Enter your van’s 17-character VIN in the National Highway Traffic Safety Administration’s recall lookup to find out whether it has an open steering recall. The steering campaign most likely behind this question, recall 18V-149 (manufacturer campaign U23), applies to certain 2018 Ram ProMaster City vans—not every Ram ProMaster. A general model search cannot confirm whether a specific van is covered.
The distinction matters because a recall campaign can name a particular model, year, equipment configuration, or group of vehicles without applying to every vehicle with a similar name. A VIN check is the practical way to move from general campaign information to an answer about one van. If a recall is open, contact an authorized Ram dealer to confirm the status and arrange the remedy. NHTSA says recall repairs are free.

Check your van by VIN
A VIN-specific search is the most direct way to check an individual vehicle. Find the 17-character VIN, enter it in NHTSA’s recall lookup, and read the results for unrepaired recalls. If you do not have the VIN in front of you, NHTSA also offers license-plate lookup where available.
The VIN identifies the particular vehicle rather than just the model family. That is important for this steering campaign: the official report identifies certain 2018 Ram ProMaster City vehicles, but it does not say every ProMaster or every ProMaster City is included. Searching by a broad vehicle description can show that a campaign exists; it cannot, on its own, establish that your van is in the campaign or that its repair remains outstanding.

- Find the VIN. Check the lower-left corner of the windshield, the label on the driver-side doorjamb, or your registration or insurance documents. Make sure you have all 17 characters and enter them carefully. If you compare the number from a document with the one on the van, make sure they match. A typing error can send you to the wrong result or prevent a useful match.
- Open NHTSA’s recall lookup. Use the vehicle-specific VIN search. A make, model, and year search can help identify campaigns associated with a vehicle line, but it does not establish whether your particular van is included. If you use the license-plate option instead, it is still a vehicle-specific method, but NHTSA makes it available where supported.
- Review the results for unrepaired recalls. Look for a recall described as unrepaired or open and note its campaign information. NHTSA says its VIN results may include manufacturer-provided recall information that has not yet appeared on the agency’s site. Read the result for the vehicle and campaign rather than relying only on a search snippet, a general model page, or an old notice about another vehicle.
- Arrange the remedy if a recall is open. Contact an authorized Ram dealer to confirm the campaign and schedule the recall repair. NHTSA says recall repairs are free. Follow any interim directions in the manufacturer’s notice while you wait. If the result identifies campaign U23, mention both the NHTSA recall number 18V-149 and the manufacturer campaign code when you call.
If the result is unclear or you believe the vehicle has an unrepaired recall that is not shown, contact the manufacturer or a dealer and ask them to check the VIN and repair history. A campaign does not expire, but a vehicle’s current status still depends on its own VIN and whether the repair has been recorded. The fact that a campaign was announced years ago does not by itself prove that a van was repaired, and an old result does not prove that a specific van was covered.
For the initial check, you do not need to buy a scanner, steering component, or paid recall report. NHTSA provides the relevant recall lookup, and a steering part purchase cannot determine whether the VIN is covered or whether a recall remedy has been performed. The purpose of the search is to identify the vehicle’s official recall status; a dealer or manufacturer can help resolve uncertain records.
Which lookup method answers your question?
| Method | What it can tell you | What it cannot establish |
|---|---|---|
| NHTSA VIN lookup | Recall information for the individual vehicle, including unrepaired recalls shown in the VIN result. | It does not replace a dealer or manufacturer check when repair history or a result is unclear. |
| NHTSA license-plate lookup | A vehicle-specific lookup where the service is available. | It is not the same as a general search by make and model, and availability may vary. |
| Make, model, and year search | General recall information that can help identify campaigns associated with a vehicle line. | It does not confirm that a particular VIN is affected or that its recall remains open. |
NHTSA also describes SaferCar alerts: after adding a vehicle and its VIN, an owner can receive recall alerts. An alert is a useful way to learn about a recall, but use the VIN-specific result and dealer or manufacturer confirmation to determine the vehicle’s status and next step.

