If you keep a vehicle registered in one Indian state in another state for more than 12 months, you generally must apply there for a new registration mark. The usual sequence is to obtain a No Objection Certificate (NOC) in Form 28 from the original registering authority, then apply for reassignment in Form 27 at the destination RTO, pay that state’s fee and motor-vehicle tax, and complete any inspection or local-clearance requirements.
The 12-month rule and Forms 27 and 28 come from national guidance, but tax, document copies, appointments, inspections and online facilities differ by state and RTO. Use the national process as a framework, then confirm the current checklists with both authorities.

What “transferring registration” means
In this context, transfer means reassignment of the registration mark after an interstate move. It is not the same as transferring ownership when a vehicle is sold, and it is not a change to your driving licence or address alone. The registered owner remains the same unless a separate ownership-transfer process is completed.

The guidance says the application should be made within that period, in the prescribed form, with the registration certificate presented to the authority. Read the current wording on the Parivahan Sewa reassignment page.

In practical terms, plan the application before the 12-month period ends. A short visit, a temporary stay or a vehicle that is not actually kept in the new state for more than 12 months does not automatically create the same reassignment obligation; the facts and the authority’s interpretation matter.
The process at a glance
| Stage | Authority | Main form or record | What happens |
|---|---|---|---|
| 1. Confirm the trigger | Owner and destination RTO | Existing RC and move details | Check whether the vehicle will remain in the new state beyond 12 months and identify the correct jurisdiction. |
| 2. Obtain an NOC | Original registering authority | Form 28 | The original authority checks the vehicle and outstanding tax or permit liabilities and issues an interstate NOC where requirements are met. |
| 3. Apply for reassignment | Destination RTO | Form 27, RC, NOC and supporting records | The destination authority verifies the vehicle, owner, address and clearances before assigning a registration mark. |
| 4. Pay local charges | Destination state transport department | Fee and road-tax challan or online receipt | Pay the fee under the applicable Central Motor Vehicles Rules provision and the destination state’s motor-vehicle tax. |
| 5. Complete local checks | Destination RTO and other departments | Inspection, NCRB or commercial clearances where required | Submit originals, copies, photographs, fitness or other documents requested by that RTO. |
Step 1: Check whether reassignment applies and identify the right RTO
Start with the date the vehicle was moved and the address where it is actually being kept. The destination RTO normally depends on that address, not simply on the city in which you happen to submit an application. If you have changed addresses within the same state, ask whether an address update is sufficient or whether the authority treats the move as an interstate reassignment.
Keep evidence of the move and your new address available. The central checklist requires address proof, while individual RTOs may specify acceptable documents, issue dates, originals, copies or an online upload format. Confirm those details before travelling to the office.

Check the vehicle’s RC status before filing. Form 27 asks the owner to identify the original state, state when the vehicle has been kept in the new state, and confirm that the registration is valid and has not been suspended or cancelled. If the RC is expired, suspended, cancelled or otherwise inconsistent with the declaration, resolve that issue with the relevant authority first.
Step 2: Obtain the No Objection Certificate from the original state
Use Form 28 at the original registering authority
Apply for the NOC in Form 28 to the registering authority where the vehicle was previously registered. The Parivahan NOC guidance lists the application, a certified copy of the RC, a copy of the insurance policy, evidence that motor-vehicle tax has been paid up to date, and a valid pollution-under-control (PUC) certificate.
Take the vehicle and owner identification information exactly as shown on the RC. The NOC guidance marks a chassis and engine pencil impression and owner-signature identification as starred items that can be state-specific. Ask the original RTO whether it wants those items on every copy, whether an inspection is required, and whether forms must be submitted in duplicate or triplicate.
Clear outstanding dues before requesting the NOC
An NOC is not a substitute for clearing liabilities. Check for unpaid state tax, enforcement notices, permit dues or other amounts attached to the vehicle. The original authority may refuse or hold the NOC until those items are paid and evidenced by receipts. Keep both the payment proof and a copy of the application.

