A secondary transcript records the exchange this way: the host asked, “Elon, why do you, why do you still have 2 separate companies?” Musk replied: “With all this collaboration, on so many levels, you know, who can imagine what action one might take when there’s so much close collaboration in so many areas?” The transcript is not an official company transcript. The Information’s report reproduces the quote without “you know.”

Does the remark mean Tesla and SpaceX are merging?

What is—and is not—known about a deal
The reports provide no transaction structure, exchange ratio, valuation, board process or closing date. They report Musk’s public comment, not a formal announcement or transaction document. Until a company or regulatory announcement supplies such details, a Tesla–SpaceX merger remains speculation prompted by the remark.
