A separate proposed revision could extend physical-control requirements to a much wider list of driving functions.
What China has actually banned—and what it has not
China’s mandatory standard GB 48001—2026, Safety technical requirements for automobile door handles, is enacted and takes effect on January 1, 2027. It governs how doors can be opened, not the shape or styling of every handle.

The newer screen-related measures are different. A four-agency consultation draft published October 10, 2026 proposes to prohibit foldable and flexible vehicle displays, reiterate restrictions on fully concealed handles, and preserve physical controls and clear markings for emergency escape and emergency braking. Those provisions are proposals, not enacted law, and they do not amount to a blanket ban on infotainment touchscreens.

When the door-handle requirements take effect
GB 48001—2026 creates two important dates:

Each door must have mechanically operable handles inside and outside. Exterior handles must leave enough space for hand operation, and an emergency mechanical release must remain usable even if the vehicle loses electrical power. The rule therefore focuses on reliable access and egress rather than requiring one traditional, exposed handle design.

China’s Ministry of Industry and Information Technology has described the purpose as protection against power loss, crash damage and impaired escape. The reviewed official material does not establish a measured reduction in crashes or fatalities from the rule.
Why hidden electric handles became a regulatory issue
About 60% of the 100 best-selling new-energy models in China in April 2025 reportedly used hidden handles, according to an MIIT report relaying CCTV News and an MIIT microblog. The report says “data show” but does not identify an independently audited dataset, so the figure should be treated as a reported estimate rather than a universal market measurement.
Shanghai-based Omdia analyst Chris Liu told the Associated Press that China was “the first major automotive market to explicitly ban electrical pop-out and press-to-release hidden door handles.” That characterization concerns the enacted door-handle rule; it does not describe the proposed display restrictions.

What the October 2026 consultation draft proposes
The October 10 draft was jointly issued for consultation by China’s industry, public-security, environmental and market-regulation authorities. Its relevant design provisions would:
- Prohibit foldable and flexible displays in vehicles.
- Retain physical controls and prominent markings for safety-related operations such as emergency escape and emergency braking.
- Reiterate the prohibition on fully concealed handles.
The official wording reported by MIIT is: “应急逃生、应急制动等涉及安全的操纵件必须保留实体操纵件和醒目标识。” An editorial translation is: “Safety-related controls such as emergency escape and emergency braking must retain physical controls and clear markings.” Because this is a consultation draft, its wording, scope and implementation can still change.
Testing proposals in the same draft
The draft also describes more demanding validation for innovative vehicle designs, including at least one year of environmental-adaptation testing—“two winters and one summer”—and at least 30,000 kilometres of reliability-validation testing. These are proposed requirements. The MIIT account gives January 1, 2027 as a proposed start for certain product-approval consequences when testing is inadequate, and July 1, 2027 for previously approved products to submit materials. Those dates should not be read as final law unless the consultation produces the same text.

A separate proposal could require buttons for more functions
A February 2026 report on a proposed revision to GB 4094 describes a broader physical-control list. It includes indicators, hazard lights, the horn, gear selection, advanced-driver-assistance activation, wipers, defrosters, power windows, emergency calling and electric-vehicle power-off.

Confirm the adopted text and status before treating that date or list as settled requirements.
Where infotainment screens fit
China’s broader vehicle safety standard, GB 7258—2026, was approved and released by the Standardization Administration of China and enters into force on July 1, 2027. Its official summary covers virtual operating controls and in-vehicle entertainment systems, but it does not say that all entertainment displays are prohibited.

A touchscreen can therefore remain legal for navigation, media, climate settings or other routine tasks, subject to the final technical standards. The policy distinction is between a display as an interface and a screen-only dependency for a function needed during an emergency or a system failure.

Door handles and screens create different failure scenarios, but regulators are addressing a common concern: a safety-critical action should not depend entirely on electrical power, a functioning software interface or a driver’s ability to find a control on a display.
- Door access: mechanical opening must remain possible after power loss or crash damage.
- Emergency operation: escape and braking controls would retain physical operation and conspicuous markings under the October draft.
- Routine driving functions: the proposed GB 4094 revision would preserve a wider range of controls through failures and support blind operation.
- Entertainment: virtual controls and cabin displays remain within GB 7258’s coverage, but the official summary does not establish a general screen ban.
The sources reviewed provide no quantified effect size for crash reduction or driver-distraction reduction attributable to these measures. Their stated rationale is resilience and usability in emergencies, not a published safety-impact estimate.

What this means for drivers and carmakers
Owners of existing cars
These standards are aimed at vehicle production and approval. Nothing in the cited material tells current owners to install a universal replacement handle or retrofit-button kit, and no compatible product is identified. Owners should continue using the emergency releases and instructions supplied for their specific vehicle.
People shopping for a new car in China
From 2027 onward, check whether a model is newly certified or remains in production under the applicable transition rules. A vehicle may still have a large central touchscreen, but buyers should expect scrutiny of concealed handles, emergency controls and—if the wider proposal is finalized—functions such as hazards, wipers, driver-assistance activation and EV power-off.
Manufacturers
Engineering teams must separate styling choices from functional compliance. A flush or motorized exterior handle needs a mechanically operable path and hand space; a digital interface cannot replace a required physical emergency control. Proposed endurance and environmental testing would also increase validation work for novel cabin designs.
China versus European rating criteria
Euro NCAP’s 2026 overview says its rating criteria ask manufacturers to provide physical buttons for key driver functions or allocate a fixed portion of the cabin display to those functions. It also describes post-crash accessibility expectations for electrically operated door handles. That is a safety-rating protocol, not Chinese law, and it should not be presented as evidence that the two systems have identical requirements.
