The meaning depends on the manual or group-riding convention they follow; there is no single interpretation shared by every source.
What the helmet tap can mean
The gesture described in the sources is an open-hand tap or pat on top of the helmet. Its interpretation varies by source and riding context:

These are documented conventions, not a universal code. A rider may be using the convention taught in a local manual or agreed within their group, so the gesture alone does not establish exactly what they intend.
How to interpret it on the road
Treat the tap as a prompt to pay attention, not as a precise instruction. Consider the riding context and any other signals, but do not assume from the helmet tap alone that the rider means high beams, police ahead, or a particular turn.

If you are riding in a group, agree on signals before setting off. The NSW system, for example, uses a rider at a turn to signal that the next rider should mark the corner; the tail rider later collects that marker. In that context, the helmet pat is part of a group procedure rather than a general warning to all road users.
Is it a signal for a road hazard?
Not necessarily. The Arizona manual lists directional hazard signals separately: point with the left hand for a hazard on the left and with the right foot for a hazard on the right. NSW guidance also distinguishes pointing toward a hazard from patting the helmet to mark a corner. A helmet tap by itself therefore does not tell you where a hazard is or what kind it might be.
