For a new driver shopping on a budget, the strongest candidates in the 2024 IIHS and Consumer Reports recommendations include used Toyota Corolla, Honda Civic, Mazda3 and Subaru Impreza models. The evidence supports these as a starting shortlist—not a definitive ranking of ten cars. A specific car’s model year, equipment, condition and price matter more than its nameplate.
Why this is a four-car shortlist, not ten
The May 2024 recommendations from the Insurance Institute for Highway Safety (IIHS) and Consumer Reports screen vehicles using safety and reliability-related criteria. The available model-year evidence supports the four candidates below, but does not establish ten models that meet the same standards. Listing six more just to match a number would make the advice less dependable.
The recommendations are a dated guide, not a guarantee that every example of a listed model is safe, reliable or affordable. Local inventory and current prices were not established. IIHS’s 2023 small-car award listings offer additional corroboration for specific 2023–24 configurations, but an award should not be generalized to every year or trim.
Four first-car candidates to consider
Toyota Corolla
The 2024 IIHS and Consumer Reports release included a Corolla sedan from 2017 or newer, as well as the 2019 hatchback. Its historical recommended price example was $10,600, as published in 2024—not a current asking price. Check the exact car’s equipment, safety results, recall status and condition.

Honda Civic
The release included 2021-or-newer Civic sedans and hatchbacks. Its 2024 historical recommended price example was $17,600. That figure does not establish what a comparable Civic costs today, and safety equipment can differ by model year and configuration.
Mazda3
The recommended examples were 2021–22 Mazda3 sedans or hatchbacks. IIHS award listings also include specific small-car configurations from 2023–24, but that does not make every Mazda3 year or trim equivalent. The 2024 release gave a historical recommended price example of $16,400.

Subaru Impreza
The Impreza appears in IIHS small-car award listings, and Consumer Reports’ 2024 overview describes standard all-wheel drive and EyeSight safety equipment availability. Standard AWD may suit drivers who value it, but the feature description alone is not a blanket recommendation: verify the exact vehicle’s safety equipment, year, history and condition.

Compare safety for the exact car
Look up the precise model year and configuration in IIHS and National Highway Traffic Safety Administration resources. An award for one configuration is not proof that another year or trim has the same protection. IIHS also cautions that an award-winning small car may not protect occupants as well as a larger car without an award.

Check reliability evidence by model year
Use ratings and recommendations tied to the particular year you are considering. The 2024 IIHS and Consumer Reports program incorporates Consumer Reports reliability and handling criteria; neither a brand’s reputation nor a recommendation guarantees that an individual used car will be trouble-free.
Judge total cost, not just the asking price
A purchase price is only one part of affordability. The historical figures above are not current local quotes, and the available evidence does not establish today’s insurance premiums, taxes, financing costs or repair estimates. Compare the full cost of ownership for the specific cars you can actually buy.

Match fuel economy and features to your use
Fuel economy varies by year, engine, trim and configuration. Consumer Reports’ used-car guide provides EPA figures for particular examples; do not apply those figures to a different year or trim. Consider whether you need a hatchback’s cargo space, standard AWD, or particular driver-assistance equipment, then verify the feature on the vehicle itself.

Used-car checks before you buy
- Identify the exact vehicle. Confirm model year, body style, trim and installed safety equipment; compare those details with the relevant IIHS and NHTSA information.
- Check for open recalls. IIHS advises periodically checking NHTSA’s recall database. Search the specific vehicle and confirm that recall repairs have been completed.
- Review the vehicle’s history and condition. A model recommendation cannot reveal an individual car’s accident, maintenance or repair history. Arrange an independent inspection before purchase.
- Compare the actual deal. Evaluate asking price alongside insurance, taxes, financing and likely maintenance for that specific car. The 2024 recommendation prices are historical context, not a substitute for current local quotes.