A make/model/year search is useful when you are trying to learn whether a campaign exists for a type of vehicle, but it is not the final eligibility check. VIN lookup is the clearest route for checking a specific van. License-plate search can be an alternative when available, while SaferCar alerts can help notify an owner of a recall after the vehicle and VIN have been added. None of those general notifications changes the need to check the individual vehicle’s status if a recall is reported.
NHTSA notes that a VIN search may show manufacturer-provided information that has not yet appeared on the agency’s site. If a campaign announcement is very recent, that distinction can help explain why the VIN result and other pages do not look identical. If the result still leaves you unsure whether the recall applies or whether a repair was completed, ask the dealer or manufacturer to check the VIN and repair record directly rather than trying to infer the answer from a model-level listing.

What the 2018 steering recall covered
The primary campaign records identify a specific recall, not a blanket recall for all ProMaster vans. Chrysler (FCA US LLC) submitted its Part 573 Safety Recall Report for NHTSA recall 18V-149, manufacturer campaign U23, on April 12, 2018. It identifies certain model-year 2018 Ram ProMaster City vehicles equipped with hydraulic rack-and-pinion steering gears.
The report describes a possible crack in a suspect steering-gear casting that could allow hydraulic fluid to escape. A driver might notice steering noise and/or fluid leakage before steering effort increased. The report warns: “A sudden increase in steering efforts could result in a vehicle crash without prior warning.” These are the campaign’s stated defect and risk; they do not diagnose a particular van or show that any individual vehicle is included.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe filing lists 225 potentially involved vehicles and estimates that 50% of that potentially involved population had the defect. Those are figures recorded by Chrysler (FCA US LLC) in the 2018 filing—not a current count, a percentage for all ProMaster vehicles, or an estimate of the chance that a specific van is defective. The recall’s actual applicability must be checked by VIN.
ProMaster and ProMaster City are not interchangeable in this recall
The campaign documents name certain 2018 Ram ProMaster City vehicles. They do not establish that all Ram ProMaster vans, all model years, or even every 2018 ProMaster City are covered. If your vehicle is a ProMaster rather than a ProMaster City, do not assume it is included—or excluded—based on the model name alone. Check its VIN for open recalls.
This is a common point of confusion because the names are similar. The fact that a search result mentions “Ram ProMaster” does not automatically make it a match for every vehicle carrying that name. Conversely, a person who owns a ProMaster rather than a ProMaster City should not treat the campaign description as proof that their van can never have another recall. The safe conclusion is narrower: the 2018 U23 report identifies certain ProMaster City vehicles, and the VIN lookup determines whether a particular vehicle has an open recall.

What the campaign’s remedy involved
The historical report describes inspecting the steering-gear housing for cavity #7 markings and replacing affected rack-and-pinion assemblies. That description explains the remedy recorded for the campaign; it does not tell you whether a particular vehicle needs the work now. The VIN lookup and an authorized dealer can confirm whether the recall applies and whether the remedy has already been completed.
Owners do not need to inspect the steering-gear housing themselves or decide whether a marking is present. The reported inspection and any replacement are part of the campaign remedy for the vehicles identified by the manufacturer. Let the dealer determine the applicable procedure from the VIN and the campaign record. The historical repair description is not a do-it-yourself test, and it does not replace checking the recall status.
If the lookup does not give you a clear answer
- No open recall appears, but you expected one: Check that the VIN was entered correctly. Then ask a Ram dealer or the manufacturer to check the VIN and recall repair history. Recall information and repair records can be unclear in an online result.
- You searched by model and found the campaign: Treat that result as general campaign information, not proof that your van is affected. Run the VIN-specific lookup.
- The vehicle has changed owners: A recall does not expire because of age or a change in ownership. Check the VIN and ask the dealer to clarify whether the repair was completed.
- The result shows an open recall: Contact an authorized dealer to arrange the remedy. Ask the dealer to confirm the campaign and any instructions to follow before the appointment.
A clean search result is not a mechanical inspection. If you notice steering noise, fluid leakage, or increased steering effort, do not use those symptoms—or their absence—as a substitute for checking recall coverage. The 2018 report identifies those as possible warning signs associated with the described defect, but symptoms alone cannot establish whether the recall applies. Seek professional help and follow current manufacturer safety directions.
Likewise, the presence of a symptom does not prove that the steering recall is the cause. The campaign report describes a possible defect and possible signs; it is not an assessment of an individual van. A VIN result answers the recall-coverage question, while a qualified professional can assess a mechanical concern. If you are concerned about steering behavior, do not wait for an online lookup to diagnose it; obtain professional help and follow the current instructions in any manufacturer notice. The available campaign information does not establish a universal do-not-drive instruction for every vehicle, so use the notice and professional guidance for your specific situation.
If the VIN search says no unrepaired recall is present, keep in mind what that answer does and does not mean. It addresses the recall information shown for that VIN; it does not certify the steering system’s condition. If the lookup and a dealer’s history disagree, ask the dealer or manufacturer to explain whether the campaign applies and whether the repair has been recorded. Do not mark the issue resolved solely because a broad model search or an alert was silent.

