If you can open a side window, do that and get out promptly. Break glass only if the window will not open: in a vehicle entering water, escape through a window while it is still above the water. Use a side or rear pane your vehicle identifies as breakable—not the windshield—and do not assume an escape tool will work on every pane.
What to do first if your car is entering water
- Release your seat belt.
- Try a side window immediately, while it is above water. If it opens, leave through it promptly.
- If the window will not open, break a suitable side or rear window and escape through it. Do not spend time trying to open the doors during the initial escape.
Japan’s Ministry of Land, Infrastructure, Transport and Tourism gives this sequence in its vehicle-immersion guidance; the American Red Cross’s Swimming and Water Safety Manual also advises opening or breaking a window and leaving through it promptly. Both sources prioritize getting out through a window rather than relying on a door.
Which car window should you break?
Use the side or rear pane that your vehicle’s own information identifies as breakable. Do not assume the windshield is a suitable target: it is commonly laminated, and Japan’s transport ministry warns that laminated glass, including windshield glass, may not break with an escape hammer. Kia likewise advises breaking a side window in the emergency it describes and cautions that the windshield and rear window may be difficult to break.
Glass construction can vary by vehicle and by pane, so there is no universal strike point that can be recommended for every car. Check your owner’s manual or vehicle-specific emergency guidance in advance. NHTSA also publishes manufacturer emergency response guides with vehicle construction and submersion information; these are primarily intended for responders.

How to prepare an escape tool
A purpose-made vehicle escape hammer or window breaker can be useful to have, but it is not a guarantee that a particular pane will break. Japan’s transport ministry recommends keeping an escape hammer within reach and checking which windows can be broken. NHTSA’s 2016 proposed-rule discussion describes substantial uncertainty about how well glass-breaking tools work across vehicle-immersion situations.
- Choose an appropriate vehicle escape tool and secure it where the driver or passenger can reach it while seated.
- Learn which window or windows in your vehicle are breakable with that tool.
- Do not rely on bare hands; the ministry’s 2020 notice says, in translation, that breaking window glass with bare hands is difficult.
Why wearing a seat belt still matters
Do not travel without a seat belt because you fear being trapped. NHTSA’s seat-belt guidance states: “Wearing a seat belt gives you a much greater chance of being conscious and able-bodied.” In an emergency, release the belt as part of the escape sequence.
