The Tesla Cybertruck is not subject to a Cybertruck-specific law in the UK. The more accurate problem is that a standard US-market example is not approved for normal British road use, and the paperwork needed to register it is missing.
That distinction matters. The truck’s controversial shape creates serious questions under pedestrian-protection rules, but the January 2025 seizure in Greater Manchester involved something more immediate: a UK resident was driving a vehicle registered and insured abroad, and police said it had no Certificate of Conformity and was not road legal in the UK.

What actually happened in Greater Manchester?
In January 2025, Greater Manchester Police seized a Cybertruck in Bury under section 165 of the Road Traffic Act 1988. The vehicle was being driven by a permanent UK resident while it remained registered and insured abroad.

Police also said the Cybertruck did not have a Certificate of Conformity (CoC). The driver was reported, and the vehicle was taken off the road. So the seizure was not simply a patrol officer deciding that the truck’s angular body looked unsafe. It was an enforcement action involving registration, residency, insurance and approval.
Why the Certificate of Conformity matters
A new vehicle sold through the normal UK market ordinarily comes with a Certificate of Conformity. That document confirms that the vehicle conforms to the applicable type-approval requirements for its category.
A US-market Cybertruck does not automatically have UK or European type approval. Importing one privately does not create that approval. Before it can be registered and taxed with the DVLA, the owner generally needs to follow the relevant import and vehicle-approval process.
For a one-off import, that may mean applying for Individual Vehicle Approval (IVA). The vehicle is inspected against applicable requirements, and a successful inspection produces an Individual Approval Certificate. That certificate can then support the registration process.
There is an important difference between possible to approve individually and legal to drive as imported. A Cybertruck arriving from the United States is not automatically legal because it has passed US safety checks, carries a valid VIN or has insurance. Until the required approval, registration, taxation and insurance steps are complete, driving it on public roads can result in prosecution. GOV.UK permits limited journeys to a pre-booked MOT or vehicle-approval test in the circumstances set out by its guidance; it is not a general permission to use the vehicle normally.
The sharp body is a genuine approval problem
The Cybertruck’s stainless-steel body is made up of unusually sharp-looking creases, corners and edges. That is not merely a styling issue under UK approval rules.

IVA inspectors assess external surfaces for hard parts and projections that could increase the risk of injury to pedestrians. Current DVSA guidance says contactable hard edges generally need a radius of at least 2.5 mm. Projections of 5 mm or less must be blunted. The inspection manual treats this as a pedestrian-injury assessment, rather than a subjective judgement about whether the vehicle looks aggressive.
That does not establish that every Cybertruck automatically fails IVA, nor has the UK government published a blanket order declaring every example illegal. It does mean that the body design presents a substantial compliance question. A vehicle may need modifications before it can satisfy an individual inspection, and the result would depend on the actual vehicle and the requirements applied to it.
It is not simply a width, weight or electric-car ban
Several explanations commonly attached to the UK Cybertruck story are only partly correct:
| Claim | What is more accurate |
|---|---|
| “The UK banned it because it is too wide.” | Width may affect compliance with particular construction or road-use requirements, but the central issue is approval and registration. There is no Cybertruck-specific width ban. |
| “Electric vehicles like it are not allowed.” | The UK allows electric cars and electric commercial vehicles. The powertrain is not the reason this particular import lacks road approval. |
| “It is too heavy for a car licence, so it is banned.” | Weight can determine which driving-licence category is required. That is separate from whether the vehicle is type-approved, registered and insured. |
| “The government banned the Cybertruck for pedestrian safety.” | Its hard-edged design raises serious pedestrian-protection questions, but the defensible description is that a standard US-market truck lacks UK approval and the required conformity paperwork. |
The commonly cited lightest Cybertruck maximum authorised mass is about 4,007 kg. That is above the usual 3,500 kg limit for drivers who passed a car test after 1 January 1997, so licence entitlement could become an additional issue for some owners. It does not, however, explain the absence of a Certificate of Conformity or make an otherwise unapproved vehicle legal.
Steer-by-wire adds another approval question
The Cybertruck’s steer-by-wire system is another feature that needs to be considered during approval. Unlike a conventional steering column and mechanical linkage, steer-by-wire transmits steering commands electronically.
The Vehicle Certification Agency says a purely electric steering transmission cannot be demonstrated under the older steering directive alone. Compliance instead has to be shown through an equivalent framework, including UNECE Regulation No. 79, which provides for approved steer-by-wire systems subject to specified conditions.

