Northern Ireland introduced graduated driver licensing (GDL) on 1 October 2026. England, Scotland and Wales are not currently set to adopt the same post-test passenger and night-driving restrictions. The UK Government’s stated Great Britain plan is to consult on a minimum learning period before the practical test, alongside a possible lower drink-drive limit for novice drivers; the consultation outcome is not established by the sources available as of 3 October 2026.
Is GDL now in force across the UK?
No. Northern Ireland and Great Britain have different licensing arrangements and current policy positions. Northern Ireland’s scheme is in force, with transition rules affecting which learners move to the new pathway immediately. Great Britain means England, Scotland and Wales: the Government is consulting on a pre-test learning period, not announcing Northern Ireland-style passenger or night-driving limits.

What Northern Ireland’s scheme requires
The new pathway applies to learner drivers and motorcyclists whose provisional entitlement begins on or after 1 October 2026, subject to exemptions and transition rules. It combines requirements before the practical test with conditions after passing.
Before the practical test
- Complete a mandatory minimum learning period of six months.
- Complete the required training programme and logbook, with sign-off before booking the practical test.
- A learner entitled to Carer’s Allowance may be exempt from the six-month minimum period, but must still complete the programme and logbook. Account and programme guidance
After passing: R plates and passenger limits
Newly qualified drivers must display an R plate for 24 months. The first six months use a blue R on white; the remaining 18 months use a white R on blue. During the initial six months after passing, drivers under 24 are subject to a passenger restriction between 23:00 and 06:00: they may carry no more than one passenger aged 14–20.

Immediate family members are exempt from the passenger restriction. It also does not apply if a front-seat accompanying person is at least 21 and has held a full licence for at least three years. The restriction does not apply to motorcyclists. These limits are conditional, not a blanket ban on passengers. See the DfI GDL FAQs for official detail.
Transition rules for existing learners
The start date does not move every learner onto the new rules at once. Category B learners whose provisional entitlement began before 1 October 2026 can continue under the existing rules and take the current test through 31 March 2027. From 1 April 2027, learners generally must complete the GDL programme and logbook before booking a practical test, subject to exemptions and transition details.

Some learners who pass before the cut-off remain under existing restrictions, including an amber R plate and a 45 mph limit for 12 months. An eligible learner who completes GDL instead may move to the new format. The right route depends on the learner’s dates and circumstances, so check current DVA guidance before making a booking or relying on a particular transition route.
Penalties and the existing probationary period
The 24-month R-plate period aligns with Northern Ireland’s existing two-year probationary period under the Road Traffic (New Drivers) (Northern Ireland) Order 1998. During probation, six or more penalty points can result in licence revocation and retesting. DfI says breaches of specified GDL restrictions, including failing to display the required plate or carrying an unauthorised passenger, may carry a potential £1,000 fine and three penalty points; the source describes these as potential penalties.

What is Great Britain considering?
The Department for Transport’s consultation describes the current absence of a mandatory minimum period between receiving a category B provisional licence and taking the practical test. It seeks views on introducing such a period in England, Scotland and Wales. The consultation page notes that driver licensing is reserved for Wales and Scotland, so licensing changes within its scope would apply across all three Great Britain jurisdictions. In a written answer on 12 February 2026, Minister of State Lord Hendy said: “Whilst we are not considering further restrictions on newly qualified drivers, such as carrying passengers or driving at night, we are consulting on a Minimum Learning Period before learner drivers can take their practical driving test in England, Scotland and Wales.” The answer also referred to consultation on a lower drink-drive limit for newly qualified drivers. That is why the careful answer to “Will England, Scotland and Wales follow NI?” is: not on the current stated plan. Great Britain has not been shown here to have adopted Northern Ireland’s GDL scheme, but the available official sources also do not establish a permanent rejection of every possible GDL measure.

The DfT’s 2026 consultation says 17–24-year-olds held 6% of driving licences in Great Britain but accounted for 24% of fatal and serious collisions in 2024. It reports 448 car fatalities involving 17–24-year-olds in 1990, 158 in 2010 and 73 in 2024, an 84% decrease from 1990, while noting that this age group remains among those at highest risk of fatality. In 2024, Great Britain recorded 1,376 killed or seriously injured car-driver casualties aged 17–24 and 1,077 car-passenger casualties in that age group. Northern Ireland-specific figures should not be mixed with Great Britain totals. DfI’s FAQs state that 71% of people killed or seriously injured in 2024 collisions involving a driver aged 17–23 were on rural roads. Separately, the 2024 GDL monitoring report, published on 12 March 2026 by the Department for Infrastructure and the Northern Ireland Statistics and Research Agency, compares 2020–2024 with a 2012–2016 baseline.
