% FBT discount instead; from 1 April 2029, the permanent 25% discount applies to eligible EVs up to the fuel-efficient luxury-car-tax threshold. The concession is an employer tax treatment used through arrangements such as salary packaging and novated leases, not a cash rebate for every private buyer.

What changes to EV FBT happen in 2027 and 2029?

The key dates are 1 April 2027 and 1 April 2029. The $75,000 vehicle-value threshold matters only during the two-year transition.

Period Eligible EV treatment What buyers should understand
Until 31 March 2027 Full FBT exemption for qualifying arrangements The existing concession continues while the current rules apply.
1 April 2027 to 31 March 2029 Vehicles valued at $75,000 or less retain the full exemption. Vehicles above $75,000 and up to the fuel-efficient luxury-car-tax threshold receive a 25% discount on payable FBT. A 25% discount leaves 75% of otherwise applicable FBT payable; it is not a 25% reduction in the vehicle price.
From 1 April 2029 All eligible EVs up to and including the fuel-efficient luxury-car-tax threshold receive a permanent 25% FBT discount. The discount is implemented through a 15% statutory rate instead of the ordinary 20% rate.
Above the fuel-efficient luxury-car-tax threshold The ordinary 20% statutory rate applies. These vehicles do not receive the EV concession.

The $75,000 test concerns the car’s value, not the amount borrowed or the total of lease repayments. Interest rates, fees and the residual payment can therefore change the economics without changing which policy band the vehicle enters.

Are existing novated leases protected when the rules change?

Generally, a qualifying arrangement keeps the treatment that applied when the employer committed to provide the vehicle. A later rule change does not automatically terminate every existing lease.

Treasury says the transition is tied to the commitment to provide the vehicle. Anyone arranging a new lease should have the employer, salary-packaging provider or tax adviser confirm the commitment date and the vehicle’s eligibility in writing, particularly if delivery is delayed or the vehicle is substituted.

Why could cheaper EVs cushion the first FBT cut?

The under-$75,000 market is much broader than it was when the exemption began, giving buyers more choices that remain in the full-concession band until 1 April 2029.

More models below the threshold

An Australian Government announcement dated 5 May 2026 said there were only two EVs priced below $40,000 when the policy began, compared with about 10 by 2026, including one model below $30,000. That expansion does not make every vehicle affordable, but it reduces the need to select a premium model to drive electric.

Market growth before the transition

The same announcement reported that electric or plug-in-hybrid vehicles represented 22.9% of new-car sales in March 2026, compared with 1.8% in May 2022. The figures are Australian Government Treasury figures and combine battery EVs with plug-in hybrids, so they are not a direct measure of battery-EV-only demand.

What industry participants expect

The National Automotive Leasing and Salary Packaging Association told EV Central that most Australian EV buyers already choose vehicles below $75,000 and therefore expected little material effect on sales. Its chief executive, Rohan Martin, described that as an industry assessment, not an independent forecast.

Adrian Taylor, general manager of finance business Savvy Benefits, likewise said the wider choice of sub-$75,000 EVs should reduce the effect of the incentive change. Savvy Benefits offers novated leasing, so its view comes from a participant with a commercial interest in this market.

What does a 25% FBT discount actually save?

It reduces the tax calculated on the car benefit by one quarter; the employee still bears the remaining three quarters of otherwise applicable FBT through the arrangement. The result depends on the vehicle value, the statutory method, salary and lease structure, so a headline percentage is not a personal quote.

Illustrative calculation

ABC’s simplified illustration used a $50,000 EV and estimated about $7,300 in annual FBT from 2029 under its assumptions. That is an example rather than a calculation for every $50,000 vehicle: finance costs, running costs, employee circumstances and the residual value can all alter the final benefit.

