Battery parks are usually the faster, more modular choice for short-duration flexibility and rapid grid services. Pumped-storage hydropower (PSH) is a large civil-infrastructure project that can provide long-duration storage for decades, but only where topography, water conveyance, environmental approvals and transmission access work. Neither technology is a primary energy source: each consumes electricity while charging and returns part of it later. The better choice depends on the required power and duration, delivery date, site, grid connection, financing, operating value and project life.
A fair comparison therefore matches equivalent services and assumptions rather than declaring a universal cost winner. A four-hour battery, a 10-hour pumped-hydro plant and a peaking generator are not interchangeable products, even when their nameplate power is similar.

What battery parks and pumped hydro actually do
Battery parks store electricity electrochemically
A grid-scale battery park combines battery cells, racks or containers, power-conversion equipment, controls, transformers and a grid interconnection. When electricity is available or prices are low, the converters charge the cells. When the grid needs power, the converters reverse direction and deliver electricity.

The same installation can be programmed for several services: shifting solar or wind output into evening demand, balancing rapid changes in supply and demand, relieving a transmission constraint, providing frequency and voltage support, and reserving capacity for emergencies. The value comes from the timing and reliability of those services, not simply from the amount of energy in the cells.

International Energy Agency analysis based on BloombergNEF data found that energy shifting was the primary application for more than 90% of new battery projects in 2025. That statistic describes the main use assigned to new projects; many installations still stack several grid services.
Pumped hydro moves water between two elevations
PSH uses electricity to pump water from a lower reservoir to an upper reservoir. During discharge, the water flows back through a pressure conduit, spins a turbine and generator, and returns to the lower reservoir. The water is cycled rather than consumed as a fuel.
An open-loop project is connected to a naturally flowing body of water. A closed-loop project circulates water between reservoirs that are not connected to an outside river, lake or stream. The U.S. Department of Energy’s 2024 assessment says closed-loop designs typically have fewer environmental impacts and shorter licensing timelines, while open-loop designs are typically less expensive to implement but can face more environmental hurdles. Those are general tendencies, not guarantees; geology, water rights, habitat, construction access and local regulation determine the outcome at a particular site.

| Comparison | Battery parks | Pumped-storage hydropower |
|---|---|---|
| How energy is stored | Electrochemical cells connected to power electronics | Water elevated to an upper reservoir and released through a turbine |
| Typical role | Fast balancing, energy shifting, congestion management and renewable integration | Long-duration storage and dispatchable generation |
| Deployment characteristic | Modular equipment; the IEA reports a median utility-scale construction time of about 275 days | Reservoirs, water conveyance, powerhouse, turbines, transmission and extensive civil works |
| Duration examples in the cited studies | Average commissioned-project duration reached three hours in 2025, versus about two hours in 2023; four-hour-plus projects are becoming more common | NREL models 8-, 10- and 12-hour configurations; DOE often uses a 10-hour reference plant |
| Geographic constraint | Land, safety setbacks, interconnection capacity and permitting | Elevation difference, reservoir arrangement, geology, water conveyance, environmental approvals and transmission |
| Round-trip efficiency evidence used here | No single comparable value; chemistry, temperature, operating window and augmentation assumptions vary | NREL uses 80% as a central estimate from a cited 70%–87% range |
| Life assumption in a representative model | Depends on cell degradation, operating regime and replacement or augmentation plan | DOE’s 2023 representative plant uses a 60-year calendar-life assumption |
| Cost evidence available for this comparison | No matched figure established; costs depend on duration, chemistry, replacement, financing and use | DOE projections for specific modeled plants and years, not current bids |
The duration figures are representative project assumptions and observed averages, not hard technical limits. A battery can be designed for longer discharge by adding more cells, while a PSH plant’s energy capacity depends largely on reservoir volume and operating rules.
Which technology is better for long-duration storage?
“Long duration” has no single universal threshold. In planning studies it can mean eight, ten or twelve hours, while some systems are designed to cover multi-day events. PSH is naturally suited to large energy volumes because enlarging a reservoir can add storage without multiplying the entire generating station. Its dispatch period is set by the usable water volume, turbine rating and operating rules.

