The Tesla steering recall covers certain U.S. model-year 2023 Model 3 and Model Y vehicles, but a model and year alone do not confirm that a specific car is included. Tesla says software version 2023.38.4 or later addresses the described risk of losing electronic power-assisted steering (EPAS) when the vehicle reaches 0 mph. Check the vehicle’s VIN and software version to confirm its status.
What the Tesla steering recall covers
Tesla’s recall concerns a circuit-overstress condition that could cause a loss of EPAS when the vehicle reaches 0 mph. Tesla says its design prevents the described loss of assistance while the vehicle is traveling above 0 mph. The campaign applies to certain U.S. model-year 2023 Model 3 and Model Y vehicles equipped with EPAS and running software earlier than version 2023.38.4. Eligibility depends on the individual vehicle, so not every 2023 Model 3 or Model Y is necessarily affected.
The headline figure refers to the reported recall population, not to cars known to have suffered a steering failure. The Associated Press reported that more than 375,000 vehicles were involved in February 2025; Tesla’s owner recall page does not state a vehicle count. How to check whether your Tesla is affected
- Find the VIN. Use the vehicle’s 17-character vehicle identification number, shown on vehicle documents and in the vehicle’s details.
- Search the VIN in a recall lookup. Check Tesla’s recall page and the NHTSA recall lookup. NHTSA says a VIN or license-plate search shows whether a specific vehicle needs recall repair. A general search by make, model, and year is not a substitute for a vehicle-specific result.
- Check the installed software version. Tesla identifies version 2023.38.4 or later as resolving the described 0-mph EPAS-loss condition. If the lookup indicates an open recall or you are unsure whether the remedy is installed, contact Tesla using the vehicle’s VIN.
NHTSA cautions that some newly announced recalls may not yet have all affected VINs identified. If a lookup does not show a campaign but you believe your car may be within the affected group, check again later.

Does the recall require a service appointment?
No service visit is required for this campaign when the vehicle has software version 2023.38.4 or later. Tesla says the software update began rolling out over the air on October 19, 2023, at no cost. Confirm the software version and VIN status rather than assuming the recall is complete based only on the vehicle’s model year. Tesla states: “No service visit is necessary, and no further action is necessary from owners whose vehicles are equipped with software release 2023.38.4 or later.” Tesla recall information
How this differs from NHTSA’s steering investigation
NHTSA opened a preliminary evaluation, PE23-014, in July 2023 after receiving reports of steering-control loss involving 2023 Model 3 and Model Y vehicles. The agency later opened Engineering Analysis EA24-001. In a May 28, 2024 information request, NHTSA said it had received 115 reports at that point and listed alleged symptoms including immovable or stiff steering, increased steering effort, power-steering failures, notchy or clicky steering, steering-rack or gear failure, and warning messages. These were reported complaints under investigation, not a finding that every vehicle had a defect.

Tesla says its voluntary recall determination was not made in response to NHTSA’s investigation of loss-of-steering allegations. The investigation and the recall are related to steering concerns but are distinct actions; the 115 reports are not a confirmed defect count or a failure rate. A separate earlier recall, NHTSA 23V-385, involved 137 select 2022–2023 Model Y vehicles. Their steering-wheel retaining fastener may not have been torqued to specification. Tesla’s remedy was a service inspection and, where needed, replacement of the fastener and correct torquing. That limited fastener campaign is not the 2025 EPAS software recall.