Costs that sit beside the tax concession

Compare the complete arrangement, not only the FBT line. Ask for the finance rate, establishment and administration fees, insurance, registration, tyres, servicing, charging costs, lease term and residual payment. A lower-tax vehicle can still be poor value if its finance or end-of-lease obligation is materially higher.

Who qualifies for the electric-car FBT concession?

The Australian Taxation Office describes an eligible employer-provided car as a zero- or low-emissions vehicle that meets several conditions.

  • WORKS WITH EVERY NON-TESLA EV: Standard J1772 connector plugs straight into Ford, Chevrolet, Hyundai, Kia, Nissan, BMW, Volkswagen, Audi, Rivian, Lucid and every other EV or plug-in hybrid sold with a J1772 port - no adapter needed. Tesla drivers can charge too, using the J1772 adapter that comes with the car.
  • PLUG IN, NO HARDWIRING: Level 2 charger delivers up to 40A to fully charge most EVs overnight. Plugs into a 240V, 4-prong NEMA 14-50 outlet (the RV/range type - NOT a dryer outlet) on a dedicated 50A circuit. The extra-long 25 ft cable easily reaches across a garage or driveway. Before ordering, check your car's port type and that you have the right outlet.
  • CONTROL & SAVE FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start/stop charging, set speed (6-40A), get reminders, and track energy use and cost. Schedule off-peak overnight charging to cut your electric bill. Requires 2.4 GHz WiFi.
  • SAFETY-CERTIFIED & WEATHERPROOF: Independently tested and certified (UL, ETL, FCC, Energy Star). A fully sealed IP66 / NEMA 4 housing stands up to rain, snow, heat and dust indoors or out, and internal steel shielding protects the electronics for years of reliable use.
  • GLOW-IN-THE-DARK HOLSTER: The included high-visibility holster glows in the dark so you can find and dock the plug easily at night. Holds the connector securely when not in use.
  • The vehicle must be first held and used on or after 1 July 2022.
  • It must be provided to a current employee or an associate of that employee.
  • Luxury car tax must never have been payable on the vehicle.
  • Salary-packaged benefits, including novated-lease arrangements, are included.
  • Plug-in hybrids are excluded for new purchases from 1 April 2025; the continuing concession is focused on fully electric vehicles.

Because this is an employer FBT concession, a person buying an EV privately without a qualifying employer arrangement does not receive the same treatment simply by owning an electric car.

What warning do Germany and Canada provide?

Both markets saw EV market share fall after support was withdrawn or reduced, but neither result is a direct forecast for Australia. Market share can decline even when unit sales are stable, and comparisons are affected by vehicle supply, prices, economic conditions and purchases brought forward before a deadline.

Market Reported change Important qualification
Germany Battery EVs were 13.5% of new passenger-car registrations in 2024, down from 18.4% in 2023. Registrations fell 27.4% to 380,609. Figures are from the German Federal Motor Transport Authority as reported by EV Central; the percentage is a share of registrations, not a measure of total vehicle demand.
Canada Battery EVs were 6.7% of new light-duty registrations in 2025, down from 11.4% in 2024; the share recovered to 8.0% in the first quarter of 2026. Figures come from Transport Canada dashboard data as reported by EV Central and show that a decline can partially reverse.
New Zealand The Clean Car Discount ended on 31 December 2023. Different coverage and other policy changes mean it is not a clean control case for Australia.

Australia’s design is different because support is reduced in stages. A buyer can still obtain the full exemption on a qualifying vehicle at or below $75,000 during the transition, rather than facing an immediate removal of all EV support.

Did the Australian discount increase EV sales?

The statutory review found that the policy encouraged EV sales during its first three years, while noting other contributors such as international market growth, supply-chain recovery, improving technology and charging infrastructure.

The review estimated that a battery EV saves about $26,500 in fuel over its life. It estimated that consumers overlooked roughly $1.1 billion in fuel savings for additional battery EVs, or $1.3 billion when additional plug-in hybrids were included. Total fuel savings were estimated at about $1.7 billion for additional battery EVs and $2.0 billion for additional battery EVs and plug-in hybrids.

