As of August 18, 2026, Tesla’s website lists China as a market where Full Self-Driving (Supervised) is available. That is a meaningful change from Tesla’s April 2026 investor update, which still described approval work in China as ongoing. But the public evidence does not establish a nationwide, unrestricted or feature-for-feature release. For Chinese owners, the important question is no longer simply whether Tesla is “close” to launching FSD—it is what “available” means for a particular vehicle, account, city and software version.
What has actually launched?
Tesla’s current FSD product page lists China among the available markets. That supports the conclusion that Tesla has moved beyond purely preparatory work and that some form of official China availability may have begun.

It does not, by itself, answer several practical questions:
- Whether every China-market Tesla can activate the package
- Which models, trims, hardware generations and model years qualify
- Whether availability is nationwide or limited to selected locations
- Whether customers can buy or subscribe to FSD through a China-region account
- Which software version and features are being delivered
- Whether the rollout is a limited cohort, staged over-the-air update or broad consumer release
Tesla’s FSD support page says availability depends on regulatory approval, vehicle configuration, hardware, software version, model, trim and region. Until Tesla or Chinese authorities publish a China-specific feature and eligibility notice, “China is available” should be read as a market-level designation—not proof that every owner has immediate access.

The timeline explains why the wording matters
- April 29, 2024: Reuters reported that Tesla had reached an agreement with Baidu to use Baidu’s mapping license for data collection on Chinese public roads. The report described this as an important regulatory step, not an FSD launch. Reuters report via Yahoo Finance
- July 23, 2025: Tesla said it was preparing for a broader FSD (Supervised) release in China during 2025, subject to regulatory approval. Tesla Q2 2025 update
- Late 2025: Reuters reported that Elon Musk expected full approval in China in early 2026. That was an executive forecast, not a Chinese government announcement. Reuters report via Yahoo Finance
- April 22, 2026: Tesla’s Q1 update still said the company was making progress toward approval in China. Tesla Q1 2026 update
- By August 18, 2026: Tesla’s consumer FSD page listed China as an available market, indicating that the public-facing status had changed, even though the scope and mechanics remained unspecified.
The apparent contradiction is best handled as a change in status over time: Tesla was still describing approval work as ongoing in April, while its later consumer page indicated some level of availability. Neither source proves a full nationwide rollout.
Why China has been a difficult market for FSD
Mapping and surveying rules
Advanced driving systems rely on detailed information about roads, lanes, signs and the surrounding environment. Reuters reported that foreign companies operating on Chinese public roads need to work with a domestic company holding the relevant mapping qualification. Its account of the Tesla-Baidu arrangement said Baidu would provide access to its mapping license for data collection and lane-level navigation.

This is more than a conventional navigation integration. Lane-level maps and permitted surveying processes can affect where and how a driver-assistance system gathers information, localizes the vehicle and operates on public roads.

Vehicle and road data
FSD-related data can include information about road layouts, traffic signs, buildings, vehicles and traffic behavior. The Reuters report said Tesla was seeking permission concerning the handling of driving data and its possible transfer overseas. That makes data governance a separate issue from the driving system itself.
The public reporting does not establish that Baidu owns all data collected by Tesla, that Tesla can freely export Chinese driving data, or precisely where every part of the data pipeline operates. Those details matter because Tesla’s global training model and China’s data requirements may not align perfectly.
Approval of the driving system
A mapping partnership does not automatically approve Tesla’s complete driver-assistance stack. Regulators may assess the vehicle, software, data handling, testing process and permitted operating conditions separately. Tesla’s own support materials also make clear that activation depends on regulatory approval and other eligibility factors.
Baidu’s role is important—but it did not “approve” FSD
Baidu’s reported contribution was access to a qualified mapping framework and lane-level navigation. Tesla was already using Baidu navigation maps in China, according to Reuters. That cooperation could remove or reduce a major technical and regulatory obstacle.

It is inaccurate, however, to say that Baidu cleared the final approval hurdle. Reuters cited two people familiar with the matter, and the arrangement was not itself a government authorization. Only the relevant Chinese authorities can determine whether Tesla’s system is permitted, where it may operate and under what conditions.
China-market FSD may not match the U.S. version
There is no basis in the supplied public material to claim that China receives exactly the same FSD experience as the United States. Tesla says feature availability varies by region, vehicle, hardware, software version, model, trim and model year.

