The company did not announce replacement numerical targets. Europe was the relative bright spot, but its resilience was not enough to offset the pressure in Volvo’s two troubled markets.
What Volvo withdrew—and what it did not announce
Volvo Cars said it would no longer fulfill its earlier full-year outlook statements for vehicle volume and cash flow. Management attributed the change primarily to further deterioration in China and a slower-than-expected recovery in the United States, while describing Europe as resilient.

This is a withdrawal of guidance, not a new sales target or a stated change to Volvo’s longer-term ambitions. The October 2 announcement supplied no replacement numerical volume or cash-flow forecast, so there is no revised figure to use as a benchmark.
The figures below concern Volvo Cars, the passenger-vehicle maker—not Volvo Group, which makes trucks, buses and construction equipment.

How sales have changed by market
The reported figures cover different periods and measures, so they should not be treated as one synchronized comparison. In particular, the 32% U.S. decline reported for Q1 is not directly interchangeable with Volvo’s separate estimate of the U.S. passenger-car market’s decline.
| Market or measure | Reported change | Period and source |
|---|---|---|
| Volvo Cars retail sales worldwide | Down 6% year over year, mainly reflecting lower China volumes | Q2 2026; Volvo Cars |
| Volvo Cars retail sales in Greater China | Down 17% year over year | Q1 2026; Volvo Cars. Reuters also reported Volvo sales in China down 17% in Q1. |
| Volvo Cars sales in the United States | Down 32% year over year | Q1 2026; Reuters |
| U.S. passenger-car market | Down 6% | Q1 2026; Volvo Cars’ financial summary |
| U.S. premium market | Down 8% | Q1 2026; Volvo Cars’ financial summary |
| Europe | Not stated as a regional percentage in the October 2 outlook withdrawal; Volvo described the region as resilient. | October 2, 2026; Volvo Cars, quoted by Reuters |
Why China is a major source of pressure
Volvo’s Q2 2026 global retail-sales decline was mainly due to lower China volumes, and Greater China sales had already fallen 17% year over year in Q1. That makes China the clearest source of reported volume deterioration in the available quarterly figures.

The market is also difficult for electric-vehicle makers: intense price competition and weak EV demand have added pressure. Volvo’s December 2025 sales report showed fully electric sales rising in Europe and the United States but falling in China. That contrast describes a regional difference in EV performance at that point; it does not establish the cause of the later guidance withdrawal on its own.
Why the U.S. is difficult for Volvo
Volvo faces a combination of weak demand and policy-related costs in the United States. Reuters cited tariffs and the removal of U.S. EV subsidies among the pressures weighing on Q1 2026 sales. Currency headwinds and discounting have also been part of the broader strain on results.

Volvo has responded by narrowing its U.S. lineup. Reuters reported in July 2025 that the company planned to sell roughly half of its 13-model global lineup in the United States, focusing almost exclusively on SUVs. The China-made S90 was halted, and Volvo said the ES90 could not be sold profitably in the U.S. under the conditions then in place. These are examples of how tariffs can affect which imported vehicles make commercial sense; they are not evidence that Volvo has exited the U.S. market.
Europe is holding up better, but not enough to restore guidance
Volvo described Europe as resilient in its October statement, but did not provide a Europe-specific sales percentage there. Its January 2026 report on December 2025 said fully electric sales rose in Europe, while also reporting that total full-year 2025 volume fell 7% even though December sales increased 2% to 75,049 vehicles. A stronger month or EV trend in one region does not erase weakness elsewhere or prove that total annual sales have recovered.

What the outlook withdrawal means for investors
Withdrawing volume and cash-flow guidance removes a forecast investors could otherwise use to judge performance against management’s expectations. It signals that Volvo no longer considers its prior outlook reliable under the current market conditions; it does not, by itself, quantify the eventual shortfall or say what cash flow will be.
The operating backdrop had already shown financial pressure: Reuters reported that Volvo Cars’ adjusted operating profit for Q4 2025 fell 68%, to SEK 1.8 billion from SEK 5.6 billion, citing U.S. tariffs, a weak dollar and low demand. That earlier result helps explain why sales and cost pressures matter to cash generation, but it is not a forecast for 2026.
Until Volvo issues a new numerical outlook, investors should distinguish the company’s explanation of the pressures from a quantified forecast. The announcement identifies the risks—especially China and the U.S.—but does not say how large their full-year effects will be.
What it means for Volvo buyers
The announcement is not a notice that Volvo is leaving either market or discontinuing its entire model range. The U.S. lineup changes described in 2025 indicate that tariffs and profitability can affect particular imported models and availability. Buyers considering a specific vehicle should check current local availability and pricing with Volvo, since the outlook withdrawal itself provides neither a model-by-model plan nor a new price forecast.