The extra-long 25 ft cable easily reaches across a garage or driveway.
  • HARDWIRED - PROFESSIONAL INSTALL: This Level 2 charger is hardwired (not plug-in), so a licensed electrician installs it per National Electrical Code. Before ordering, check your car's port type and that your electrical panel can support the circuit.
  • CONTROL FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start and stop charging, set the charging speed (6-48A), get reminders, and track how much energy and money each charge uses. Requires a 2.4 GHz home WiFi network.

The review estimated FBT tax expenditure at $2.0 billion over 2022–23 to 2024–25, forecast $1.35 billion in 2025–26 and expected $2.8 billion in 2028–29 under the then-current settings. Those are government estimates of tax expenditure, not a saving guaranteed to an individual leaseholder.

Is the policy fair to all car buyers?

The review raised both vertical and horizontal equity concerns. Because the concession operates through the tax system and applies to new vehicles, higher-income employees can receive larger benefits, while people buying used cars generally cannot access the same new-car treatment.

That distributional issue matters when comparing an EV lease with a used petrol or hybrid vehicle. A tax saving is only one component of household transport cost, and the comparison should include purchase price, depreciation, insurance, energy and maintenance.

How should buyers prepare before signing an EV lease?

Start with the vehicle’s eligibility and commitment date, then model the full cost under the rule that will apply during the lease.

  1. Confirm the vehicle band. Obtain the documented vehicle value and check whether luxury car tax has ever applied. During the transition, determine whether the value is at or below $75,000 or above it and within the fuel-efficient luxury-car-tax threshold.
  2. Check the powertrain and purchase date. A fully electric vehicle and a plug-in hybrid do not have the same treatment for new purchases from 1 April 2025.
  3. Ask when the commitment becomes binding. Have the provider explain how the commitment date protects an existing qualifying arrangement and what happens if delivery, specification or supplier changes.
  4. Request a whole-of-lease quote. Compare finance rate, administration charges, insurance, registration, servicing, tyres, charging and the residual payment, not just the advertised tax benefit.
  5. Stress-test the end of the lease. Plan for the residual amount at lease expiry and check the consequences of paying it, refinancing it, returning the vehicle or replacing the car.
  6. Recalculate for the relevant date. A lease beginning before 1 April 2027, during the transitional period or from 1 April 2029 can fall under different statutory treatment.

What should Australian EV buyers take from the overseas experience?

The overseas evidence is a warning that removing incentives can weaken EV share, not proof that Australia will repeat Germany or Canada. Australia enters the change with a larger sub-$75,000 model pool and a staged policy, so the practical question for each buyer is whether the vehicle remains eligible and whether the entire lease remains competitive after fees, running costs and the residual payment are included.

Frequently Asked Questions

Can I get the EV FBT concession if I buy a used electric car?

The concession is built around an employer-provided vehicle that was first held and used on or after 1 July 2022 and on which luxury car tax has never been payable. A used-car purchase outside a qualifying employer arrangement does not receive the same treatment merely because the vehicle is electric.

Does a plug-in hybrid ordered before April 2025 keep its FBT treatment?

Plug-in hybrids were removed for new purchases from 1 April 2025. If an earlier qualifying commitment was already in place, the transitional treatment depends on the commitment and arrangement details, so the employer or packaging provider should confirm the documentation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why can the residual payment change whether an EV lease is worthwhile?

The residual is the amount scheduled at the end of the lease, and it may require cash payment, refinancing or another disposal decision. Two leases with similar FBT can therefore produce very different total costs when their residuals and finance charges differ.

Is the $75,000 figure a limit on my salary-packaged loan?

No. It is a vehicle-value threshold used during the transition. The amount financed and the total repayments affect affordability and cost, but they do not turn a vehicle above the threshold into one below it.
