What Is A Kei Truck, And Are They Legal In The US?

Kei trucks are tiny Japanese utility pickups, but the 25-year import rule does not automatically make them street legal. Here is what federal and state rules mean for buyers.

A kei truck is a tiny Japanese utility vehicle built for narrow roads, short trips, farms, and local deliveries. It is usually inexpensive to buy, easy to maneuver, and remarkably useful around a property. It is also much smaller and less crash-protective than a typical American pickup.

The important distinction is this: being legal to import is not the same as being legal to drive on public roads. Federal rules determine whether the truck can enter the United States. Your state determines whether it can receive a title, plates, and permission to operate on particular roads.

What is a kei truck?

“Kei” refers to Japan’s small-vehicle class. Kei trucks are compact, cab-over-engine utility trucks with a short wheelbase, a small cargo bed, and—on imported examples—usually right-hand drive. The driver sits above or just ahead of the front axle, which keeps the overall vehicle extremely short.

Common models include the Honda Acty, Daihatsu Hijet, Suzuki Carry, Mitsubishi Minicab, Subaru Sambar, and Mazda Porter. Depending on the model and equipment, they may have two- or four-wheel drive, manual or automatic transmissions, dump beds, enclosed bodies, or agricultural attachments.

State definitions commonly describe a kei or mini truck as a four-wheel vehicle with an engine of no more than 660 cc, a maximum length of 130 inches, a maximum height of 78 inches, and a maximum width of 60 inches. Exact classifications vary by state, so those dimensions do not automatically determine where a particular truck may be driven.

These trucks were designed primarily for low-speed utility work rather than American highway travel. Their small engines, narrow tires, short dimensions, and limited crash protection make them a poor match for high-speed traffic. NHTSA has noted that imported mini trucks generally were not manufactured to meet U.S. motor-vehicle safety standards and has not endorsed their use on public highways.

Can you legally import a kei truck into the United States?

Usually, if the individual truck is old enough and the import paperwork is correct. Two separate federal compliance questions matter: safety rules administered through NHTSA and emissions rules administered through the EPA.

The federal 25-year safety rule

Under NHTSA guidance and 49 C.F.R. § 591.5, a vehicle that is at least 25 years old may generally be imported without meeting the U.S. Federal Motor Vehicle Safety Standards that applied when it was new.

The calculation is based on the truck’s actual date of manufacture, not merely its model year or the date it was first registered in Japan. For example, on August 8, 2026, a truck manufactured on or before August 8, 2001, would generally meet the 25-year federal safety-age threshold. You still need documentation establishing that date, such as the manufacturer’s identification label or acceptable export records.

  • Ideal Gift for Youth: The rear compartment of this truck not only looks the part but also serves a practical purpose-transporting small goods or toys securely. Use it to carry supplies on make-believe missions or as a mini delivery service, fostering imagination and role-playing fun.

A truck built in late 2001 may therefore qualify on a different date from another truck sold as the same model year. Treat “25 years old” as a date-specific requirement, not a marketing description.

EPA emissions rules are separate

The 25-year NHTSA rule does not automatically remove EPA requirements. EPA generally provides an exemption for a motor vehicle that is at least 21 years old and remains in its original, unmodified configuration.

That distinction matters if the truck has a replacement engine, an engine swap, altered emissions equipment, or other modifications. A kei truck can be old enough for the federal safety exemption while still presenting a separate emissions-compliance problem. Do not assume that a 25-year-old truck with a newer replacement engine qualifies automatically.

Import documents to keep

The importer generally files:

  • DOT Form HS-7, identifying the vehicle’s safety-compliance basis;
  • EPA Form 3520-1, identifying its emissions-compliance basis; and
  • customs-entry paperwork, including the CBP Form 7501 Entry Summary.

Keep the complete import file. Your state motor-vehicle agency may require proof that the truck entered the country properly, and a missing customs entry can prevent titling or registration. According to CBP guidance, a vehicle that was not properly entered may be refused registration and can be subject to seizure.

Does legal importation make a kei truck street legal?

No. Import eligibility is a federal question. Street legality is primarily a state question.

After importation, a state may:

  • issue a normal title and unrestricted road registration;
  • allow only antique, farm, off-road, or special registration;
  • restrict operation to roads with a particular speed limit;
  • prohibit limited-access highways or interstates;
  • require equipment such as lights, mirrors, seat belts, turn signals, or a speed governor; or
  • refuse to title or register the truck at all.

A truck can therefore be lawfully imported and still be unusable on public roads in the state where you live. It may remain useful on private property, but that is not the same as having permission to drive it to work or on public streets.

How states treat kei trucks

State law and DMV policy change, and the same truck may receive different treatment across state lines. These examples show why checking with the destination state before buying is essential.