Transport vehicles need additional clearance
For a commercial or other transport vehicle, the original authority may also ask for permit-related evidence, proof that sums due under a permit are not pending, and passenger- or goods-tax evidence. The national NOC guidance also refers to clearing vehicle taxes and paying the applicable fee under Rule 81 of the Central Motor Vehicles Rules, 1989. Ask the permit section, tax section and registering authority whether separate clearances are needed; a private-vehicle checklist is not enough for a bus, taxi, goods carrier or other transport vehicle.
Step 3: Prepare and file Form 27 at the destination RTO
Core documents
The central reassignment checklist identifies these records as the usual core set:
- Completed Form 27.
- Original registration certificate (RC).
- Address proof for the new state.
- Valid motor-vehicle insurance.
- Valid PUC certificate.
- NOC issued by the original registering authority in Form 28.
The destination RTO may additionally request Form 20, another copy of Form 28, an indemnity bond, the original sale invoice, a fitness certificate, commercial-vehicle challan clearance, photographs, inspection documents or other state forms. Parivahan’s national material identifies some of these as potentially required rather than universally mandatory. Check the destination authority’s current list for originals, copies, signatures, file covers, scans and appointment requirements.
Complete the declarations carefully
The official Form 27 PDF asks for the vehicle’s identifying details, the state of original registration and the date or period for which the vehicle has been kept in the new state. It also requires declarations about the validity and status of the registration. Attach the RC and, where applicable, the fitness certificate and NOC.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsForm 27 includes a provision for the case in which an NOC is not enclosed: it refers to a declaration under the proviso to Section 47. Do not treat that reference as an automatic waiver. Ask the destination RTO what declaration and supporting evidence it accepts in your circumstances, and why the NOC is unavailable.
Expect an inspection or verification
The destination authority may require the vehicle to be produced for physical inspection, verification of the chassis and engine numbers, or examination of documents. National guidance does not establish one inspection procedure for every state. Before booking an appointment, ask whether the vehicle must be present, whether an authorised representative may appear, and whether the office accepts an appointment receipt or token as proof of filing.
Step 4: Deal with a loan, lease or hypothecation
If the RC records hire-purchase, lease or hypothecation, involve the financier before submitting Form 27. The form has fields for the financier arrangement and records consent. Your lender may require its own request, account-status confirmation or NOC, and the RTO may insist that the financier’s interest be endorsed correctly in the new registration record.

Form 27 also provides for a statutory declaration where a financier’s NOC has been refused. That is not a general workaround for an unpaid loan. Ask the lender and both RTOs which documents and declaration are appropriate instead of assuming that a standard bank process applies to every vehicle or state.

Step 5: Pay the destination state’s fee and road tax
Why there is no single India-wide amount
Motor-vehicle tax is imposed by state governments. The national FAQ explains that calculations can use factors such as engine capacity, seating capacity, unladen or laden weight and vehicle cost. Consequently, the amount depends on the destination state, vehicle class, age, price or other factors in that state’s law. The Parivahan FAQ also says online tax payment is available only for selected states and RTOs.
Do not rely on a national rupee estimate. Give the destination transport department the vehicle’s registration number, invoice value, date of first registration, fuel type, engine or seating details and any other information it requests, then obtain the current calculation and payment instructions.
Fee and tax are separate items
The reassignment guidance refers to the applicable fee and tax under Rule 81 of the Central Motor Vehicles Rules, 1989. The fee for the application and the state’s road or motor-vehicle tax are separate liabilities. Keep each receipt because the destination RTO may ask for proof of payment before issuing the new mark or updating the RC.
What state variation looks like
State pages show why a checklist or tax figure from one jurisdiction cannot be presented as a national rule.

| Jurisdiction | Published examples of local requirements or calculation | How to use the example |
|---|---|---|
| Meghalaya | The transport department asks for the old RC, Form 28 NOC in duplicate, Forms 27 and 20, address proof and valid insurance. It describes NCRB clearance as being arranged by the department. Its road tax depends on sale amount and vehicle age; the page gives examples of 10 years’ tax for a vehicle less than one year old, six years’ tax for a four-year-old vehicle, and at least one year’s tax for a vehicle at least 10 years old. | These are Meghalaya requirements and examples, not a national tax schedule. See the Meghalaya Transport Department instructions for the jurisdiction’s current wording. |
| Delhi | The published checklist includes Forms 20 and 27, Form 28 in duplicate, the original out-of-state RC, insurance, PUC, address proof, an indemnity bond, fee and road tax. It lists the initial sale invoice for tax calculation, parking fee, a possible emission-norm certificate and a commercial-vehicle fitness certificate. Registration is subject to NCRB clearance arranged by the department. | Delhi’s list illustrates additional local documents and charges. Confirm the current checklist because published requirements can change. The source is the Delhi Transport Department guidance. |
These examples do not compare every state. For a specific move, check the origin RTO’s NOC page and the destination transport department’s reassignment page, tax schedule and document list. If the two published lists conflict, ask the destination RTO which version it currently enforces and record the name of the office or counter that confirmed it.
Online filing, appointments and physical visits
Parivahan provides national forms and guidance, but the reviewed material does not establish that every stage can be completed online in every jurisdiction. Some RTOs may accept an online application or tax payment while still requiring original documents, a physical inspection, biometric or signature verification, or an in-person appointment.

