Ghost plates are deliberately altered registrations designed to defeat camera reading, but the available evidence does not show that they are uniquely British or establish how common they are nationwide. The UK does have a clear enforcement challenge: camera systems depend on readable registrations, while government’s latest response combines policing coordination with trials of detection technology and proposals whose adoption is not confirmed in the sources reviewed.
What a ghost plate is—and what it is not
The Department for Transport describes a ghost plate as a registration made undetectable to cameras using transparent film. The National Police Chiefs’ Council (NPCC) uses a broader definition: an illegally altered plate intended to evade Automatic Number Plate Recognition (ANPR) or speed cameras. It says coatings, films or altered materials can make characters unreadable under infrared light. These are descriptions of the problem, not instructions for reproducing it.
A ghost plate is not the same as a cloned plate. A clone displays another vehicle’s legitimate registration, often on a similar-looking vehicle, so penalties or other scrutiny may be directed at the wrong owner. A missing plate is simply absent. Government and police treat these as distinct categories. The government’s September 2026 announcement and the NPCC’s July 2026 account describe the distinctions.
Why unreadable registrations matter
When a camera cannot read a registration, identifying the vehicle or linking it to an event becomes harder. Altered or copied plates can help drivers evade speeding, parking, congestion or clean-air-zone penalties; cloning can also conceal a stolen vehicle’s identity. That makes plate integrity an enforcement issue, but it does not by itself establish how often offenders use ghost plates or how much crime they enable.

Is this really a uniquely British problem?
That claim is not established by the evidence available here. An October 2026 Auto Express opinion article by Ellis Hyde argues that ghost, stealth and cloned plates are a particularly British problem and contrasts UK supply arrangements with those in Germany and France. Those comparisons are the author’s argument, not findings corroborated by official comparative data in the sources reviewed.
It is reasonable to ask whether the UK’s plate-supplier rules and reliance on camera enforcement make the issue especially visible. But without comparable evidence on prevalence across countries, visibility should not be mistaken for proof that the problem is more severe in Britain than elsewhere.

How much of a problem is it in the UK?
A reliable national estimate of illegal plates in circulation has not been established in the official sources covered here. In April 2025, the Department for Transport said work to quantify the number was ongoing. An often-repeated “one in 15” figure appeared in the 2026 Auto Express opinion article, not as an official prevalence estimate established by the sources reviewed; its underlying basis is not confirmed here.

- 10,461 reports in 2024: The Department for Transport said these concerned third-party correspondence, fines or penalties over vehicles people did not recognise or accept responsibility for. Possible cloning was one of several explanations, alongside data-entry errors. The department did not hold information on how many cases ended with penalties or enforcement being withdrawn. The April 2025 parliamentary answer sets out those qualifications.
- 183 vehicles stopped: In a week-long West Yorkshire operation, police stopped 183 vehicles, according to the NPCC in July 2026. The operation produced arrests for offences including dangerous driving, theft and breach of bail. This is an operation result, not a measure of ghost-plate prevalence.
- 14 vehicles seized and six cloned vehicles seized: The NPCC reported 14 seizures for disqualified driving, no insurance or an unlicensed driver, and six seizures of cloned vehicles. It did not say that all these vehicles involved ghost plates, or that the 14 and six categories were all ghost-plate cases. The operation also recorded traffic reports for seatbelt offences, mobile-phone use, MOT offences and speeding.
The West Yorkshire results demonstrate why targeted roads policing can uncover a range of offences; they cannot tell us what share of UK vehicles have altered or cloned plates. Chief Inspector James Farrar, head of West Yorkshire Police’s roads policing unit, said: “There are a number of issues which can make a numberplate non compliant. For many of the motorists we engaged with, there was a lack of awareness around the legal requirements for character spacing and the materials used, but for those deliberately trying to evade detection, we uncovered a range of criminality from disqualified drivers to stolen vehicles.”
Who regulates plates and who enforces the rules?
For number plates intended for UK road use, suppliers must be registered with the DVLA, check that the buyer is entitled to use the registration, and keep records of supply. Selling plates without the required checks can attract a maximum £1,000 fine and possible removal from the Register of Number Plate Suppliers. These supplier duties are separate from the police’s responsibility for enforcing existing number-plate offences on the road. DfT has also said that it works with the NPCC, police forces and Trading Standards on issues concerning supply and use. A lawful supply chain can help prevent plates being issued to people who are not entitled to a registration; it cannot, on its own, detect every altered plate already on a vehicle or replace roadside enforcement.

Policing coordination and detection trials
On 5 September 2026, government announced DfT funding for a National Roads Policing Coordination Centre to bring together police forces from around England to share intelligence and data. It also said that technologies including specialised goggles for detecting plates made unreadable to cameras were being trialled. The announcement establishes a coordination role and trials—not that the new centre or technology has already solved the problem. Roads Minister Justin Madders said: “Illegal number plates are used for crimes from evading parking charges to drug trafficking and we’re stepping in to protect drivers.”

Proposed plate-standard changes
Earlier DfT answers described proposed amendments to the plate standard: banning raised characters and requiring finished plates to be flat, with the aim of preventing easy access to ghost characteristics. Consultation on those changes closed on 13 December 2025, and a January 2026 answer still described them as proposals. The September 2026 announcement referred to consultation on stronger penalties, reviewing plate standards and improving enforcement. The sources reviewed do not confirm which proposals have since become law, so they should not be treated as current requirements without confirmation.
What would a credible response need to address?
The announced measures target different points in the problem; the available sources do not establish which is most effective. A complete response would need to consider:
- Supplier checks and records: enforcing DVLA registration, buyer-entitlement checks and record-keeping obligations.
- Standards and readability: deciding whether proposed plate-standard changes are adopted and ensuring the rules support reliable camera reading.
- Detection tools: assessing the usefulness of technologies being trialled, rather than assuming they work at national scale before results are established.
- Roadside enforcement and coordination: maintaining police responsibility for on-road offences while improving intelligence-sharing across forces.
- Penalties: considering proposed stronger penalties without confusing a proposal with a change already in force.
The practical test is not just whether a plate can be made harder to read, but whether authorities can detect deliberate evasion, distinguish it from accidental non-compliance, and act consistently across the supply chain and on the road.
