What to Check When Buying a Used Car With a Salvage or Rebuilt Title

A rebuilt title does not guarantee a sound repair. Verify the VIN and title, investigate damage, get an independent inspection, confirm insurance and registration, and price in the resale risk.

Before paying for a used car with a salvage or rebuilt title, verify the title and VIN with the issuing DMV, learn what damage it sustained, review the repairs, and arrange an independent inspection. Then confirm that you can title, register, and insure that specific vehicle in your state. A rebuilt title means the car has passed an applicable state process—not that its repairs are sound or that it is universally safe to drive.

What do salvage and rebuilt titles mean?

A salvage brand usually signals that a vehicle was declared a total loss or sustained severe damage. A rebuilt title generally means a previously salvage-branded vehicle was repaired and retitled under the rules of the state that handled it. The exact terms, thresholds, and procedures vary by state, so the brand alone does not tell you exactly what happened or establish the vehicle’s present condition.

As an Amazon Associate I earn from qualifying purchases.

For example, South Carolina’s DMV says its salvage brand can apply when an insurer declares a total loss, repairs exceed 75 percent of the vehicle’s pre-damage value, or body, unibody, or frame damage makes the vehicle unsafe to operate. That 75 percent threshold is South Carolina guidance, accessed in 2026—not a national definition. Texas uses the “Rebuilt Salvage” brand for a vehicle that was previously salvage-branded and then repaired or restored.

Even a state examination or title change has limits. Virginia requires an examination of a rebuilt salvage vehicle before titling, including checks related to safe operating condition and whether parts are stolen. New York also requires a salvage examination before issuing a new title or registration for a vehicle rebuilt for roadway use, but says that examination is not a safety inspection, emissions inspection, or insurance examination. Check with the DMV where you plan to title the car to learn what its process does—and does not—verify.

What should you check before paying?

  1. Match the title to the car. Compare the VIN on the title with the VIN on the vehicle. Read every brand and code, and ask the issuing DMV to explain unfamiliar entries. Check the ownership and lien information before handing over money.
  2. Verify the title status. Contact the DMV that issued the title to confirm its status and ask whether the brand or ownership record raises questions. A seller’s description is not a substitute for checking the official record.
  3. Get a vehicle-history report. Use an NMVTIS-approved provider and review other records available to you. Reports can include title, insurance-loss, and salvage information; some providers also supply accident or repair details. The FTC does not endorse specific providers, and a report may not contain every event.
  4. Request the damage and repair file. Ask for the original damage records, photographs, repair invoices, parts documentation, and the identity of the person or shop that performed the work. Missing paperwork creates uncertainty; by itself, it does not prove a particular defect.
  5. Arrange an independent inspection. Hire a qualified mechanic or body shop that is independent of the seller. Give the inspector the known damage history and ask for an assessment of the affected areas, structural condition, repair quality, and safety-related systems.
  6. Confirm registration requirements. Ask the DMV where you will register the vehicle whether the title can be transferred, what forms or examinations are required, and how the brand will appear on the resulting title.
  7. Call an insurer before committing. Give the insurer the VIN and disclose the title status. Ask which coverages are available and how the vehicle would be valued after a total loss.
  8. Judge the price against the risk and resale. Compare the asking price with comparable clean-title cars, while accounting for the branded history, repair uncertainty, insurance terms, and likely resale difficulty.

How can you verify the VIN, title, and vehicle history?

Compare the VIN in more than one place

Start with the VIN printed on the title, then compare it with the VIN displayed on the vehicle. If the numbers do not match, or a VIN plate looks altered or damaged, pause the transaction and ask the issuing DMV how to proceed. Do not rely on a seller’s explanation for a mismatch.

Read the title itself rather than accepting a verbal description such as “rebuilt,” “repaired,” or “clean.” Look for every brand, notation, or code. If you cannot interpret an entry, ask the DMV that issued the document to decode it and confirm the title status. Also verify that the seller has the right to transfer ownership and resolve any lien questions before paying.

Use a history report as one piece of evidence

The FTC says a vehicle history report can provide information about title, insurance loss, and salvage records; other providers may include accident and repair details. An NMVTIS-approved report is a useful starting point, but it is not a complete substitute for records, a DMV check, or a physical inspection. The FTC puts it plainly: “A vehicle history report is not a substitute for an independent vehicle inspection.”

Compare the report with the title and the seller’s account. Look for inconsistencies in title brands, ownership, damage events, or movement between states. Treat an unexplained gap or contradiction as a question to resolve, not as evidence that the car is clean. A report’s silence does not establish that a damaging event never happened.

How should you investigate the original damage and repairs?