State General treatment
New York The DMV says it will not title or register a kei-class vehicle unless the applicant proves compliance with the FMVSS and EPA requirements that applied when the vehicle was manufactured. Being 25 years old does not automatically make it registrable.
Georgia Department of Revenue policy bulletin MVD-2023-05 prohibits titling and registering Japanese kei vehicles, mini-trucks, and similar vehicles, including vehicles previously titled in another state.
Pennsylvania Certain mini trucks may qualify for an off-road title, farm exemption, or antique registration. PennDOT says unrestricted on-road registration is generally unavailable unless the owner has a specific grandfathered-status letter dated December 1, 2021.
Texas Senate Bill 1816, effective June 20, 2025, defines qualifying “miniature vehicles” as motor vehicles for titling and registration. Public-highway use still requires Texas title and registration, compliance with traffic laws, and satisfaction of federal import requirements.

These examples are not a substitute for checking your state’s current rules. Ask the state DMV or revenue agency—not just the seller or a local registration service—whether it will title the exact vehicle and what plate category applies.

Common kei-truck legal myths

“The 25-year rule makes it street legal.”

It does not. The rule generally addresses federal import safety standards. Title, registration, equipment, inspections, insurance, and road restrictions remain separate issues.

“It has a VIN, so the state must register it.”

A Japanese chassis number or replacement 17-character VIN does not prove FMVSS compliance or guarantee state eligibility. Georgia, for example, states that a vehicle previously titled in another state may still be barred from titling there.

“I can register it in Montana and drive it anywhere.”

That is not a dependable workaround. The state where you live or operate the truck may refuse to recognize the registration or may apply its own title and use restrictions. An arrangement that misrepresents residency can also create tax, insurance, and registration-fraud problems.

“Calling it an off-road vehicle avoids the import rules.”

The classification used at import depends on the vehicle’s design, intended use, and declaration—not simply on what a seller calls it. Off-road imports can have separate EPA requirements and may be restricted to private property or designated off-road use after arrival.

“Japanese inspection proves it is safe for U.S. roads.”

Japanese road inspection is not equivalent to compliance with U.S. crash standards. NHTSA and PennDOT warn that many mini trucks were not built to U.S. safety standards; PennDOT also notes that many pre-1998 mini trucks were not subject to crash testing.

What to check before buying one

  1. Confirm the manufacture date. Get the date from the truck’s identification label and compare it with the federal 25-year threshold.
  2. Inspect the export records. Obtain the original export certificate, title, or Japanese registration and make sure the chassis number matches the truck.
  3. Demand the import file. Ask for the HS-7, EPA Form 3520-1, CBP entry records, and especially CBP Form 7501.
  4. Check originality. Verify whether the engine, emissions equipment, and configuration remain original enough for the EPA age exemption.
  5. Get a written answer from your state. Confirm that the state will issue a title and determine whether the registration is ordinary, antique, farm, off-road, or otherwise restricted.
  6. Ask about the roads you actually use. A registration may not permit interstates, limited-access highways, or roads above a specified speed limit.
  7. Arrange insurance first. Some insurers may offer limited coverage or refuse road-use coverage for an imported mini truck.
  8. Budget for practical limitations. Parts, right-hand-drive operation, low top speed, limited crash protection, and specialist repairs can matter more than the purchase price.

Do not ship or pay for a truck until the title path is clear. A seller’s statement that “people register these everywhere” is not evidence that your state will accept this truck.

FAQ

Are kei trucks legal in the United States?

They can be legal to import when they satisfy the federal safety and emissions requirements, but they are not automatically legal to title, register, or drive on public roads. State law controls those issues.

How old does a kei truck have to be to import it?

For the federal NHTSA safety exemption, it generally must be at least 25 years old based on its actual manufacture date. EPA emissions rules are separate; EPA generally uses a 21-year age exemption only when the vehicle remains in its original, unmodified configuration.

Can I drive a kei truck on the interstate?

Usually not safely, and state law may prohibit it. Check the exact registration category and your state’s rules for interstates, limited-access highways, speed limits, and other restricted roads.

What paperwork is needed to register an imported kei truck?

Commonly needed records include the title or export certificate, proof of the manufacture date, DOT Form HS-7, EPA Form 3520-1, CBP entry documents, and CBP Form 7501. Your state may require additional inspections or forms.

The Bottom Line

A kei truck may be federally importable once it reaches the 25-year NHTSA threshold and satisfies the separate EPA rules. That does not make it automatically street legal. Before buying, confirm in writing that your state will title and register the specific truck, learn which roads are permitted, and verify that an insurer will cover its intended use.
