What can happen when an electric car is flooded?
Floodwater can damage components in an electric vehicle (EV) or hybrid electric vehicle (HEV), including high-voltage equipment and the traction battery. The National Highway Traffic Safety Administration (NHTSA) warns that flooded vehicles can create high-voltage shock hazards and fire. It also warns that physical damage to a vehicle or high-voltage battery may cause an immediate or delayed release of toxic or flammable gases, as well as fire.

NHTSA’s consumer page, “Electric and Hybrid Vehicles: Battery, Charging & Safety,” states: “Physical damage to the vehicle or high-voltage battery may result in immediate or delayed release of toxic and/or flammable gases and fire.” The warning is not limited to a vehicle that is actively burning or visibly damaged. Flooding may affect parts that are not apparent from the outside, and a vehicle’s condition cannot be cleared by a quick visual check.
Those warnings matter even when the vehicle has been removed from the water. A car that appears normal from the outside has not thereby been shown to be safe, and the absence of smoke or other visible warning signs is not a clearance to approach, drive, charge, or store it indoors. Assessing possible battery damage is work for qualified professionals, not an owner’s visual check.

NHTSA’s consumer guidance does not quantify how often a flooded EV catches fire or causes an injury. It identifies hazards and precautionary actions; it does not establish a universal probability of an incident for a particular vehicle or degree of water exposure.
Is the floodwater itself electrified?
Do not assume either that all water around an EV is electrified or that it is safe to touch a submerged vehicle. The National Fire Protection Association (NFPA) responder bulletin, “Submerged Hybrid / Electric Vehicles,” says the high-voltage system is isolated from the chassis and designed not to pose a shock hazard or energize surrounding water. That describes system design for responder purposes; it is not an owner-facing assurance that a flooded or damaged vehicle can safely be approached.
NHTSA’s owner guidance takes the practical hazard seriously: a flooded vehicle may present high-voltage shock and fire risks. Responder guidance from the U.S. Fire Administration (USFA) and NHTSA also treats rescue and vehicle extraction as situations requiring trained responders. For an owner, the safe choice is to keep clear and let emergency personnel and qualified professionals handle the vehicle. Do not walk through floodwater to inspect a car, touch it, or retrieve belongings from it.
What should you do if your EV or HEV is submerged in a flood?
Put personal safety ahead of the car. Do not enter floodwater to reach the vehicle, and do not approach it to check for damage. If someone is in immediate danger, contact emergency services and follow their directions. Tell responders that an EV or hybrid is involved so they can account for the high-voltage vehicle during rescue or recovery.
If the vehicle is flooded and it is possible to switch it off without approaching danger, follow the instructions in that vehicle’s owner’s manual. For example, Hyundai’s 2024 manual says to turn off a flooded vehicle, evacuate, and contact emergency services or an authorized Hyundai dealer. That is model-specific guidance, not a universal procedure for every make, model, or year. Do not put yourself at risk to reach a control or carry out a step in a manual; responder instructions take priority in an emergency.

If there is no immediate emergency, do not try to move, start, or investigate a submerged or potentially damaged vehicle. Contact the manufacturer or an authorized service center to ask about safe assessment and towing. Vehicle designs and procedures differ, so do not rely on a generic towing method or assume that a vehicle can be driven just because it starts.
When calling for help, give the location and say clearly that the vehicle is electric or a hybrid. If you know it, describe whether it was submerged, exposed to standing water, or splashed, and mention any smoke, sparks, fire, or leaking fluids you can see from a safe distance. Do not approach to gather more details. For service arrangements, ask the manufacturer or authorized center how to arrange an inspection and qualified towing, and tell them what exposure you know about.

There is no single owner-facing rule in the cited NHTSA guidance that clears every EV after splashing, standing water, or partial flooding. The depth, duration, water entry points, and vehicle-specific design may matter, but the available guidance does not provide a universal water-depth threshold that an owner can use to decide the car is safe.
If you suspect water reached the battery or high-voltage equipment, or the vehicle sustained flood damage, contact the manufacturer or an authorized service center for instructions. Do not remove covers, touch high-voltage parts, or try to diagnose the battery. NHTSA says high-voltage vehicle service requires specialized training and equipment.
If exposure was limited and there is no known battery damage, that alone does not create a general post-flood clearance to drive or charge. Ask the manufacturer or authorized service center what assessment is appropriate for your specific vehicle and circumstances. NHTSA’s consumer guidance advises keeping batteries from standing water and seeking manufacturer or emergency-service guidance if damage is suspected; it does not give a universal rule for when a wet EV may be charged again.

