Ford 351 Windsor vs. Cleveland vs. Modified: What’s the Difference?

The 351W, 351C, and 351M are distinct Ford engine families. Learn their cooling, block, head, and fitment differences—and how the 400 fits in.

Ford’s 351 Windsor, 351 Cleveland, and 351 Modified are different engine designs—not interchangeable versions of one 351. The quickest family-level clue is the cooling and front-cover layout: the Windsor has a front cover and routes coolant through the intake-manifold face of the heads; the Cleveland and Modified use a different path, sending water from the combustion face into the block. The 351M is a tall-block Cleveland-related engine, while the 400 shares that tall-block family.

How the 351W, 351C, and 351M differ

“351” refers to a displacement class, not a guarantee that parts fit across engines. Ford’s technical history distinguishes these families by their cooling layout, block dimensions, and interfaces. The 351M is related to the Cleveland but has a taller block and other major differences; it should not be treated as simply another name for a 351C.

Ford describes the Windsor cooling arrangement as using a front cover, with coolant leaving the intake-manifold face of the head. Cleveland, Modified, and 400 engines use a different route: water leaves the combustion face and enters the block. What makes a 351M different from a 351 Cleveland?

The 351M is Cleveland-related, but its block is not the same as a 351C block. Ford specifies that the 351M and 400 blocks are 1.100 inches taller than the 351C, have larger main journals, use unique engine mounts, and share a 429/460 bellhousing pattern. Ford’s history says the 351C entered production in 1970 and was produced through 1974. MAHLE’s catalog lists application ranges of 1969–1974 for the 351C, 1975–1982 for the 351M, and 1971–1982 for the 400. Those are catalog application ranges, not a claim that every market or vehicle used each engine throughout those years. How do Cleveland 2V and 4V heads differ?

“2V” and “4V” describe Cleveland head versions, not different engine displacements. In Ford’s cited discussion, 2V heads have open chambers and rounded ports; 4V heads have larger rounded ports and quench chambers. Are a 351M and a 400 the same engine?

They share the tall-block family traits, but they are not the same displacement or rotating-assembly specification. MAHLE lists a 4.000-inch bore and 3.500-inch stroke for its 351 Windsor, 351 Cleveland, and 351 Modified entries. Its 400 entry has a 4.000-inch bore and 4.000-inch stroke. These are catalog dimensions, not measurements of a specific used engine. Ford lists the 400’s deck height as 10.292–10.302 inches. Will 351 Cleveland heads fit a Windsor?

Ford says Windsor and Cleveland heads physically interchange, but the water passages require modification. That is not a casual bolt-on swap: Ford’s building guidance includes machining instructions. How to identify an engine before buying parts

  1. Start with the engine family. Use the cooling and front-cover layout as a clue: Windsor engines use a front cover; Cleveland/Modified/400 arrangements route water from the combustion face into the block.
  2. Check the block and vehicle application. Compare casting numbers and the vehicle’s original application against a year-specific reference. No single visible feature is a universal identification method for every original or replacement engine.
  3. Verify the component combination. Check the exact block, heads, year, gasket, intake, timing/front-cover parts, mounts, and transmission interface before ordering. A shared “351” label does not establish fitment.

For a Windsor-specific timing cover or other family-specific part, confirm the listing’s exact fitment against the engine you have; the family name alone is not enough to identify every replacement or modified build.

The cited sources establish useful design and fitment differences, not a universal performance ranking. They do not provide controlled, same-configuration power, fuel-economy, or reliability comparisons, so claims that one family is always faster, easier to build, or more dependable are not supported by these specifications alone.