- Highway operating limits
- Parking and Autopark functions
- Summon-related features
- Speed, road-type and geographic restrictions
- Driver-monitoring requirements
- Dependence on lane-level maps or local positioning data
Coverage reported that Tesla began rolling out China features resembling elements of the U.S. FSD system on February 25, 2025. That is useful historical context, but it should not be treated as proof that the complete current FSD package was available at that time. A staged advanced-driver-assistance rollout and a full customer launch are different events.

What Chinese owners and buyers should verify
Before paying for a Tesla based on the China listing, check the vehicle’s actual account and software status rather than relying on a general webpage.
- Vehicle eligibility: Confirm the model, trim, model year and installed driving hardware.
- China-region account: Check whether FSD can be purchased or subscribed to from the account associated with the vehicle.
- Software version: Verify that the required update has actually been delivered and activated.
- Operating area: Determine whether the feature works in the owner’s city and on the intended road types.
- Feature list: Read the China-market release notes or in-account description instead of assuming U.S. feature parity.
- Supervision rules: Confirm what the driver must do and whether hands-off use is prohibited or restricted.
- Commercial terms: Check China-specific price, subscription, refund, transfer and cancellation terms.
Tesla’s general support page says its FSD transfer program ended on March 31, 2026. That does not establish that the same terms apply identically in China, so buyers should rely on the China-region account and Tesla China’s current contract terms.

Competitive pressure
Chinese EV manufacturers already compete with advanced driver-assistance systems, aggressive pricing and software tailored to local roads. A usable China-market FSD package could help Tesla differentiate its vehicles in a market where domestic alternatives are increasingly capable. The South China Morning Post described the effort as intensifying competition with Chinese EV makers.

FSD could give Tesla another way to sell software, encourage owners to remain within the Tesla ecosystem and add value without an immediate vehicle redesign. Whether it materially improves sales will depend on price, reliability, eligible vehicles and how Chinese customers compare it with domestic systems that may be bundled or offered at lower cost.

Localization and data
Secondary reporting has described a local AI data center and local training capabilities as part of Tesla’s China preparation. Those claims should remain attributed unless Tesla confirms them in an official filing or announcement. The broader strategic point is clear: a China deployment requires more than translating an American software release. It requires local maps, local road behavior, compliant data handling and testing against China-specific conditions.
China is also strategically important to Tesla’s manufacturing and distribution footprint. Tesla’s 2025 update described the Shanghai plant as its main export hub and identified China as a core regional market. Tesla Q2 2025 update
What Tesla’s safety data can—and cannot—show
Tesla’s Vehicle Safety Report makes prominent comparisons claiming that vehicles using FSD (Supervised) experience fewer collisions than comparison vehicles, including claims of seven times fewer major and minor collisions and five times fewer off-highway collisions.

Tesla explicitly says the cited safety data excludes China, and it notes that a large share of the telemetry packages in the relevant period came from outside China.
China-specific performance would require China-specific evidence, such as regulatory testing, independent road tests, insurance or incident data, peer-reviewed analysis, official safety evaluations or transparent Tesla China statistics. Global or U.S. figures cannot substitute for that evidence because traffic patterns, road design, mapping, regulations and software availability may differ.
How to tell a real launch from another “almost there” update
For readers tracking the rollout, evidence has different strengths:
- Strongest: A Chinese regulatory approval, government filing or official authorization.
- Next: A Tesla China customer announcement describing scope, eligibility and operating limits.
- Useful confirmation: A supported owner account showing activation, with the vehicle’s software version and region documented.
- Commercial confirmation: A China-region purchase or subscription flow that allows the customer to complete the transaction.
- Weakest: Reports that Tesla is testing, preparing, negotiating or “inching closer.”
On the evidence available by August 18, 2026, Tesla’s website reaches the market-availability stage. It does not fully document the first four questions for every Chinese vehicle or location. That is why the most accurate description is that China availability appears to have begun or been authorized in some form, while the scope of the rollout remains unclear.
