They document pressure and negotiation around the process; they do not, by themselves, show that the regulator weakened its safety assessment or approved the system because of Tesla’s requests.
What did Tesla ask the Dutch regulator to change?
Electrek reported on October 8, 2026, summarizing a Reuters investigation into correspondence obtained through public-records requests, that Tesla sought adjustments in several parts of its engagement with the Netherlands Vehicle Authority, known as RDW.

Testing schedule
In November 2024, Tesla asked to begin vehicle testing by the end of that month. A Tesla employee reportedly called the timing “mission critical for our leadership” and said leadership would “measure the goodwill” of the regulator by whether it met the date. The exchange shows urgency and pressure over scheduling, but not whether RDW changed its review timetable or decision as a result. Electrek’s account of the Reuters reporting provides the reported details.

Test witnessing and logistics
Tesla argued that its own test reports should be enough, rather than requiring an RDW inspector to travel to witness tests. RDW offered to monitor some testing remotely. Tesla also sought advance notice of tests and the names of safety drivers; according to the report, RDW agreed to those requests. The reported emails therefore describe negotiation over how testing would be observed and arranged, not simply whether testing would happen.

Over-the-air updates
Tesla pushed back on a meeting about over-the-air (OTA) updates. An RDW staff member reportedly said the agency did not want to “dive too deep in technical details” and did not “question the quality and process for OTA’s.” The excerpts available in the coverage were partly redacted, so they do not provide a complete account of what the agency examined or decided about updates.
Why was Tesla disputing the RDW bill?
In April 2025, Tesla disputed an RDW invoice of €365,000 for five months of work, according to Electrek’s 2026 account of the Reuters correspondence. Tesla reportedly called the amount an “extremely high cost,” said it would withhold payment until it received an hour-by-hour accounting of RDW staff time, and objected to travel costs for five RDW employees visiting Tesla’s Giga Berlin site.

About a week later, an RDW staff member invited Tesla to suggest how the agency “might adjust or reduce the required effort moving forward.” That sequence establishes that a billing dispute was followed by a discussion of reducing effort. It does not establish that the dispute changed the safety criteria, the depth of testing, or the outcome. The invoice figure is reported from the correspondence, not independently verified accounting.
Did RDW actually reduce its safety review?
The reported emails show Tesla asking for changes to timing, costs and test procedures, and show RDW discussing ways to adjust effort. They do not establish that RDW reduced the substance or thoroughness of its safety assessment.

RDW told Reuters that engagement with manufacturers “does not compromise the independence or thoroughness of our assessment.” Reuters reporting republished by Investing.com also said RDW described extensive testing on closed tracks and public roads under varied conditions, while declining to disclose detailed evaluation methods. The agency cited its obligation to protect manufacturer-specific information. Investing.com’s republication of Reuters’ reporting carries those statements.
These are RDW’s reported account and assurances; the cited coverage does not make the underlying test record available for independent review. The emails are evidence of contact and negotiation, while the public information described in the reports is insufficient to independently verify the full testing or determine whether every concern was addressed.

Do the emails prove Tesla pressured RDW into approval?
No. They support the narrower conclusion that Tesla pressed the regulator over deadlines, expenses and review logistics. The reported timing and wording may raise questions about how the regulator managed its relationship with the manufacturer, but they are not proof that RDW compromised its safety finding or approved FSD because of that pressure.

What safety evidence was reported about FSD?
Electrek’s account says seven traffic-safety researchers who reviewed Tesla’s European “evidence dashboard” for Reuters considered the FSD sample too small to compare with the hundreds of millions of miles of manual Tesla driving in Europe. The dashboard reportedly used proxy measures—including honking, blinker use, hard braking and hard cornering—rather than crash outcomes, and the FSD driving was performed by professional Tesla test drivers. Tesla’s fine print reportedly cautioned that the comparisons were not “causal estimates.”
Those researchers’ concerns, as relayed by Electrek, are about the limits of the evidence presented; they do not establish FSD’s real-world crash rate or show that the system causes or prevents crashes. FSD should also not be read as meaning an autonomous vehicle: the reports describe a driver-assistance system under review, not proof that a driver can stop supervising the vehicle.
Is FSD approved across Europe now?
No bloc-wide approval is established by the cited reports. Electrek said on October 8, 2026, that the Netherlands had approved FSD and that eight EU countries then allowed it. It reported that a bloc-wide vote could come as early as December. Reuters’ August 6, 2026 report, republished by Investing.com, had said a vote could happen in October. These were forecasts made at different times, not confirmation that a vote occurred or that Europe-wide approval followed.
