LED headlights are not automatically brighter or safer than halogen headlights. What you see on the road depends on the complete headlamp system: its optics, beam pattern, aiming, lens condition, and control of glare. A well-designed halogen system can outperform a poorly designed LED system, especially on curves or when low-beam glare bothers oncoming drivers.
The replacement decision is also about construction and legality. A halogen headlamp usually has a replaceable bulb costing about $10–$25, according to AAA. Many newer LED headlamps use a sealed, integral unit; when that unit fails, replacement can cost a few hundred dollars to well over $1,000 per side. In the United States, NHTSA’s February 13, 2024 interpretation says no LED source was permitted in a replaceable-bulb headlamp under FMVSS No. 108 at that time, so an LED retrofit is not a generally legal substitute for the specified halogen bulb.

What actually determines headlight performance?
“LED” and “halogen” describe the light source, not the quality of the beam reaching the pavement. A headlamp is a system made up of the source, reflector or projector optics, lens, housing, electrical controls, mounting, and aim. Changing only the source can alter the focal point and beam pattern without improving the distance or area that a driver can usefully see.

Its ratings consider how far a low or high beam provides useful illumination on straight approaches and curves, plus how much glare the low beam creates for an approaching driver. That is why two vehicles with LED headlights can receive very different ratings, and why a halogen system cannot be judged from the bulb type alone.

IIHS measures useful light, not just apparent brightness
In the IIHS test method, instruments measure how far the beam provides at least 5 lux on straight and curved road approaches. The test also records low-beam glare. A lamp that looks intense when viewed head-on may still leave the road edge, a curve, or a pedestrian area below that useful threshold. Conversely, a carefully aimed beam can provide good visibility without appearing dazzling.
IIHS reports that 46% of headlight systems tested on model-year 2026 vehicles earned a good rating on its current page (accessed in 2026). The figure is a rating result for tested systems, not a claim that 46% of all vehicles on the road have equally good lighting.
Visibility and crash data
IIHS cites an analysis by Brumbelow (2022) in which vehicles with good visibility ratings had 19% fewer nighttime single-vehicle crashes and 23% fewer nighttime pedestrian crashes than vehicles with poor ratings, after controlling for several factors. Those are associations between the measured headlight rating and crash outcomes; they do not prove that LED technology caused the reduction. Driver behavior, roadway design, speed, weather, vehicle equipment, and many other factors also affect crashes.

LED and halogen headlights compared
| Comparison point | Halogen system | LED system | What the evidence supports |
|---|---|---|---|
| Light source | Replaceable halogen bulb in many conventional headlamps | May be a replaceable component in some designs, or part of an integral/sealed headlamp unit | Construction varies by vehicle; do not infer repair method from the word “LED” alone. |
| Useful roadway illumination | Depends on the reflector/projector, lens, aim, and bulb specification | Depends on the LED optics, beam design, aim, and controls | IIHS measures distance to at least 5 lux on straight and curved approaches rather than awarding a technology bonus. |
| Low-beam glare | Can be excessive if the lamp is mis-aimed, damaged, or fitted with the wrong bulb | Can also be excessive; intensity or color does not guarantee acceptable glare control | IIHS includes glare in its evaluation. |
| Typical replacement item | Often a bulb | Either a serviceable component or the entire integral assembly | Check the owner’s manual and parts information for the specific vehicle. |
| U.S. replaceable-bulb retrofit | Use the vehicle-specified halogen type | NHTSA’s February 13, 2024 interpretation said no LED source was then permitted in a replaceable-bulb headlamp under FMVSS No. 108 | Federal and state requirements can change; verify current rules before modifying a lamp. |
| Indicative consumer repair cost | $10–$25 per halogen bulb (AAA range) | Often more than $100 for an HID or LED bulb; a sealed LED assembly can cost a few hundred dollars to well over $1,000 per side (AAA ranges) | These are broad U.S. consumer ranges, not a quote for a particular model or labor-inclusive guarantee. |
Are LED headlights brighter than halogen?
They can appear brighter, but “brighter” is not the same as better roadway visibility. A source can produce a strong hotspot close to the vehicle while leaving a dark section farther ahead or around a bend. An incorrectly positioned LED replacement can also scatter light above the intended cutoff, increasing glare without extending the driver’s useful sight distance.
The meaningful questions are:
- How far does the low beam provide useful illumination on a straight road?
- How well does it illuminate the inside and outside of a curve?
- Does the high beam add distance when it is safe and legal to use?
- Does the low beam keep light out of oncoming drivers’ eyes?
- Is the lens clear, the housing undamaged, and the lamp correctly aimed?
IIHS’s 5-lux threshold and glare measurements provide a way to answer those questions for tested vehicles. A marketing description or a higher-looking color temperature does not provide the same evidence.