Batteries can also provide long duration, but additional hours generally require additional cell capacity, containers, power-conversion equipment and site area. The economic result depends on cell prices, degradation, augmentation, financing and how frequently the extra energy is used. A battery that cycles often for daily shifting is a different asset from one reserved for a few extreme events each year.
For a planner, the useful question is not “Which lasts longer?” but “How many megawatt-hours must be delivered, at what megawatt output, how often, and for how many years?” The answer determines whether the project is being paid for rapid response, daily arbitrage, capacity adequacy, resilience or several services at once.

Why batteries can reach operation sooner
The IEA reports a median construction time of roughly 275 days for utility-scale battery projects. That measure covers construction, not the entire path from proposal to commercial operation. Permitting, land control, equipment procurement, financing, environmental review, interconnection studies, transmission upgrades and commissioning can add substantial time.
Battery projects are modular. Developers can expand a site in blocks, select standardized equipment and place systems near an existing substation when land and safety requirements allow. Those advantages can matter when a grid operator needs flexibility before a new transmission line or generation project is complete.
Why PSH projects take longer to develop
A PSH project must establish two reservoirs or suitable existing water bodies, an elevation difference, tunnels or penstocks, underground or surface powerhouses, reversible pump-turbines, roads, transmission and long-term water and land rights. Geological investigations and dam-safety work precede final design. Licensing and environmental review are project-specific and can extend over many years.

Battery-site constraints
- Available land must accommodate containers, transformers, fire separation, access roads and safety setbacks.
- The interconnection must support both charging load and discharge output, with any required substation or transmission upgrades.
- Local authorities may require fire-protection plans, emergency response procedures, noise controls and end-of-life handling.
- Thermal management, cell chemistry, weather exposure and degradation affect operating limits and replacement planning.
Batteries are not location-free. They can be placed in more settings than PSH in many cases, but a constrained transmission node, limited land or difficult permitting can remove that advantage.
PSH-site constraints
- The upper and lower reservoirs need a workable elevation difference and a stable foundation.
- Tunnels, shafts, penstocks and powerhouse locations must be feasible for the local geology.
- Water availability, evaporation, seepage, water rights and downstream effects must be assessed.
- Transmission access and construction logistics can determine whether a technically suitable site is economical.
- Open-loop and closed-loop designs face different environmental and licensing profiles.
Modeled site inventories should not be mistaken for buildable projects. The 2022 DOE potential-site summary identifies opportunities after stated exclusions, but a modeled location still needs land control, detailed engineering, permits, financing and a grid connection.
Efficiency, degradation and operating life
Round-trip efficiency is the share of charging electricity that returns as electricity. Losses occur in battery cells, inverters, transformers, pumps, turbines and auxiliary systems. The right comparison uses the same boundary: whether charging energy, network losses and auxiliary consumption are included can change the result.
For PSH, NREL’s 2024 Electricity Annual Technology Baseline uses 80% as a central estimate based on a cited range of 70% to 87%. DOE’s 2023 representative 100 MW, 10-hour plant also assumes 80% efficiency and a 60-year calendar life. These are modeled parameters, not guarantees for every site or machine.

Battery performance changes with chemistry, temperature, state-of-charge limits, cycling depth and calendar age. A project may need augmentation or module replacement to maintain its contracted power and energy. Those future expenditures belong in a lifecycle model alongside PSH refurbishment, reservoir maintenance, pump-turbine overhauls and dam-safety work.
What the current U.S. PSH fleet shows
A 2026 report from the U.S. Department of Energy and Oak Ridge National Laboratory, using data through 2025, counted 41 operating PSH plants in the United States with 22.23 GW of generating capacity and 553 GWh of storage capacity. DOE reported that this represented 82.1% of U.S. utility-scale energy-storage capacity in that accounting.
The same release identified 74 PSH projects in development at the beginning of 2026, including 68 pursuing Federal Energy Regulatory Commission permitting for new projects. Pipeline status does not mean construction has started or that a project will reach operation. These figures are U.S.-specific and should not be read as global totals.