This is not proof that every Cybertruck’s steering is automatically illegal. It means the system needs to be assessed under an accepted approval route. A US-market specification may not provide the evidence or configuration needed for UK individual approval.
Could someone legally import and register one?
In principle, yes—but “in principle” is doing substantial work.
- Import the vehicle lawfully. The owner must deal with customs, VAT and any other import obligations that apply.
- Establish the correct approval route. A one-off or very small-number import may be eligible for IVA rather than full type approval.
- Prepare the vehicle for inspection. This may involve changes to lighting, glazing, markings, equipment, bodywork or other features, depending on the vehicle and the inspection requirements.
- Pass the approval inspection. A pass results in the relevant individual approval certificate.
- Register and tax it with the DVLA. Approval alone is not the same as registration.
- Arrange valid insurance and confirm licence entitlement. The driver must be insured for the actual vehicle and hold the correct licence category for its authorised mass and use.
The difficult part is that an IVA pass cannot be assumed. The Cybertruck’s exterior, lighting configuration, dimensions, steering system and other US-market specifications could all affect the result. A prospective importer should obtain written advice from the Vehicle Certification Agency or an experienced approval specialist before paying for transport or conversion work.

The GB Type Approval Scheme applies in England, Scotland and Wales. It is not valid in Northern Ireland. Vehicles being registered in Northern Ireland need the applicable UK(NI) or EU type-approval route.
That distinction is easy to miss in online discussions, where “the UK” is often used as if Great Britain and Northern Ireland had identical vehicle-approval rules. They do not, so the intended place of registration matters from the start.
What the UK position means for an owner
A Cybertruck can exist in Britain without being legal for ordinary road use. It could be stored on private land, displayed at an event or transported for a legitimate inspection without enjoying the rights of a registered, road-approved car. The owner should not confuse possession with permission to drive.

Nor does overseas registration solve the problem for a permanent UK resident. Temporary-import rules are designed for visitors and limited qualifying situations, not for keeping an unapproved vehicle permanently in Britain while using foreign plates.

Its sharp bodywork and steer-by-wire technology may make approval more difficult, while its weight may create a separate driving-licence issue. None of those points should be reduced to the claim that Britain has passed a law banning all Cybertrucks.
FAQ
Is the Tesla Cybertruck legally banned in the UK?
There is no known Cybertruck-specific statutory ban covering every example. A standard US-market Cybertruck is not automatically legal for normal UK road use because it lacks the required approval and Certificate of Conformity. An individual vehicle may, in principle, be assessed through IVA.
Why was a Cybertruck seized in Greater Manchester?
Greater Manchester Police said it was being driven by a permanent UK resident while registered and insured abroad. Police also said it was not road legal in the UK and had no Certificate of Conformity. The vehicle was seized under section 165 of the Road Traffic Act 1988.
Is the Cybertruck’s sharp design illegal in Britain?
The sharp exterior creates a serious approval issue because IVA inspections assess hard edges and projections that could injure pedestrians. However, it is too broad to say the government has formally declared every Cybertruck illegal solely because of its shape.
Can a Cybertruck be imported and registered in the UK?
Possibly, but it would need to satisfy the appropriate approval route, potentially Individual Vehicle Approval, then be registered, taxed and insured. Passing IVA is not guaranteed, and the owner must also comply with licence, insurance and road-traffic requirements.
The Bottom Line
Bottom line: The Cybertruck is not best described as “banned” by a law aimed at Tesla. The practical barrier is that the US-market vehicle has no automatic UK approval or Certificate of Conformity. Its angular body and steer-by-wire system raise additional technical questions, while its weight may affect licence requirements. A one-off import could theoretically seek IVA, but until it passes the required checks and is registered, taxed and insured, it cannot be treated like a normal road-legal car.