What to have ready when you contact a dealer
Have the VIN available and explain that you are checking for an open steering recall, including campaign U23 if the vehicle-specific result points to it. Ask the dealer to verify three things: whether the VIN is covered, whether the recall repair is recorded as complete, and what instructions apply before the vehicle is brought in. If the VIN result and dealer record differ, ask the dealer or manufacturer to explain the discrepancy before deciding that the recall is closed.
It can help to have the exact NHTSA recall number, 18V-149, and the manufacturer campaign code, U23, written down with the VIN. These are identifiers for the historical steering campaign described in the 2018 filing; they are not substitutes for checking whether that campaign applies to your vehicle. If you found a result online, describe whether it showed an open or unrepaired recall. That gives the service department a clear starting point for checking the vehicle-specific record.
Ask what the next step is if the recall is open, whether the repair history shows a prior completion, and what interim instructions from the manufacturer apply before your appointment. NHTSA says recall repairs are free; this is not a reason to purchase a part or pay a third party to determine eligibility. If the dealer cannot reconcile a VIN result with its record, ask the dealer or manufacturer to clarify the status before treating the recall as complete.
When the repair is recorded as complete, retain the dealer’s confirmation with your vehicle records. If you later check the VIN and the result still seems inconsistent, the repair documentation gives the dealer or manufacturer information to compare with the recall history. The important point is to establish the status for the particular VIN, rather than relying on the age of the campaign, the previous owner’s recollection, or the model name alone.

Does recall 18V-149 cover every Ram ProMaster?
No. Chrysler (FCA US LLC) submitted its April 12, 2018, Part 573 report for recall 18V-149, manufacturer campaign U23, identifying certain 2018 Ram ProMaster City vehicles with hydraulic rack-and-pinion steering gears. It does not establish coverage for every Ram ProMaster, every model year, or every ProMaster City. Check the vehicle’s VIN.
Are Ram ProMaster steering recall repairs free?
NHTSA says recall repairs are free. If the VIN shows an open recall, contact an authorized Ram dealer to confirm the campaign and arrange the remedy. Follow any interim directions in the manufacturer’s notice.
What if I bought the van used or the recall is old?
A recall does not expire because of age or a change in ownership. Check the VIN and ask the dealer or manufacturer whether the recall applies and whether the repair was recorded as complete.

The report describes a possible crack in a steering-gear casting that could allow hydraulic fluid to escape. It says a driver might notice steering noise and/or fluid leakage before steering effort increased. Those signs do not establish recall eligibility or diagnose an individual van; check the VIN and seek professional help for a steering concern.
What if NHTSA’s result and the dealer’s record do not match?
Ask the dealer or manufacturer to check the VIN and recall repair history and explain the discrepancy. NHTSA notes that its VIN search may show manufacturer-provided recall information that has not yet appeared on the agency site. Do not assume the campaign is closed until the vehicle-specific status is clarified.
The Bottom Line
Use the 17-character VIN—not a model-name search—to check whether your van has an open recall. The 2018 U23 steering campaign identified certain Ram ProMaster City vehicles, not every Ram ProMaster. If NHTSA’s result shows an unrepaired recall, contact an authorized Ram dealer, follow any interim manufacturer directions, and arrange the free recall repair. Ask the dealer or manufacturer to clarify any uncertain status or repair history.
