The lawsuits identified so far challenge EPA’s February 2026 rescission of the 2009 greenhouse-gas Endangerment Finding and related vehicle standards—not necessarily the separate 2024 rule for model-year 2027–2032 vehicles. States filed a petition for review in March, and environmental and health groups also sued, according to contemporaneous reports. The state litigation tracker records a scheduling order dated April 22, 2026; the sources available here do not establish later court developments.
What action is the lawsuit challenging?
EPA finalized its rescission of the 2009 Endangerment Finding and repeal of subsequent greenhouse-gas (GHG) standards for highway vehicles and engines on February 12, 2026. The Endangerment Finding had been a legal prerequisite for EPA regulation of GHG emissions from new motor vehicles and engines. EPA describes its 2026 action as ending manufacturers’ future GHG measurement, control, and reporting obligations for highway vehicles. Those are the agency’s account and legal position; the lawsuits put the action under challenge.
“Tailpipe rule” can refer loosely to more than one EPA action. The distinction matters here: the litigation described in the available accounts concerns the 2026 rollback of GHG rules, not automatically every vehicle emissions standard EPA has issued.
Who sued, and what is known about the cases?
- Environmental and health groups: The Associated Press reported in February 2026 that environmental and health groups sued over EPA’s action.
- States, cities, and counties: AP reported that states, cities, and counties filed a challenge in March. The Oregon Department of Justice’s litigation tracker identifies a state petition for review filed on March 19, 2026, and records a court scheduling order dated April 22.
These descriptions should not be collapsed into one proceeding: a petition for review and a district-court suit are distinct procedural forms, and the sources do not establish that every reported plaintiff joined the same case. They also do not establish current docket numbers, later briefing milestones, or a ruling after April 22. A court docket is needed to confirm the posture beyond that date.

How does the 2026 rollback differ from the 2024 vehicle standards?
EPA’s 2024 Multi-Pollutant Emissions Standards cover light- and medium-duty vehicles starting with model year 2027 and phase in through model year 2032. EPA’s 2026 action, by contrast, is framed as a rollback of GHG requirements. EPA says it does not affect traditional air-pollutant regulations.

What does the change mean for vehicle owners?
The sources establish a change in EPA’s regulatory position and manufacturer obligations as EPA describes them; they do not establish a specific change to a particular owner’s vehicle, a guaranteed change in purchase prices, or a realized savings total. EPA says the action will save Americans “over $1.3 trillion” in vehicle costs. That is the agency’s 2026 estimate, not an independently verified or already realized saving.

EPA also says the 2026 action does not affect traditional air-pollutant regulations. That scope statement should not be read as saying that all vehicle emissions rules were repealed.

The state tracker’s April 22, 2026 scheduling-order entry is the latest procedural milestone established by the sources summarized here. They do not confirm what happened after that order or whether a court has ruled on the merits. The litigation challenges EPA’s legal authority and action; until a court ruling or other legal development changes the status, EPA’s finalized action remains the agency’s stated position.
