The Tesla–Samsung chip deal is real, but its official value is not €14 billion: Samsung disclosed a contract worth KRW 22.7648 trillion, or approximately $16.544 billion at the exchange rate used in its July 28, 2025 disclosure. The semiconductor contract-manufacturing agreement runs through December 31, 2033, and Tesla says production is expected to begin in 2027 or later. It is a long-term manufacturing commitment—not proof that Tesla has solved autonomous driving.
What Tesla and Samsung agreed to
Samsung’s disclosure describes a “Supply agreement for semiconductor contract manufacturing” with Tesla, Inc. The contract is valued at KRW 22,764,764,160,000; Samsung gave an approximate U.S.-dollar equivalent of $16.544 billion. The agreement was dated July 26, 2025, took effect July 24, 2025, and is scheduled to run through December 31, 2033. The €14 billion figure is a rounded conversion of the disclosed dollar amount, not the contract’s official denomination. Samsung’s disclosure says the amount and period may change with customer demand and business performance.

Tesla’s 2025 Form 10-K confirms a July 2025 semiconductor contract-manufacturing supply agreement for its AI chips. Tesla says it concerns advanced semiconductors for AI inference and training in the United States, with production expected to commence in 2027 or later. Tesla’s annual report does not say that chips are already shipping.

What remains undisclosed
- Chip quantities, prices, production capacity, delivery schedule, and backlog.
- The manufacturing process node and the precise product mix.
- How much of the contract value will be realized, and when.
- Whether the contract covers specific chip generations or all of Tesla’s relevant production.
Samsung’s 2026 first-quarter interim report continues to describe a semiconductor contract-manufacturing agreement and notes that the amount may change with demand and business performance. The public terms also do not establish that Samsung is Tesla’s sole chip manufacturer.
Why the agreement matters to Tesla
Capacity and supply-chain planning
Tesla designs custom AI inference chips but depends on external manufacturers to fabricate them. A multiyear agreement can give the company more visibility into production planning and capacity than relying only on shorter-term purchasing. It may also reduce exposure to overseas logistics and cross-border disruption because Tesla says the advanced semiconductors are intended to be manufactured in the United States. That does not establish that every component, packaging step, or material in the supply chain will be U.S.-sourced.

The strategic trade-off is control versus commitment. Custom silicon can be shaped around Tesla’s software, vehicle power and thermal limits, and intended workloads. But Tesla also takes on more design, validation, and forecasting risk: if model architecture, demand, or chip specifications change, an expensive long-term manufacturing plan may become less suitable.

Training chips process workloads used to develop neural-network models in data centers. Inference chips run trained models in deployed systems such as vehicles or robots. These needs differ: a data-center training cluster and a car’s onboard computer face different constraints in power, cooling, scale, and use.

Tesla’s annual report says it expanded Cortex, its AI-training cluster at Gigafactory Texas, and is building Cortex 2. A manufacturing agreement for AI chips may support a broader AI strategy, but chip fabrication alone does not supply a complete computing system: servers, networking, power, cooling, packaging, and software also matter. Nor does the public filing allocate the Samsung contract between vehicle inference, training infrastructure, or other uses.
What AI5 and AI6 tell us—and what they do not
Tesla’s public materials identify AI5 and AI6 as custom inference-chip programs for autonomy. In a company presentation, Tesla targeted production in 2027 for AI5 and 2028 for AI6, and claimed a 50-fold AI5 performance improvement over AI4. Those are Tesla’s targets and claims, not independently verified production results or real-world driving measurements. Tesla’s presentation does not, by itself, establish that Samsung’s entire contract is for either generation.

Samsung’s contract disclosure confirms semiconductor manufacturing for Tesla but does not specify chip generation, process node, volume, or allocation. Tesla’s annual report links the broader manufacturing agreement to AI inference and training, while leaving the detailed product mix undisclosed. It is therefore reasonable to see the contract as supporting Tesla’s advanced AI-chip roadmap, but not to describe it as a confirmed, exclusive AI6 production deal.
How chips can affect driving—and where their influence ends
- Data collection: Vehicles generate information about driving situations that can inform model development.
- Model training: Data-center compute is used to train or refine models. Training hardware is not the same thing as a car’s inference chip.
- Deployment: A trained model has to run within a vehicle’s limits for compute, power, heat, and cost. More capable inference hardware can make more complex workloads feasible.
- Validation and updates: Software changes still need testing and deployment. More compute does not establish that a model is reliable across road conditions or edge cases.
Silicon is one constraint in a larger system. Driving capability also depends on sensors, perception, prediction, planning, software integration, testing, and safety validation. Regulatory approval and the driver’s required role are separate questions. Tesla’s materials state that FSD remains supervised driver assistance and requires active driver supervision; the name must not be taken to mean that the car is autonomous.

Why Samsung wants a long-term customer
For Samsung, the deal is a major foundry win and a high-profile commitment to U.S. manufacturing. A large, multiyear customer can support factory utilization, investment planning, and Samsung’s standing as a manufacturer of advanced custom chips. Samsung’s filing compares the contract value with 7.6% of its most recent fiscal-year revenue base. That is a contract-value-to-revenue comparison, not a claim that the deal will add 7.6% to annual revenue.
The potential is balanced by execution risk. Samsung must meet Tesla’s requirements for manufacturing yield, performance, reliability, and cost; Tesla’s demand and specifications can change. Factory delays, redesigns, process changes, or a slower-than-expected ramp could affect the deal’s economics. Samsung’s warning that the amount and period may change is material, not a formality.
What would show whether the deal is working?
For Tesla
- Production begins on schedule and reaches useful volume.
- The chips meet required yield, reliability, cost, and performance targets.
- They support deployed models without unacceptable power or thermal penalties.
- Software and vehicle performance improve in ways that can be validated, rather than merely requiring more compute.
For Samsung
- The program improves foundry utilization and produces sustained manufacturing revenue.
- Samsung meets customer requirements and the production ramp proceeds successfully.
- The work strengthens its credibility with other advanced-chip customers.
- Actual demand and production schedules support the contract’s expected economics.
What the deal does not prove
- It does not prove autonomy. Better or more available hardware may enable more capable models, but it cannot by itself resolve perception, planning, safety validation, or regulatory requirements.
- It does not confirm an AI6-only contract. The public manufacturing disclosure leaves chip generation and product allocation unspecified.
- It does not guarantee a 2027 shipment date. Tesla says production is expected to begin in 2027 or later.
- It does not prove exclusive sourcing or complete domestic supply. The filings do not establish either.
- It does not make the contract value a fixed revenue forecast. Samsung says the value and period may change, and the disclosed terms do not show the delivery or accounting schedule.
The deal is best understood as a long-term attempt by Tesla to secure manufacturing capacity for specialized AI hardware, and as an anchor-customer opportunity for Samsung’s foundry business. Whether that capacity improves driving depends on what Tesla builds with the chips and how well the resulting systems perform; the agreement itself is enabling infrastructure, not a finished autonomy milestone.