Why a bulb swap can disappoint
Replaceable-bulb headlamps are designed around a particular filament location and geometry. The reflector or projector gathers light from that location and shapes it into the approved beam. A different source can place light in locations the optics were not designed to use. The result may be a bright foreground, dark distance, stray upward light, or an uneven cutoff. Even when the replacement physically fits the socket, optical compatibility is not assured.
What type of headlamp is on your vehicle?
Replaceable-bulb halogen headlamp
The bulb is a separate service part, usually reached from behind the housing after removing a connector, cover, or retaining clip. The owner’s manual identifies the correct bulb designation. Some vehicles provide easy access; others require moving an airbox, removing a wheel-liner panel, or taking out additional components. Access difficulty affects labor even when the bulb itself is inexpensive.

The LED source and optical hardware are built into a headlamp assembly or module. There may be no consumer-replaceable “LED bulb.” If the assembly fails, the repair can involve replacing the complete unit, programming or calibration on some vehicles, and restoring aim. AAA says a sealed LED headlamp replacement can run from a few hundred dollars to well over $1,000 per side. The exact price depends on the vehicle, part availability, access, and labor.
Other designs
Some vehicles use high-intensity-discharge (HID) systems or combine different sources for low and high beams. AAA’s consumer guide places HID and LED bulb replacements often above $100, but that figure is not a matched comparison with a halogen bulb and does not predict the price of a particular module, ballast, or assembly. Identify the failed component before authorizing work.
Replacement costs: bulb versus assembly

| Repair item | AAA indicative range | Important qualification |
|---|---|---|
| Halogen bulb | $10–$25 per bulb | Part price range; access, labor, taxes, and vehicle-specific pricing can add to the bill. |
| HID or LED bulb | Often more than $100 | AAA groups these technologies for a broad consumer estimate; it is not a universal price for every bulb or module. |
| Sealed LED headlamp assembly | A few hundred dollars to well over $1,000 per side | Whole-unit replacement may be required because there is no separate bulb to swap; labor and calibration can increase the total. |
Do not turn those ranges into a lifetime-cost verdict. The available figures do not provide equivalent vehicles, failure rates, labor times, replacement intervals, or matched prices for LED and halogen systems. Therefore they cannot establish that one technology always costs less over the life of a vehicle.
Why the same repair can have different quotes
- Vehicle access: A technician may reach one bulb from the engine bay but need to remove trim or a wheel-liner section on another model.
- Part source: Original-equipment, aftermarket, and dealer-supplied assemblies can have different prices and availability.
- Damage scope: A cloudy lens, broken mounting tab, water intrusion, wiring fault, or control-module failure may be separate from the light source.
- Aiming and calibration: Removing or replacing a housing can require beam aiming; some advanced systems may also need electronic calibration.
- One side or both: A single failed bulb is a smaller purchase than a complete assembly, while replacing bulbs in pairs can keep color and output more even.
Can you replace a halogen bulb with an LED bulb?
For U.S. readers, do not assume that an LED retrofit bulb is a legal or compliant upgrade for a replaceable-bulb halogen headlamp. In its February 13, 2024 interpretation of Federal Motor Vehicle Safety Standard No. 108, NHTSA stated: “While LED light sources that are part of an integral beam headlamp are permitted as noted above, no LED light source is currently permitted to be used in a replaceable bulb headlamp.”
That statement concerns the federal equipment standard and the interpretation’s date and scope. NHTSA also notes that state law addresses individual modifications. A product that fits the socket is not automatically compliant for road use. Check current federal guidance and the law where the vehicle is registered before making any modification.
The practical choice for a replaceable-bulb halogen system is the vehicle-specified halogen bulb from the owner’s manual or a vehicle-specific parts catalog. If the goal is better visibility, first correct lens clouding, wiring or voltage problems, bulb installation, and aim. A legal, correctly fitted halogen system is preferable to an incompatible source that creates glare.
How to choose and replace the correct light
- Identify the system. Read the owner’s manual and inspect the headlamp housing to determine whether the vehicle uses a replaceable bulb, an integral LED unit, HID, or a combination. Do not order from a generic “LED upgrade” listing based only on socket shape.
- Confirm the exact specification. Record the bulb designation, low-beam/high-beam position, voltage, and any handling instructions. The correct part can differ between trims, model years, or markets.
- Check the lens and housing. Look for yellowing or clouding, cracks, condensation, loose mounts, and signs of water entry. A new bulb cannot restore light blocked by a degraded lens or a misaligned housing.
- Diagnose before buying parts. If one side is dark, test the bulb, connector, fuse, ground, and wiring. If both sides are dim, investigate voltage supply, grounds, lens condition, and aim instead of assuming both bulbs failed.
- Obtain a vehicle-specific estimate. Ask whether the quote covers the bulb or complete assembly, labor, disposal, aiming, calibration, and any required programming. Compare the part number, not just a description such as “LED headlight.”
- Install without contaminating the bulb. Follow the manual’s removal and retaining-clip procedure. Avoid touching a halogen capsule’s glass with bare fingers; oils can create hot spots. Secure the connector and cover so moisture cannot enter.
- Replace in pairs when appropriate. If both bulbs are the same age, replacing both can keep output and color consistent. This is a maintenance choice, not a requirement to replace a functioning sealed LED assembly.
- Verify aim after service. Park on level ground and use the manufacturer’s aiming procedure or have a shop set the beam. A correctly installed bulb can still produce glare if the housing is aimed too high.
Fixing poor visibility before changing technology
Cloudy or yellowed lens
Surface oxidation can reduce transmitted light and blur the cutoff. A properly performed lens-restoration process may help, but restoration quality and durability vary. If the lens is cracked, internally damaged, or leaking, replacement of the housing may be more appropriate.

