That is Farley’s reported personal assessment—not a government forecast or a confirmed outcome. The agreement was not renewed in its current form at the July 1, 2026 joint review, but the U.S. Trade Representative said it remains in force while issues are addressed or until it is terminated.
What did Jim Farley say about USMCA?
Farley assessed the odds of extension as “50-50,” Yahoo Finance reported on October 2, 2026, in a republication of a TTAC News Staff article. The report says Farley argued that the pact benefits North American automakers and that tariffs and currency differences can put them at a disadvantage against overseas competitors. Those are his stated arguments as reported by the outlet, not findings established by the U.S. government.
The report does not establish a primary interview or event transcript for the short probability statement. It should therefore be read as a reported executive opinion, not a formal forecast or a longer direct quotation. Read the Yahoo Finance report.
Is USMCA still in force?
Yes. On July 1, 2026, the Office of the U.S. Trade Representative (USTR) said the United States did not agree to renew USMCA in its current form at the first joint review, so the agreement was not renewed at that review. USTR also said the agreement continues to operate while the parties work through issues or until termination. In Ambassador Jamieson Greer’s July 1 statement, USTR put it this way: “The Agreement remains in force pending resolution of these issues or until the Agreement’s termination.”

That distinction matters: non-renewal at the review was not the same as immediate expiration or termination. USTR’s statement describes the status as of July 1, 2026; it does not establish what the eventual review outcome will be. Read USTR’s July 1 statement.
What happens next in the USMCA review?
The U.S. and Mexico held bilateral discussions related to the review before the July 1 joint review. USTR’s May 29 account says the first round covered automotive rules of origin, steel and aluminum, and economic security. Its June 18 account says the second round advanced discussion of rules of origin for certain industrial goods and economic security, began conceptual discussion of agriculture, labor, and environment, and also covered steel, aluminum, and automobiles. These were discussion topics, not adopted changes.

On October 2, 2026, USTR opened a public consultation ahead of the 2027 joint review. Comments are due January 12, 2027, at 11:59 p.m. EST. That is the next official process marker in the announced schedule; opening consultations does not signal how the review will end.

Why do the review talks matter to automakers?
USMCA already contains automotive requirements that shape how manufacturers source and build vehicles in North America. USTR’s fact sheet describes two key thresholds:

These are rules in the agreement as described by USTR, not new proposals established by the 2026 review discussions. The discussions of automotive rules of origin show that auto trade is part of the review agenda, but the public accounts cited here do not say those existing thresholds have been changed or that a replacement has been agreed.
