Eskom Waives Rooftop Solar Registration Fees, but Registration Still Applies

Eskom’s rooftop solar registration-charge waiver now runs until further notice for eligible direct customers, but qualifying grid-connected systems still have to register.

Eskom has extended its registration-charge waiver until further notice for eligible customer-owned generation systems of up to 50 kVA connected directly to Eskom’s distribution network. The waiver removes the covered charges, not the registration requirement: qualifying grid-connected systems still need to be registered.

What Eskom’s fee waiver covers

In an announcement dated 30 September 2026, Eskom said the waiver of registration-related charges would continue “until further notice.” It applies to eligible customer-owned generation systems with capacity of up to 50 kVA that are connected directly to Eskom’s distribution network. Eskom has not announced a new end date, but “until further notice” does not mean the waiver is permanent. Eskom’s announcement describes the scope and extension.

The waiver concerns charges associated with registration. It does not cancel or suspend the underlying duty to register a qualifying grid-connected installation.

Who must register a solar system?

NERSA’s 2 February 2026 clarification says small-scale embedded generation (SSEG) facilities below 100 kW that have a grid connection must register with the relevant distributor. The 100 kW threshold describes the registration rule in NERSA’s clarification; it is not the limit for Eskom’s fee waiver, which is stated separately in kVA. Do not treat the two thresholds as interchangeable.

Does a grid-connected system have to register if it does not export?

Eskom says the registration question turns on whether the installation has a point of connection to the grid and on its installed capacity—not simply on whether it sends surplus electricity back to the network. A system connected to the grid may therefore fall within the registration requirement even if configured not to export. Eskom says generation with no grid connection—an off-grid installation—is exempt. Check Eskom’s explanation and NERSA’s applicable guidance for your setup.

Registration is not a Certificate of Compliance

A Certificate of Compliance (CoC) and distributor registration serve different purposes. Eskom describes a CoC as confirmation that electrical work complies with applicable safety requirements. Registration gives the distributor information about the location, technology and installed capacity of generation connected to the network. A CoC does not replace registration, and registration is not a substitute for electrical safety certification.

Why registration is contested

Eskom’s case for registration

Eskom says installation-specific information helps distributors plan networks, manage voltage, protect equipment, analyse faults and keep workers safe around the network. It also says registration and electrical safety certification have separate functions. These are Eskom’s stated reasons for collecting the information; they do not alter the scope of the fee waiver.

Callsun N-Type 16BB 400W Bifacial Solar Panel, 2Pcs 200 Watt Solar Panel for 12V/24V Systems, 25.6% High Efficiency, Dual-Module Parallel Anti-Shade Design, for RV Van Marine Home Rooftop Off-Grid
  • 【200W N-Type 16BB High Efficiency】Built with advanced N-type monocrystalline cells and 16BB busbar technology, the Callsun 200 watt solar panel delivers up to 25.6% conversion efficiency. N-type cells provide excellent power generation and reliability, while the 16BB design helps reduce hot spots and microcrack risks for dependable long-term performance.
  • 【400W Series Connection for Portable Power Stations】Pair two Callsun 200W panels in series to reach 400W total power, 47.48V Vmp and 54.62V Voc while maintaining 8.43A operating current. This configuration is well suited for many portable power stations with 60V-class solar input limits, helping maximize solar charging within supported voltage and current ranges.
  • 【Boost Energy with Bifacial Technology】The Callsun 200W bifacial solar panel features a transparent backsheet that captures sunlight from both the front and rear sides. By utilizing direct, reflected and diffuse light, the bifacial design can generate additional energy from the rear side under suitable installation conditions, helping maximize overall solar output.
  • 【TwinCell Anti-Shading Design】The Callsun 200W solar panel features a dual-module parallel design that divides the panel into two independently operating sections. When one section is partially shaded by trees, buildings or other obstacles, the other section can continue generating power. This design helps reduce the impact of partial shading and maintain more consistent energy production.
  • 【Compact Design for RVs, Vans & Off-Grid Use】Each panel measures 51.3 × 30.3 × 1.4 inches and weighs 23.8 lbs, delivering strong power output in a compact footprint. This 200W solar panel is ideal for Class B vans, RVs, marine applications, rooftops and other space-conscious off-grid solar systems. Pre-drilled mounting holes make installation with compatible mounting hardware straightforward.

OUTA’s objection

In a statement on 1 October 2026, the Organisation Undoing Tax Abuse (OUTA) acknowledged the indefinite extension of the charge waiver but continued to question the rationale and value of compulsory household registration. That is an advocacy group’s criticism, not a court ruling or evidence that NERSA has withdrawn the registration rule. OUTA’s response sets out its position.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical distinction is clear: Eskom’s latest decision addresses the cost of registering eligible Eskom-direct systems, while the disagreement over whether household registration is justified remains unresolved by the waiver itself.

How to check what applies to your installation

  1. Confirm your electricity distributor. Check whether your property is supplied directly by Eskom or by a municipality. If a municipality supplies you, request its current SSEG registration rules and charges.
  2. Establish whether the system is grid-connected. If it has a point of connection to the grid, assess registration with the relevant distributor even if it does not export power. Eskom says a genuinely off-grid system with no grid connection is exempt.
  3. Check the applicable capacity threshold. The Eskom waiver applies to eligible systems up to 50 kVA connected directly to its network. NERSA’s February 2026 clarification addresses grid-connected SSEG facilities below 100 kW. These are distinct thresholds with different scopes.
  4. Use the distributor’s current process and document list. Eskom’s March 2026 list included a CoC, inverter test certificate and installation test report; verify the live checklist before applying.

In April 2025, Environment Minister Dion George welcomed an earlier Eskom fee waiver and urged that it be extended indefinitely, warning that restored charges could deter renewable investment. That was the minister’s position at the time; Eskom’s 30 September 2026 announcement subsequently extended its eligible waiver until further notice. The government statement provides that earlier context.
