Why a BEV and a PHEV can have different ownership costs
A BEV runs on electricity and has no petrol consumption. Its energy bill depends on how many kilowatt-hours the car uses, charging losses, the electricity price at each charging location and the share charged at home versus at public chargers. Its purchase price, financing, taxes, insurance, servicing, tyres and eventual resale value still count.
A PHEV has both a rechargeable battery and a fuel-powered engine. Its cost therefore has two energy components: electricity for kilometres driven electrically and petrol for the rest, including journeys on which the battery is depleted. A laboratory combined-consumption figure alone cannot tell you the real fuel bill. The crucial input is the share of your actual distance driven electrically, which depends on regular access to charging, journey lengths and how often you plug in.
That difference produces a practical trade-off rather than an automatic winner. A PHEV’s case improves when it is charged consistently and daily trips generally fit within its usable electric range. A BEV’s case depends on the cost and convenience of charging, its price relative to the alternative and how many years and kilometres you keep it. These are decision rules, not measured Croatian cost outcomes.

Calculate total cost over the same ownership period
Compare cars of broadly similar size, equipment and performance. Choose one holding period and the same annual kilometres for both, then enter the buyer’s own quotes and usage assumptions. A useful worksheet is:
Total cost of ownership = net purchase and finance cost + energy + tax and registration + insurance + service and tyres − resale value.
Use the same categories, period and treatment of financing for each candidate. If you compare a BEV bought new with a PHEV bought used, or use different ownership periods, the result will reflect those differences as much as the powertrain.

1. Start with the Croatian on-road purchase cost
Ask for a current, written quote for each exact trim, including equipment, delivery and charges needed to put the car on the road. Record any special motor vehicle tax and ask how it was calculated. For a PHEV, the electric-only range affects the published special-tax treatment, but the individual calculation also involves vehicle-specific factors. Do not infer the final tax from the range threshold alone.

2. Estimate BEV electricity and PHEV electricity plus petrol separately
For a BEV, begin with expected annual kilometres and the car’s applicable energy-consumption figure, then adjust for the buyer’s conditions where there is a sound basis to do so. Convert the resulting energy use to a cost using the actual tariff and the proportion charged at each location. Include charging losses if the consumption figure does not already account for energy drawn from the supply. Do not price every kilowatt-hour at a household average bill.

For a PHEV, split annual distance into electric and petrol kilometres using a realistic electric-driving share. Estimate electricity for the first portion and petrol for the remainder using the candidate’s applicable consumption figures and the driver’s actual pattern. Include journeys made with a depleted battery; otherwise the petrol estimate can be materially understated. Current Croatian fuel-price comparisons were not established in the available figures, so use the prices and consumption assumptions relevant to the buyer rather than an unsupported national average.
3. Add recurring costs rather than treating energy as the whole bill
Include registration and applicable road or ownership taxes, insurance, routine servicing, tyres and financing or lease costs. Do not assume that zero tailpipe emissions mean zero annual ownership tax: Transport & Environment’s 2024 guide describes Croatian ownership taxation as based on engine power and says there is no zero-emission exemption. Likewise, do not assume that one powertrain must have lower servicing, repair or insurance costs without comparable quotes. The available Croatian figures do not establish those costs for matched models.
4. Subtract a defensible resale estimate
Estimate the value of each candidate after the same number of years and kilometres, then subtract it from the total. Use comparable Croatian listings or a documented residual-value source, noting how closely each comparison matches the vehicle’s age, trim, mileage and condition. Do not simply assume that a battery car or a hybrid will retain more—or less—value.

One set of inputs can hide how dependent the answer is on a buyer’s routine. Make at least a low- and high-mileage case, and model home and public charging separately where those are realistic alternatives. For a PHEV, also vary the share of kilometres driven electrically. Keep the other assumptions visible so it is clear which change moved the result.
- Low annual mileage: Check whether any higher initial cost is offset by lower energy spending during the years the buyer expects to keep the car. The answer depends on actual candidate prices and costs.
- High annual mileage: Recalculate energy over the greater distance and use a realistic charging pattern. Higher mileage alone does not prove that either powertrain wins.
- Frequent home charging and short regular trips: Test a higher electric-driving share for a PHEV only if the driver will reliably plug it in and the trips suit the car’s usable electric range.
- Heavy public-charging use: Enter the buyer’s expected public-charging costs for a BEV. A household bill illustration is not a substitute for those rates.
- Uncertain grant or resale value: Keep those inputs as separate scenarios, not as guaranteed savings or a fixed outcome.
The comparison is most useful when it shows a range of outcomes rather than a single precise-looking total built on uncertain inputs. If a small change in charging share, resale value or financing changes which car appears cheaper, the decision is sensitive to that assumption.
What to confirm before choosing a car
- Get matched written quotes. Compare the same kind of vehicle and record the on-road price, equipment, delivery and tax treatment for each candidate.
- Verify support before subtracting it. Check the detailed EnU-2/26 terms after the scheduled 21 October opening, including the individual buyer’s eligibility, eligible vehicle, award amount and whether funds remain.
- Ask for vehicle-specific tax calculations. For a PHEV, confirm the special motor vehicle tax using the exact model and its rated electric-only range. Check ownership and registration charges for both cars.
- Use the driver’s actual charging routine. Establish whether home charging is available, how much charging would happen publicly and, for a PHEV, how often it will be plugged in and what share of trips can realistically be electric.
- Collect comparable recurring-cost inputs. Request finance, insurance and servicing figures on the same basis; use the buyer’s tariff and fuel assumptions; and estimate tyres over a common period.
- Run more than one scenario. Compare lower and higher mileage, plausible charging mixes, and a conservative resale estimate. Keep uncertain grants distinct from the no-grant result.
So, which is cheaper to own in Croatia?
The evidence available for Croatia does not support a blanket verdict. The 2026 household call is announced but has not opened as of 13 October, and its accessible summary gives a total budget rather than a per-car award. Croatian PHEV special-tax treatment depends on the specific vehicle, while the government’s electricity-bill illustration is not a charging tariff. None of these inputs replaces matched quotes and a realistic ownership calculation.
For an individual buyer, the defensible answer is the candidate with the lower total after purchase and financing, energy, taxes and registration, insurance, servicing and tyres, less expected resale value over the same years and kilometres. Use confirmed prices and support, and make the charging assumptions match how the car will actually be used.
