Are Waymo’s Driverless Cars an Insurance Company’s Dream?

Waymo’s driverless fleet looks promising on crash and liability-claim rates, but the evidence is limited to particular markets and does not settle the wider insurance business question.

Waymo’s driverless cars look unusually good on two measures insurers care about: crash involvement and liability claims. But “an insurance company’s dream” is too broad. The strongest evidence covers one Level 4 robotaxi service in a handful of cities; it does not show that autonomous vehicles eliminate risk or guarantee insurers higher profits.

What the independent safety study found

A July 2026 study by the Insurance Institute for Highway Safety (IIHS) compared Waymo vehicles operating without a human driver with human drivers in the same four markets and study years: Phoenix, San Francisco, Los Angeles and Austin. Across about 50 million driverless miles, Waymo’s vehicles had a 68% lower rate of police-reportable crash involvement per mile. The comparison included about 222 billion human-driven miles. IIHS’s account of the study describes the scope and findings.

Measure Waymo rate relative to human-driver benchmark
Police-reportable crash involvement overall 68% lower
Single-vehicle crashes 85% lower
Injury crashes 81% lower
Rear-ending another vehicle 91% lower
Being rear-ended 40% lower

The overall result was not identical in every city. IIHS found rates 76% lower in Phoenix, 35% lower in San Francisco and 71% lower in Los Angeles. In Austin, the rate was 4% higher than the human benchmark, with a relatively small sample. That is an exception worth noting, not proof that the system is unsafe or a result that overturns the four-market finding. The study’s research abstract provides additional detail.

These are rates of police-reportable crash involvement per vehicle mile—not counts of every contact, proof that Waymo caused each crash, or a universal verdict on automated driving. The findings apply to the vehicles, markets, years and conditions examined.

Why claim data matter more to insurers than crash counts

A vehicle can be involved in a collision without being legally responsible for it. Insurers therefore distinguish among several measures:

  • Crash involvement: a vehicle was part of a crash, regardless of fault.
  • Third-party liability: someone alleges the insured party caused injury or damage to another person or their property.
  • First-party physical damage: damage to the insured vehicle itself.
  • Bodily injury: a claim that a person was injured in the incident.

For an autonomous fleet, deciding who is responsible may involve more than asking which driver made a mistake. Relevant questions can include whether the vehicle was operating within its approved conditions, whether its software or hardware failed, and whether responsibility lies with the operator, a supplier, another road user or someone else. A crash-rate study and a liability-claims study therefore answer different questions.

What Waymo and Swiss Re’s claims analyses report

Waymo and Swiss Re have published insurance-focused comparisons based on liability claims. They are relevant to the insurer question, but they are not independent randomized trials: the later analysis uses a modeled human-driver benchmark, and the observed Waymo claim totals are small.

The earlier comparison

A 2023 Swiss Re-led study compared Waymo liability claims with a human-driver benchmark calibrated by mileage and location. Across more than 3.8 million Waymo miles, it reported a 76% reduction in property-damage claim frequency and no bodily-injury claims in the Waymo sample. See Waymo’s summary of the 2023 analysis.

The 25.3-million-mile comparison

A later Waymo/Swiss Re analysis covered 25.3 million fully autonomous miles, with no human in the driver’s seat. It compared the claims with a benchmark for human-driven vehicles from model years 2018–2021 and reported 92% fewer bodily-injury claims and 88% fewer property-damage claims. The observed totals were two potentially liable bodily-injury claims and nine property-damage claims for Waymo, versus estimated human-driver totals of 26 and 78, respectively. The study description explains the comparison.

Those figures are encouraging for claim frequency, but they are not a guarantee of future costs. A small number of claims can make percentage estimates sensitive to individual cases, and the human totals are estimates from a benchmark rather than results from a randomized control group. Waymo’s summary of the newer-vehicle comparison offers the company’s account; it should be read with that commercial interest in mind.

How to interpret the crash comparison

Raw incident totals would not make a fair comparison. Human crashes are generally reported when state rules require it, often when there is injury or damage above a threshold. Automated-vehicle companies have also faced federal reporting requirements that captured many minor incidents. IIHS researchers manually reviewed and cleaned the records, removing duplicates, cases where automation was not engaged, off-road events and incidents unlikely to be police-reportable. Only about 22% of the reported Level 4 crash involvements were judged police-reportable or possibly reportable.

