The proposed EU Industrial Accelerator Act (IAA) could help build Europe’s battery value chain by creating demand for EU-made battery cells and components, complementing environmental rules with industrial-policy measures. Its effect would depend on the proposal’s final design and on whether announced battery projects become operating capacity. The Commission places the proposal alongside the Automotive Action Plan and its wider Battery Booster Strategy; none of the proposed IAA requirements should be treated as already in force.
What could the Industrial Accelerator Act do for batteries?
The European Commission presents the IAA as a proposed framework to strengthen industrial production, decarbonisation and resilience. Its approach includes using Single Market demand, setting provisions for foreign investment and streamlining permits for industrial projects. For batteries, the demand-side idea is especially important: rules that favor or require European-made products could give manufacturers a stronger reason to build and supply capacity in Europe.
The Commission says the proposal complements the Batteries Regulation rather than replacing it. The regulation establishes environmental requirements; the IAA could address Made-in-EU provisions. That distinction matters: environmental rules can shape how batteries are produced and handled, while demand measures can influence where production and component supply are located.
The proposal also connects battery policy to the Automotive Action Plan. The Commission says that the plan calls for public support benefiting the automotive industry to be conditional on resilience and sustainability criteria, and for the IAA to promote Made-in-EU requirements for battery cells and components in electric vehicles sold in the EU, consistent with the Union’s international commitments. The scope, thresholds and practical application of any such requirements depend on the proposal and its eventual legislative outcome.

How demand measures fit with other battery policies
Demand support is only one part of building a value chain. A cell factory needs dependable suppliers of active materials and other inputs, investment that can survive market and project risks, skilled workers and suitable infrastructure. Permitting can affect how quickly projects move, but faster approvals alone do not guarantee financing, construction or production.

The Battery Booster Strategy’s six pillars
The Commission’s wider Battery Booster Strategy groups planned action into six areas:
- Financial backing for cell manufacturers.
- Access to raw materials and other upstream inputs.
- Value added from foreign investment.
- Demand for EU-made batteries.
- Battery research and skills.
- Coordination among EU institutions and member states.
This broader package helps explain why the IAA should not be read as a standalone battery-factory policy. Demand provisions may improve the commercial case for European output; finance, inputs, skills and coordination address different bottlenecks. The Commission describes planned public financing and future measures, so those plans should not be mistaken for funding already paid out or rules already adopted.

What T&E says about European capacity
Transport & Environment (T&E), in a briefing dated 1 October 2026, argues that demand incentives are needed but could be matched by European production. These are T&E’s analysis and projections, not observed future outcomes or Commission estimates. The figures below describe announced project capacity and modeled demand, not a guarantee that factories will be completed, operate at nameplate capacity or supply particular customers.

Why pCAM matters alongside cells
Battery cells attract attention because they are the visible manufacturing centerpiece, but a local cell plant does not by itself create a local materials chain. CAM and pCAM sit upstream of cell production, so their availability affects how much of the value chain can be supplied from Europe. T&E identifies pCAM as a weak link and says the IAA proposal does not yet include minimum pCAM thresholds. That is T&E’s reading of the proposal, not a statement that a final EU rule has settled the issue.

An ACEA-commissioned study projected a 150 GWh battery gap. T&E disputes that figure, arguing that it results from restrictive assumptions and commercial allocation choices rather than a physical shortage of European capacity. These are competing interpretations: T&E’s rebuttal should not be presented as settled fact, and the available material does not establish an independent validation of either the underlying study’s assumptions or T&E’s counter-analysis.

The disagreement highlights why “capacity” needs careful definition. Announced, operational and actually available capacity are not interchangeable. Nor does aggregate European capacity necessarily mean that a particular automaker can buy cells or materials on the timing and commercial terms it needs. A demand policy can influence investment incentives, but the cited projections do not prove that every announced project will proceed or that supply will be allocated to every EU buyer.
What would determine whether the IAA works?
The IAA’s contribution will turn on the details of the final policy and on execution across the supply chain. Readers assessing its likely effect should distinguish four questions:

- Which products are covered? Cell and component provisions can support different parts of the chain from rules that reach CAM, pCAM or raw materials.
- What creates the incentive? Demand requirements, conditions on public support, investment provisions and faster permitting work through different mechanisms; one should not be treated as a substitute for the others.
- What is the legal and funding status? A Commission proposal, a policy strategy, adopted rules, announced financing and money disbursed are distinct stages.
- What does the evidence measure? Project announcements, projects still on track, operational capacity and produced supply answer different questions. T&E’s figures are useful as attributed analysis, but are not independent verification.
In practical terms, the proposal could make European battery production more attractive by connecting industrial resilience goals to demand in the EU market. Whether that strengthens the full value chain—not just cell assembly—will depend on its final coverage and on investment, input supply and projects progressing from announcements to production.