One headlight is dim or a different color
Check for a failing bulb, loose connector, corrosion, poor ground, or water intrusion. Different bulb ages can produce visibly different output. Do not compensate by installing an unapproved higher-output source in only one side.
Both headlights seem weak
Inspect battery and charging voltage, grounds, connectors, lens condition, and beam aim. If the vehicle has a control module or adaptive system, scan for faults before replacing expensive parts. A system-wide electrical or optical problem will not be solved by a random bulb swap.
Oncoming drivers frequently flash their lights
Have low-beam aim checked first. Confirm that the correct bulb is seated and that the housing is not loose or damaged. Glare can result from aim or beam-pattern errors even when the road immediately ahead looks bright from the driver’s seat.
Visibility is poor mainly on curves
Curve performance is a separate part of headlight quality. IIHS tests curved approaches because a lamp that performs adequately on a straight road may leave the inside of a bend dark. Check whether the vehicle has a curve-lighting function, whether it is operating, and whether the basic lamps are aimed and mounted correctly.
Choosing between a halogen repair and an LED-equipped vehicle
If your current halogen bulb has failed
Install the specified halogen replacement, inspect the other bulb and lens, and verify aim. This is the most direct physical fit and avoids the federal replaceable-bulb LED issue described by NHTSA.

If the complete halogen housing is damaged
Compare the price and availability of a correct replacement housing with repair of the mounting, lens, or wiring. Do not select an LED assembly solely because its label suggests higher brightness; confirm that it is designed for the vehicle and legal in the jurisdiction.
If you are shopping for a newer vehicle
Compare the vehicle’s actual IIHS headlight rating, not just the advertised source. Review straight-road and curve visibility, glare, and the cost and availability of the replacement assembly. A good rating and serviceable parts may matter more than the LED badge.
What is not established about long-term ownership cost
The available consumer price ranges do not establish a universal lifetime winner. They omit matched failure rates, labor, downtime, energy use under equivalent driving, and the interval at which bulbs or assemblies are replaced. LED systems may avoid routine bulb changes in some designs, while a sealed-unit failure can create a large one-time bill. Halogen systems generally expose the bulb as a lower-cost service part, but their actual maintenance frequency varies by vehicle and use.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use a vehicle-specific estimate and service history when making a cost decision. Treat generalized claims about maximum LED life, lumen output, or guaranteed savings as separate claims requiring their own vehicle-to-vehicle evidence.
A practical decision checklist
- Need a replacement today? Identify the failed component and use the owner’s manual specification.
- Have a replaceable-bulb halogen lamp? Choose a compliant halogen bulb rather than assuming an LED retrofit is legal or optically compatible in the United States.
- Have an integral LED lamp? Ask whether the failure is the assembly, module, wiring, or control system before approving a complete-unit replacement.
- Want more light? Check lens condition, aim, connectors, charging voltage, and the vehicle’s measured headlight performance before changing technology.
- Comparing vehicles? Use complete-system visibility and glare ratings, including curve performance, and price the likely replacement assembly.
- Received a broad quote? Request the exact part number, labor, aiming or calibration, and whether the amount is per side.
The sound comparison is not “LED versus halogen” in isolation. It is a correctly designed, correctly aimed, legally compatible headlamp system versus another one. For a replaceable-bulb halogen vehicle, the specified halogen bulb is the straightforward replacement. For an integral LED vehicle, budget for the possibility that a failure means replacing the whole assembly, and judge the system by measured visibility and glare rather than apparent brightness.