The cause and extent of the original damage matter because “salvage” describes a title history, not a single type of accident. Ask what made the car a total loss or led to its salvage brand. Then look for evidence that the repairs addressed the actual damage, rather than just making the vehicle look presentable.

Ask the seller for supporting records

  • Original damage estimates, insurance or auction records, and photographs taken before repairs.
  • Itemized invoices identifying repair work and replacement parts.
  • Documentation showing who performed the work and when it was completed.
  • Any available records of inspections or title-related examinations.

Compare dates, descriptions, and parts across the records. If the seller cannot produce documentation, you may still decide to inspect the car, but account for the added uncertainty when deciding whether to proceed and what price is reasonable.

Pay particular attention to flood history

Ask directly whether the vehicle was exposed to water and compare the answer with its title, history report, and repair records. The FTC warns that storm-damaged vehicles can be cleaned up and moved across state lines for sale. A clean appearance or a report without a flood entry does not prove the car was never flooded. Share any flood concerns with the independent inspector and ask for findings based on the vehicle itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should an independent inspection cover?

Choose a qualified mechanic or body shop that is not working for the seller. Arrange the inspection before purchase, give the inspector the available history and repair records, and ask for a written account of findings. The inspector can assess the vehicle’s current condition; the inspection does not rewrite its title history or guarantee that every past defect will be found.

  • Original damage areas: Ask whether visible or measurable evidence is consistent with the reported damage and repairs.
  • Frame or unibody and alignment: Request an assessment of structural condition and whether the vehicle appears properly aligned.
  • Repair quality: Have the inspector look for signs of incomplete, poor-quality, or undocumented repairs.
  • Safety-related systems: Ask for an assessment of the systems affected by the damage and repairs.
  • Flood concerns: If water exposure is possible, ask the inspector to consider evidence of it as part of the examination.

Do not treat a DMV salvage examination as equivalent to this independent review. The scope depends on the state: New York expressly says its salvage examination is not a safety, emissions, or insurance examination. Ask the relevant DMV what its process checks, and separately arrange an inspection focused on the vehicle’s condition and repair quality.

Can you insure and register a rebuilt-title car?

Possibly, but availability and requirements depend on the insurer, vehicle, title status, and state. Texas DMV cautions that rebuilt vehicles are often denied insurance. That is a warning specific to Texas guidance, not a universal denial rate or proof that every insurer will refuse coverage. Contact your actual insurer before purchase and ask about this VIN and title brand.

Be specific in the insurance call. Ask which coverages are available, whether any restrictions apply, how the car’s value would be determined after a total loss, and whether the branded history affects that valuation. Get the terms from the insurer rather than assuming that a policy on another car will apply in the same way.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Registration is a separate question. State processes differ: Virginia requires a DMV examination before titling a rebuilt salvage vehicle, while New York requires a salvage examination before issuing a new title or registration for a vehicle rebuilt for roadway use. Ask the DMV in the state where the car will be registered about transferability, paperwork, required examinations, and the brand that will appear on the resulting title.

How do you decide whether the price is fair?

Compare the asking price with similar clean-title cars, then account for what the branded history means for this particular vehicle: the original damage, the quality and documentation of repairs, the independent inspection findings, insurance availability and terms, title requirements, and likely resale. A low price alone does not make an uncertain repair or an uninsurable car a good purchase.

Texas DMV says rebuilt vehicles are worth substantially less, but it does not set a universal discount percentage. There is no established nationwide percentage in the available guidance that applies to every rebuilt car. Use current comparable listings and, where possible, actual offers or valuations for similar branded vehicles rather than applying an invented fixed discount.

If you are comparing two candidates, evaluate them on the same evidence: original damage and severity; repair documentation and quality; independent inspection results; consistency among title, VIN, and history report; confirmed insurance coverage; state title and registration requirements; and asking price relative to expected resale. Give flood-damage concerns extra scrutiny because records and appearances may not reveal the full history.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When should you walk away?

Do not pay until you have resolved fundamental title, ownership, inspection, and insurance questions. Walk away or pause the transaction if the seller will not let you verify the VIN or title, refuses an independent inspection, cannot establish a transferable ownership record, or pressures you to skip checks. A mismatch or unexplained conflict among the title, vehicle, history report, and seller’s account is a reason to stop and ask the relevant DMV for guidance.

Likewise, do not assume that a rebuilt brand, a passing state examination, or a clean-looking interior settles the questions of repair quality, present safety, insurance, or future resale. If the available evidence is not strong enough for you to understand the car’s damage and condition—or the price does not compensate for what remains uncertain—choose a different vehicle.
