The case involved a repeat offender driving a Ferrari Testarossa at 137 km/h (85 mph) in an 80 km/h (50 mph) zone; the listing says the penalty reflected the driver’s wealth as assessed by the court. It is a record-listed case, not proof of a fully comparable worldwide ranking of final amounts paid.
How the biggest speeding fines compare
These cases show why exceptionally high speeding penalties are difficult to rank like-for-like: they come from different jurisdictions and years, and the reported amounts do not all have the same payment status.

The St. Gallen entry is the Guinness-listed record. The Finnish and Lausanne cases are useful comparisons, but their currencies, dates, legal systems and payment conditions differ. Converting the amounts into one currency would not make them equivalent measures of a final penalty.
Why a speeding ticket can reach six figures
Penalties linked to income or wealth
In some jurisdictions, the amount can reflect a driver’s financial means as well as the severity of the offense. The Guardian describes Finland’s day-fine approach as income-based; that helps explain how a relatively modest speed excess can produce a very large fine for a high earner. Guinness says the Swiss court assessed wealth in the 2010 St. Gallen case. These are distinct legal systems, so neither case establishes a universal formula for speeding penalties.

Repeat offending and conditional amounts
Repeat offending is part of the Guinness account of the St. Gallen case. In Lausanne, the additional 80,000 francs was not reported as an unconditional amount already payable: AP said it could become due if the driver committed another similar infraction within three years. That distinction matters when comparing headline figures.
What ordinary Finnish speeding penalties show
Finland’s exceptional income-linked cases should not be confused with the standard penalty schedule for automatic speed surveillance. The Finnish Police lists penalty fees by how far the vehicle exceeded the limit and whether the posted limit falls in the 20–60 km/h or 70–120 km/h band. Its page also says the most serious speeding offenses may result in a driving ban even without previous offenses. The amounts can change, so consult the Finnish Police’s current automatic-surveillance guidance for the applicable fees.

There is no general allowance that makes speeding lawful: a Finnish Police notice dated August 15, 2025 quoted Chief Superintendent Tuomo Katajisto saying, “There is no such thing as permitted speeding and all speeding is against the law.” The notice also said some revised enforcement-threshold guidance was confidential, so press summaries should not be treated as establishing a universal current tolerance. Guinness World Records identifies the St. Gallen case as the largest speeding fine in its record listing. The available cases do not form a single international ledger that applies one definition, exchange-rate date and payment-status rule to every penalty. The most accurate takeaway is therefore that the 2010 Swiss case is the Guinness-listed record, while other widely reported fines illustrate how income, wealth and conditional penalties can produce strikingly different headline amounts.