- Check the destination state’s transport portal for an application, appointment or tax-payment option.
- Confirm that the service is for interstate reassignment rather than ownership transfer, duplicate RC or a simple address change.
- Save the application number, appointment receipt and payment receipt as PDF files and print copies.
- Ask whether the original RC, Form 28 NOC and vehicle must be presented at the appointment.
- Carry a complete paper set even when uploads are accepted; a counter may ask for a duplicate or a signed copy.
Online tax payment is expressly not available for every state or RTO according to the national FAQ. A portal showing no payment option does not by itself mean that tax is not due; contact the destination office for its accepted payment method.
Commercial, permit-bearing and other special cases
Commercial and transport vehicles
Transport vehicles can require permit, challan, passenger-tax or goods-tax clearances in addition to the private-vehicle documents. A fitness certificate and proof that no permit sums are pending may be required. Ask both the original and destination transport sections whether the permit continues, must be surrendered, or must be reissued in the destination state.
Vehicles with an active loan
Coordinate the financier consent, hypothecation endorsement and any lender-specific NOC before filing. A destination RTO may not complete reassignment if the financier details are missing or inconsistent with the RC.
Older or non-compliant vehicles
Check that insurance, PUC, registration validity and any applicable emission documentation are current. A destination state may apply local restrictions or ask for an emission-norm certificate, as the Delhi checklist illustrates. Do not assume that an NOC from the origin state guarantees registration in the destination state.

The official material reviewed does not establish one national entitlement, formula or application form for a refund of tax paid in the old state after an interstate move. It also does not establish a single processing time. Refund eligibility can depend on the origin state’s law, the period for which tax was paid, the vehicle’s age and the authority’s procedure.
Before budgeting for a refund, ask the origin transport department in writing:

Common mistakes and how to prevent them
Waiting until after the 12-month point
Mark the date the vehicle entered the new state and begin the NOC process early. Obtaining an NOC, correcting records and securing an appointment can take longer than expected.
Using only a generic internet checklist
National forms do not replace state instructions. Compare the origin and destination lists and ask specifically about duplicate forms, indemnity bonds, invoices, parking fees, emission certificates, inspections and uploads.
Ignoring unpaid tax or permit dues
Check the vehicle’s tax and enforcement status before applying for Form 28. For a transport vehicle, obtain permit and passenger- or goods-tax clearances where required.
Assuming an online submission completes the process
Save the online acknowledgement but verify whether originals, the vehicle or an in-person signature are still required.
Confusing registration reassignment with ownership transfer
If the vehicle was sold, the buyer and seller must follow the ownership-transfer procedure as well. Form 27 reassignment addresses an interstate move by the existing owner; it does not transfer title to another person.
Leaving a financier off the application
Check the RC for hypothecation or lease details and obtain the lender’s instructions before the destination appointment.
Document and filing checklist
Before approaching the original RTO
- Record the date the vehicle was moved and the destination address.
- Verify that the RC is valid and the vehicle is not shown as suspended or cancelled.
- Collect the original RC and certified copies as requested.
- Print valid insurance and PUC certificates.
- Prepare Form 28 in the number of copies the RTO specifies.
- Check and clear vehicle tax, enforcement, permit, passenger-tax or goods-tax dues.
- Ask whether a chassis or engine pencil impression, owner-signature identification or inspection is required.
- If financed, contact the lender about consent or NOC requirements.
Before approaching the destination RTO
- Complete Form 27 using the vehicle and original-state details exactly as shown on the RC.
- Carry the original Form 28 NOC and any copies required locally.
- Carry address proof, insurance, PUC and the original RC.
- Check whether Form 20, an indemnity bond, sale invoice, parking-fee receipt, emission certificate or fitness certificate is required.
- Obtain the destination state’s tax calculation and pay the fee and tax through its accepted channel.
- Confirm whether the vehicle must be physically inspected and whether an appointment is needed.
- Keep application, appointment and payment receipts in both paper and electronic form.
How to verify current requirements
Government forms, fee schedules and portal services can change. Use the national pages for the legal sequence and forms, then verify the current local instructions immediately before filing:
- Parivahan Sewa: Reassignment of Registration Mark for the 12-month trigger and national procedure.
- Parivahan Sewa: No Objection Certificate for Form 28 and central NOC document guidance.
- Official Form 27 PDF for the declarations and financier fields.
- Parivahan FAQ for the state-tax explanation and online-payment limitation.
Then contact the original and destination RTOs using their current official telephone, email or counter details. Ask for the checklist applicable to your vehicle type, the exact number of copies, accepted address proofs, tax-payment method and inspection requirement. Keep the answer with your file in case staff or portal instructions change.
Bottom line
For a vehicle kept in another Indian state beyond 12 months, start with the original RTO’s Form 28 NOC and finish with Form 27 reassignment at the destination RTO. Carry the RC, address proof, insurance, PUC and NOC, disclose any financier or commercial-vehicle status, and budget for destination-state tax and fees. The legal sequence is national, but the amount, documents, inspections, online options, refund rules and processing time are state- and RTO-specific, so verify both authorities’ current instructions before filing.
