For most readers, the key dates are:
- Model Year 2027: restrictions begin for certain completed connected vehicles containing covered VCS or ADS software, along with additional restrictions involving connected-vehicle manufacturers tied to China or Russia.
- January 1, 2029: the VCS-hardware restriction begins for hardware units that do not have an associated model year.
- Model Year 2030: the VCS-hardware import prohibition begins for hardware associated with a model year.
What the original proposal would have done
Commerce first proposed the restrictions in September 2024. The proposal responded to concerns that modern vehicles contain communications equipment, cameras, microphones, GPS receivers, software, and powerful computers that could collect sensitive information or potentially be manipulated remotely.
Unlike a policy focused only on where a vehicle is assembled, the proposal focused on the technology inside the vehicle and on the companies that design, develop, manufacture, or supply that technology. The policy discussion centered on connected-car systems, communications modules, and automated-driving technology.
That distinction remains important. A vehicle assembled in the United States could still fall within the rule if it contains covered technology or is made by a manufacturer with the relevant foreign-adversary nexus. Conversely, the rule should not be described as automatically banning every vehicle assembled in China or every automotive component made by a Chinese company.

Vehicle Connectivity Systems
A Vehicle Connectivity System, or VCS, is the part of a vehicle’s technology stack that allows it to communicate externally. BIS examples include:
- Telematics control units;
- Bluetooth modules;
- Cellular communication modules;
- Satellite communication modules; and
- Wi-Fi modules.
These systems can support emergency communications, remote diagnostics, over-the-air updates, navigation, smartphone integration, fleet services, and other connected features. Under the rule, covered VCS hardware and software become relevant when they are designed, developed, manufactured, or supplied by persons with a sufficient nexus to China or Russia and are involved in a covered transaction.
Automated Driving Systems
An Automated Driving System, or ADS, consists of the components and software that allow a highly autonomous vehicle to operate without a driver. The rule focuses on ADS software, rather than creating a general prohibition on every sensor, computer, or mechanical part used in an automated vehicle.

This is a cybersecurity and supply-chain restriction, not a declaration that every Chinese-linked component presents the same risk. The government’s stated concern is that foreign-adversary access to connected or automated-driving systems could expose sensitive data or enable unauthorized access or manipulation.

Which vehicles are affected?
The initial rule applies to passenger vehicles weighing less than 10,001 pounds. That generally captures the passenger-vehicle segment rather than every road vehicle.
Commercial vehicles, including trucks and buses, were not included in the first rule. BIS said that the complexity of commercial-vehicle supply chains warranted separate treatment and indicated that another rulemaking could address those vehicles in the future.
Therefore, it is inaccurate to summarize the current rule as covering “all cars and trucks.” A more precise description is: the initial rule covers specified technology and transactions involving passenger connected vehicles below the 10,001-pound threshold, while commercial vehicles may be addressed later.
When do the restrictions begin?
| Timing | What changes |
|---|---|
| March 17, 2025 | BIS says the final connected-vehicle rule took effect. |
| Model Year 2027 | Restrictions begin on the import or sale of certain completed connected vehicles containing covered VCS or ADS software with a sufficient China or Russia nexus. Restrictions also apply to connected-vehicle manufacturers with a sufficient nexus to China or Russia when the relevant vehicles contain covered VCS hardware or software. |
| January 1, 2029 | The VCS-hardware import prohibition begins for hardware units without an associated model year. |
| Model Year 2030 | The VCS-hardware import prohibition begins for hardware associated with a model year. |
The staggered schedule gives automakers and suppliers time to map their technology stacks, examine ownership and control relationships, qualify replacement suppliers, redesign affected systems, and build documentation processes. That is a practical implication of the phased deadlines and declaration requirements; it is not a BIS estimate of the exact cost or time each company will need.
Why the U.S. government says connected vehicles create a security risk
Commerce officials have pointed to the amount of information modern vehicles can gather and transmit. Depending on the vehicle and its equipment, connected systems may interact with:

Officials have also raised the possibility that a malicious actor could exploit connected systems to extract information, disrupt vehicle functions, or manipulate a vehicle remotely.
NHTSA’s broader automotive-cybersecurity materials describe the technical problem as protecting electronic systems, communications networks, control algorithms, software, users, and underlying data from malicious attacks, unauthorized access, and manipulation. That helps explain why the BIS rule concentrates on connectivity and automated-driving systems rather than treating every battery, motor, semiconductor, or body component as equally sensitive.
These are the government’s stated risk assessments. They should not be presented as proof that every Chinese-linked supplier or every product from a particular country poses the same level of danger. The rule establishes restrictions based on defined technology, transactions, and foreign-adversary connections; it does not publicly establish that all such products have engaged in malicious conduct.

A common but incomplete question is: “Was the car built in China?” Under this rule, companies must also ask what is inside the vehicle and who designed, developed, manufactured, or supplied the covered systems.
For example, a vehicle assembled in the United States could still require review if it uses covered VCS hardware or software supplied by an entity with the relevant China or Russia nexus. The manufacturer’s ownership, control, and other relationships may also matter. The rule can therefore affect U.S. manufacturing operations without operating as a simple ban on vehicles assembled abroad.
The reverse is also important: the rule does not automatically prohibit every car assembled in China, every Chinese battery, every Chinese semiconductor, or every Chinese automotive part. The applicable restriction depends on the technology category, the transaction, the vehicle’s characteristics, and the relevant foreign-adversary nexus.