In practical terms, distinguish exposure from a confirmed diagnosis: splash or shallow-water exposure is not automatically proof of battery damage, but neither is it proof that the battery is safe. Do not use a do-it-yourself test, diagnostic tool, or charging session to settle the question. A qualified service professional can advise what inspection is appropriate for that vehicle and incident.
What signs call for emergency help?
Smoke, fire, sparks, or other signs of an active emergency are reasons to move away and contact emergency services. Do not approach the car to identify the source or try to handle a battery-related incident yourself. Tell the dispatcher that the vehicle is electric or a hybrid and describe what you can observe from a safe distance.
Do not wait for visible signs if you already know the vehicle has been submerged or may have battery damage: arrange qualified guidance rather than treating the absence of smoke, sparks, or obvious exterior damage as proof of safety. NHTSA’s warning about gas release specifically includes delayed release, so an apparently quiet vehicle does not rule out a later hazard.
Where should a flood-damaged EV be kept?
NHTSA advises: “Do not park a damaged vehicle with a lithium-ion battery in a garage or within 50 feet of your house or other structure, another vehicle, or combustibles.” The 50-foot distance is NHTSA’s storage precaution for a damaged lithium-ion vehicle, not a claim that a particular distance guarantees safety in every incident.
Do not bring a potentially damaged vehicle into a garage or park it beside a building, another vehicle, or combustible material while waiting for help. Ask the manufacturer, authorized service center, or emergency responders how the vehicle should be handled and where it can be kept safely. If there is an active emergency, follow emergency-service directions rather than attempting to relocate the vehicle yourself.

This storage advice is for a damaged vehicle with a lithium-ion battery; it should not be replaced with an assumption that an undamaged-looking car can be stored indoors. If you do not know whether the battery is damaged, seek instructions from the manufacturer or emergency personnel rather than deciding on your own that the precaution does not apply.

Towing procedures vary by vehicle. A tow method suitable for one EV may be unsuitable for another, so consult the owner’s manual and arrange qualified towing rather than improvising. Hyundai’s 2024 manual, for example, gives model-specific wheel-lift instructions; that example should not be applied to other vehicles without checking their instructions.
NHTSA publishes manufacturer-submitted Emergency Response Guides with vehicle-specific information for responders, including information relevant to submersion, towing, leakage, and storage. These guides are intended for emergency responders, not as owner repair manuals. Use the owner’s manual and the vehicle manufacturer or authorized service center for owner instructions; leave rescue, extraction, high-voltage assessment, and repair to trained people.
When you contact the service center, explain that the vehicle was submerged or exposed to floodwater, what you know about the exposure, and whether you have observed any emergency signs. Ask how to arrange inspection and safe towing. Do not touch exposed cables, high-voltage components, leaking fluids, or a battery that may be damaged while waiting for help.

Do not try to disconnect the high-voltage battery or follow responder procedures to disable the vehicle. NHTSA’s interim owner guide, dated March 2014, and current response materials are not permission for owners to perform high-voltage work. NHTSA says EV high-voltage service requires specialized training and equipment.

Can you drive or charge an EV after it has been wet?
NHTSA’s cited consumer guidance does not provide a universal post-flood charging clearance or a universal water-depth limit for driving. If the vehicle was submerged or battery damage is suspected, do not treat starting successfully or looking undamaged as proof that it is safe to use. Seek instructions from the manufacturer or an authorized service center before attempting to drive or charge it.
For an EV that encountered water but was not submerged, the guidance still does not let owners determine safety from a general threshold. The appropriate next step depends on the vehicle and the exposure, so request model-specific guidance when you suspect water reached the battery or high-voltage equipment. Do not plug in a vehicle as a test.
What owners should remember about the guidance
- Current owner advice: NHTSA’s consumer pages on electric and hybrid vehicle battery safety and hurricane- and flood-damaged vehicles are the primary sources for the hazards and storage precaution described here.
- Responder materials: USFA/FEMA and NHTSA response guidance, along with the NFPA bulletin, address responder conditions and should not be interpreted as instructions for an owner to extract or disable a vehicle.
- Model-specific instructions: Hyundai’s 2024 manual is an example of one manufacturer’s advice for its vehicles. Follow the manual for your own vehicle where applicable, and do not transfer another make’s towing or emergency procedure to yours.
- Older NHTSA material: NHTSA’s interim owner guide is dated March 2014. It contains general cautions, but current NHTSA consumer guidance should be the lead reference for owners.
When there is uncertainty about whether a flooded EV is safe, treat that uncertainty as a reason to keep clear and get qualified advice—not as permission to inspect or use the car.
