What Vehicle Standards Emerged in 2020 for AI-Driven Cars?

The 2020 vehicle standards wave was a collection of regulatory and engineering work on cybersecurity, software updates, V2X security and automated driving—not one universal AI standard.

In 2020, vehicle cybersecurity, software updates, V2X communications and automated driving each gained standards or regulatory work—but no single, universal “AI-driving standard” emerged. The developments formed a complementary stack: UNECE regulations addressed vehicle and organizational controls for type approval; ISO/SAE 21434 was still a draft framework for cybersecurity engineering; SAE SS_V2X_001 set out a process for specifying V2X security; and UNECE also advanced draft rules for automated lane keeping.

What changed in 2020?

The year brought several instruments at different stages, not one finished standard covering artificial intelligence in cars. Some addressed cybersecurity and software updates across vehicle systems, one described a cybersecurity-engineering framework, and others covered V2X security or automated-driving approval.

“AI-driven” needs qualification here: the 2020 developments primarily concerned automation, cybersecurity, software updates and connected-vehicle communications. They did not prescribe machine-learning algorithms.

What UNECE’s cybersecurity and software-update rules required

On 24 June 2020, UNECE announced that WP.29 had adopted two new UN Regulations for cybersecurity and software updates. UNECE characterized them as the first internationally harmonized and binding norms in this area. The announcement described four required disciplines:

The announced scope included passenger cars, vans, trucks and buses, as well as light four-wheelers with automated-driving functionality from Level 3 onward. UNECE said the regulations would enter into force in January 2021. Its announcement gave EU mandatory application dates of July 2022 for new vehicle types and July 2024 for all new vehicles produced. Those dates describe the EU timetable in that announcement, not a worldwide implementation schedule.

What ISO/SAE 21434 added—and what its 2020 draft did not

SAE’s catalog records ISO/SAE DIS 21434 as issued on 12 February 2020. “DIS” identifies it as a Draft International Standard: the 2020 document was a proposal, not a final edition to treat as a conformance-ready standard.

The draft addressed cybersecurity risk management for road-vehicle electrical and electronic systems, including components and interfaces, from concept and development through production, operation, maintenance and decommissioning. It established shared terminology and a process framework rather than prescribing particular cybersecurity technologies.

The final ISO/SAE 21434 edition was published in 2021. ISO says it defines engineering requirements for cybersecurity risk management, supports compliance with the UNECE cybersecurity and software-update regulations, and complements ISO 26262 functional safety. That later edition clarifies how the engineering standard relates to regulation; it does not change the 2020 draft’s status.

How SAE SS_V2X_001 fits into connected-vehicle security

SAE issued SS_V2X_001 on 10 October 2020 to address development of security material for SAE V2X technical committees. Its process separates two kinds of work: an Application Specification Team defines functionality, while a Security Specification Team defines security. The groups may overlap.

This makes SS_V2X_001 a V2X security-specification process, not a substitute for whole-vehicle cybersecurity engineering or a vehicle type-approval regulation. Its scope is communications-related work within SAE’s V2X standards process.

What UNECE’s automated-driving work covered

UNECE’s 2020 timeline records distinct regulatory drafts rather than a unified autonomous-driving standard. In February, it records adoption of a draft UN Regulation on software updates and a Software Update Management System. In March, it records adoption of draft UN Regulations on Automated Lane Keeping Systems and cybersecurity/Cyber Security Management Systems.

The automated-lane-keeping work concerned approval of a driving function. The cybersecurity and software-update work concerned management processes and vehicle security. These tracks can matter to the same vehicle, but they solve different regulatory problems.

How the pieces fit together

  • Regulatory approval: UNECE regulations set requirements relevant to vehicle type approval, including cybersecurity and software updates; the automated-lane-keeping work addressed approval of an automated-driving function.
  • Engineering lifecycle: ISO/SAE 21434 provides cybersecurity risk-management requirements and processes across vehicle development and operation. Its 2020 status was draft, with the final edition published in 2021.
  • V2X security: SAE SS_V2X_001 describes how application functionality and security are specified in SAE V2X technical work.
  • Functional safety relationship: ISO describes ISO/SAE 21434 as complementary to ISO 26262, which addresses functional safety; cybersecurity and functional safety are related disciplines, not interchangeable ones.

The rationale for addressing cyber risk at several layers was the increasing complexity of vehicle software and electronics. In its 2020 announcement, UNECE said cars contained up to 150 electronic control units and about 100 million lines of software code, and projected 300 million lines by 2030. These are UNECE’s figures and projection, not a measurement of every vehicle.