What automakers and suppliers must do
Covered importers and manufacturers must submit annual Declarations of Conformity when participating in covered transactions, subject to the rule’s exceptions and authorization provisions. A declaration is more than a final-assembly checklist. A company needs enough supply-chain visibility to make an accurate statement about covered systems and their relevant design, development, manufacturing, supply, ownership, or control relationships.

In practice, an affected company will need to identify at least:
- Which systems are covered: Map telematics, cellular, Bluetooth, Wi-Fi, satellite, ADS, and related software and hardware against the rule’s definitions.
- Who performed each role: Determine who designed, developed, manufactured, or supplied the covered hardware or software.
- Which entities have a relevant nexus: Review ownership, control, location, and other relationships involving China or Russia.
- Which transaction is taking place: The rule is transaction-specific, so the company must analyze whether it is importing, selling, supplying, or otherwise participating in a covered activity.
- What evidence supports the declaration: Keep supplier certifications, corporate-structure information, bills of material, software inventories, contractual representations, and other due-diligence records that support the company’s conclusion.
- Whether authorization is needed: Evaluate whether an exception or general authorization applies, or whether the company should seek a specific authorization or advisory opinion from BIS.
BIS provides general authorizations for certain lower-risk transactions, specific authorizations for otherwise prohibited transactions, and advisory opinions for parties seeking the agency’s view on whether a prospective transaction falls within the rule. The availability and conditions of those mechanisms depend on the facts, so companies should consult the final rule and BIS compliance materials rather than assume that a supplier statement alone resolves the issue.

For consumers, the rule does not create a simple label that says “Chinese software” or “China-built car: illegal.” It is primarily a manufacturer, importer, supplier, and compliance requirement.
It also does not automatically require owners of existing vehicles to remove software, replace a telematics unit, or stop driving a vehicle. The restrictions are aimed at specified future imports, sales, manufacturers, and supply-chain transactions according to the rule’s dates and conditions.

Why the headline needs updating
The original headline—“US eyeing new rules to keep Chinese software out of cars”—accurately described the September 2024 proposal, but it is stale as a current description. The United States did pursue the policy, and Commerce finalized it in January 2025.
The more accurate current summary is:
The U.S. has implemented phased restrictions on specified Chinese- and Russian-linked connected-vehicle hardware and software, including VCS technology and ADS software, with major software and manufacturer restrictions beginning in Model Year 2027 and VCS-hardware restrictions beginning in 2029 or 2030 depending on the component.
What to watch next
- Commercial vehicles: BIS indicated that trucks and buses could be addressed in a later rulemaking, but that possibility should not be treated as a current commercial-vehicle prohibition unless a subsequent rule is issued.
- Implementation guidance: Manufacturers and suppliers will need to interpret the definitions, authorizations, exceptions, and declaration requirements for real-world supply chains.
- Supplier restructuring: Automakers may replace or redesign covered systems well before the applicable deadlines to allow time for testing, certification, and production changes.
- Ownership and control reviews: Companies may need continuing diligence rather than a one-time country-of-origin check, particularly where suppliers have complicated corporate structures.
The central point is not that Washington has banned all Chinese technology from all vehicles. It has created a targeted, phased framework for restricting defined connectivity and automated-driving technology, transactions, and manufacturers linked to China or Russia. That distinction matters for automakers, suppliers, regulators, and anyone trying to understand how the rule will affect vehicles sold in the United States.

Does the U.S. ban all Chinese cars or automotive parts?
No. The rule does not automatically ban every Chinese-made vehicle, battery, semiconductor, or automotive part. It targets specified Vehicle Connectivity System hardware and software, Automated Driving System software, and certain manufacturers and transactions with a sufficient China or Russia nexus.
Do the rules cover trucks and buses?
The initial rule applies to passenger vehicles weighing less than 10,001 pounds. BIS did not include commercial vehicles such as trucks and buses in the first rulemaking, although the agency indicated that a future rule could address them.
When do the connected-vehicle restrictions begin?
The major restrictions begin with Model Year 2027 for certain vehicles containing covered VCS or ADS software and for certain foreign-adversary-linked connected-vehicle manufacturers. VCS-hardware restrictions begin January 1, 2029, for hardware without an associated model year, and Model Year 2030 for hardware associated with a model year.
Will current owners have to remove Chinese software from their cars?
Not automatically. The rule is directed primarily at specified imports, sales, manufacturers, and supply-chain transactions. It does not itself require owners of existing vehicles to remove software, replace telematics hardware, or stop driving their cars.
The Bottom Line
Bottom line: The proposed rules became a final BIS rule in January 2025 and took effect March 17, 2025. They do not ban every Chinese vehicle or automotive part. They target specified VCS hardware and software, ADS software, and certain connected-vehicle manufacturers or suppliers with a sufficient China or Russia nexus. The principal software and manufacturer restrictions begin with Model Year 2027; VCS-hardware restrictions begin January 1, 2029, for non-model-year hardware, and Model Year 2030 for model-year hardware. The initial rule covers passenger vehicles under 10,001 pounds, not all trucks and buses.