That cleanup matters: the 68% result is not a simple comparison of raw federal report counts. It is a rate comparison using mileage and a filtered incident set. Companies generally are not required to disclose total vehicle miles traveled, while Waymo publishes its mileage; that disclosure enabled this analysis but makes comparable evaluation of other operators difficult. Federal reporting rules changed in 2025, but that did not erase every difference between the data sources. IIHS discusses its methods and the limitations in its study report.

Waymo’s own safety hub reports more than 220.6 million rider-only miles through March 2026 and compares crash rates with human-driver benchmarks in counties where it operates. That is useful exposure information, but it is company-reported analysis, not an independent IIHS finding. Waymo’s safety-impact page provides those figures.

Why Level 4 is not the same as driver assistance

Waymo’s robotaxi service is described as Level 4 automation: within specified conditions and an operating domain, the system performs the entire driving task without a human supervisor. That is fundamentally different from consumer Level 2 systems such as GM Super Cruise or Ford BlueCruise, where a human must remain attentive and ready to take over. IIHS cautions against assuming that partial-automation systems reduce crashes beyond the benefits of their separate crash-avoidance features. Its overview of advanced driver assistance explains the distinction.

Because a Level 4 service takes on the driving task in its operating domain, the allocation of responsibility may differ from a Level 2 car, where the human remains responsible for driving. The safety results for Waymo should not be generalized to driver-assistance features or other autonomous systems.

Why Waymo’s rates may be lower—and what the studies do not prove

Automated driving removes some familiar human risk factors, including fatigue, distraction and impaired driving, and it can apply consistent perception and driving behavior. These are plausible reasons for a lower crash rate, but the cited comparisons do not isolate the effect of any one factor or establish a single cause for the results.

There is also an important selection effect: Waymo operates a commercial fleet within defined service areas and conditions, rather than sending privately owned cars everywhere. Performance in four operating cities does not establish performance on rural roads, in severe weather, on every highway, or in a future expansion of the operating domain. Austin’s result also shows why city-level findings should not be hidden by the overall average.

Why fewer claims do not automatically make a dream business

Fewer liability claims can reduce an insurer’s payouts, particularly when injuries are avoided. Standardized vehicles, fleet-level monitoring and event records may also make risks easier to observe than a dispersed population of individual drivers. But claim frequency is only one part of insurance economics: the severity and cost of each loss, coverage structure and premium revenue matter too.

  • Repair costs: a low-speed scrape may damage or require recalibration of costly sensors and vehicle hardware.
  • Correlated losses: one software, sensor or mapping defect could affect many vehicles, concentrating losses across a fleet.
  • Different coverage needs: product liability, cyber incidents, business interruption, passenger injuries and service downtime may sit alongside ordinary vehicle liability.
  • Third-party exposure: a Waymo vehicle can still be hit by another driver, even if it rarely causes a crash.
  • Market change: if fleets replace many individually insured cars, personal-auto premiums could shrink while commercial and technology-related risks grow.

The studies establish neither that insurers are broadly cutting premiums because of Waymo nor that automation will increase or reduce total insurance-industry revenue. A safer fleet could improve loss performance while shifting the kinds of policies insurers sell—and the parties they cover.

Who may pay after a driverless-car crash?

There is no single nationwide answer established by these safety studies. Depending on the facts and applicable law, responsibility may involve the robotaxi operator, vehicle manufacturer, automated-driving-system developer, a component or software supplier, a maintenance contractor, another road user, a passenger, or—in unusual infrastructure cases—a road authority. Determining fault and which policy responds is a case-specific legal and insurance question.

State requirements differ. For example, IIHS’s state-law summary lists California as requiring at least $5 million in liability coverage for certain autonomous-vehicle operations; that is not a nationwide rule. Consult the IIHS summary of state autonomous-vehicle laws for the state-specific context.

What the headline gets right—and what it misses

“Insurance company’s dream” is an interpretation, not a conclusion reached by IIHS or the claims studies. It captures a real possibility: Waymo’s current record shows markedly fewer police-reportable crash involvements and liability claims per mile than the relevant human-driver comparisons. But it leaves out the limited geography, differences in data collection, small claim counts, expensive technology and the possibility of concentrated fleet-wide losses.

The more precise takeaway is that Waymo’s current driverless service looks favorable on claims frequency in the conditions studied. The larger insurance story is a shift in risk: away from some individual human-driver liability and toward commercial fleet, product, technology and operational exposure.