Use a matched project definition
Set the same power rating, deliverable energy, discharge duration, location, interconnection scope, operating schedule, financing assumptions, project life, availability requirement and revenue stack for both technologies. Include charging electricity, network charges, losses, fixed and variable operations and maintenance, land, taxes, insurance, replacement or augmentation, decommissioning and major refurbishment.
Keep installed cost separate from levelized cost
Installed cost describes the capital required to build a specified plant. Levelized cost of storage (LCOS) spreads costs over delivered energy under stated utilization, financing and replacement assumptions. Neither number alone says what a project is worth to a particular grid.

DOE’s 2023 Technology Strategy Assessment gives a representative 2030 PSH plant rated at 100 MW with 10 hours of storage a modeled total installed cost of $2,625 per kW, or $262.53 per kWh, alongside the 80% efficiency and 60-year life assumptions. Those are parameters for that modeled plant and date, not a contemporary construction quote.
A separate DOE long-duration-storage analysis released in August 2024 projects a 2030 baseline LCOS of $0.140 per kWh for a 100 MW, 10-hour PSH plant. Its top-10% innovation scenarios model $0.018–$0.025 per kWh, a mean portfolio cost of $570 million and an estimated six-to-ten-year implementation period. These are modeled scenarios, not market bids or guaranteed outcomes.
A battery vendor price cannot be compared directly with any of those figures. The comparison must use the same year, duration, financing, utilization, charge cost, replacement treatment and delivered service. Revenue from capacity, reserves, congestion relief or reliability contracts can change the ranking as much as the engineering assumptions.

- Define the grid problem. Specify whether the need is seconds-to-minutes balancing, evening energy shifting, overnight supply, multi-day resilience, transmission deferral, capacity adequacy or a combination.
- Set power and energy requirements separately. Write the required megawatts and megawatt-hours, then calculate the discharge duration at the required output.
- Screen the site. For batteries, check land, safety, access and interconnection capacity. For PSH, verify elevation, reservoirs, geology, water arrangements, transmission and environmental constraints.
- Build a delivery schedule. Include permitting, financing, procurement, interconnection studies, transmission upgrades, construction and commissioning rather than using equipment construction time alone.
- Model degradation and maintenance. Add battery augmentation or replacement and PSH turbine, pump, tunnel, reservoir and dam-safety work over the full evaluation period.
- Value every service under the applicable market rules. Test energy arbitrage, ancillary services, capacity, congestion management, black start or resilience only where the grid and contracts can actually pay for them.
- Run sensitivity cases. Vary electricity prices, cycling frequency, financing cost, connection cost, construction delays, efficiency, availability and future equipment prices.
- Choose the technology that meets the requirement with acceptable risk. A technically cheaper option can lose its advantage if it cannot obtain a permit, transmission connection or financeable revenue contract.
Common comparison mistakes
- Comparing unequal durations: A four-hour battery and a 10-hour PSH plant provide different products unless the battery is sized for the same energy delivery.
- Treating a construction statistic as a project schedule: The IEA’s battery figure excludes much of the development and grid-connection process.
- Using a projected LCOS as a market price: A modeled 2030 value depends on assumptions and cannot stand in for a signed bid.
- Ignoring charging losses and costs: Stored energy is not free; the plant must buy electricity and loses part of it before discharge.
- Assuming every PSH site needs a natural river: Closed-loop systems use isolated reservoirs, while open-loop systems connect to a flowing water body.
- Counting pipeline projects as capacity: A project seeking permits is not an operating plant.
- Assuming batteries have no lifecycle obligations: Cell degradation, augmentation, fire safety, recycling and replacement affect both cost and availability.
- Ranking technologies without a revenue model: The same asset can be attractive for daily shifting and unattractive if reserved for rare emergencies, or vice versa.
Bottom line: match the storage to the job
Choose a battery park when modular deployment, fast response, a constrained delivery window or several short-duration grid services are the priority and the site can support safe, financeable equipment. Choose PSH when a suitable elevation-and-reservoir arrangement exists and the system needs large, durable energy storage with a long operating horizon.
The defensible conclusion is conditional, not universal. Batteries offer speed and siting flexibility but require careful degradation and replacement planning. PSH offers established long-duration capability and a modeled service life measured in decades, but its geography, civil works, licensing and transmission needs can dominate the schedule and cost. The winning project is the one that delivers the required megawatts and megawatt-hours, on the required date, under a lifecycle model that includes every material cost and grid service.
