Wolfgang Porsche proposed a private 500-metre tunnel through Salzburg’s Kapuzinerberg to an underground garage at his villa, the historic Paschinger Schlössl associated with writer Stefan Zweig. Salzburg’s planning committee approved a land-use exception in September 2025, but further procedures remained. A July 2026 report said Porsche had abandoned the plan and put the villa up for sale; that report does not establish that the applications or approvals were formally withdrawn.
What was Wolfgang Porsche proposing?
The proposal was a private access route for the Paschinger Schlössl, Porsche’s villa on Salzburg’s Kapuzinerberg—not a Porsche factory project or a public transport tunnel. The planned route would branch from the entrance to the public parking garage at Linzer Gasse, pass through the hill, and connect to an underground garage at the villa, according to ORF Salzburg’s February 2025 report.
ORF’s September 2025 account described a 500-metre tunnel and an eight-space garage, with technical rooms and a smoke-ventilation shaft. Earlier reporting gave larger garage capacities: ORF reported 10–12 spaces in February 2025, while The Drive reported 12 in April. The later eight-space figure was the plan reported at the approval stage; the accounts do not explain the change.
What did Salzburg approve, and what still had to happen?
On September 4, 2025, Salzburg’s planning committee granted a land-use exception covering the garage and tunnel. ORF reported that the SPÖ, ÖVP and FPÖ voted in favour, while parts of KPÖ Plus and the Green Citizens’ List opposed it. The decision was subject to review by the state of Salzburg, and building and nature-conservation procedures remained outstanding.

In an ORF follow-up on September 5, Porsche’s representative said the applications were expected to be filed promptly, but could not give a construction start date because it depended on the remaining procedures. The committee’s land-use decision was therefore not, by itself, evidence that construction had been cleared to begin.
Why did the plan draw criticism?
The controversy concerned a private luxury project involving city land and a hill that ORF described as green land and a landscape protection area. Critics questioned the fairness of granting a private tunnel and the transparency of the land-use arrangement. ORF’s February 2025 report said critics objected that the city had not independently assessed the value of the land-use right when the reported payment was €40,000.

ORF later reported that the city contract for underground land had been approved in spring 2025 for a one-off payment of €48,000. These are different figures from different points in the reporting: €40,000 was the amount reported in February; €48,000 was the later reported amount. Neither should be mistaken for a recurring charge.
Ingeborg Haller, a Green municipal representative, put the fairness objection this way in El País’s July 2026 report: “Se trata de igualdad de derechos para todos. No puede ser que solo quienes pueden permitírselo obtengan permiso para un túnel privado.” (“This is about equal rights for everyone. It cannot be that only those who can afford it get permission for a private tunnel.”) El País described the project as costing about €10 million; that was a reported estimate, not a confirmed contract price.

What reasons did supporters give?
ORF’s account of the city’s planning report said the garage could ease pedestrian pressure on Linzer Gasse and the Stefan Zweig path, and reduce encounters with other traffic, including refuse collection. Porsche’s side argued that the narrow, steep access road to the villa could be difficult or sometimes impossible to use in poor weather. These were arguments made for the project, not independently established findings about its actual traffic or safety effects.

The latest report in the available coverage, published by El País on July 2, 2026, said Porsche had abandoned the project and listed the villa for sale at €12.7 million. That is an attributed report of the project’s outcome, not confirmation of a completed sale or a formal administrative cancellation. No formal notice withdrawing the applications or permits is established in the cited coverage.
