A woman received a reported lifetime driving ban after a third drink-driving offence in Joondalup, according to a PerthNow account of a Joondalup Magistrates Court hearing published on 15 March 2024. The report said her alcohol reading was “more than 0.3” but did not specify a unit. The incident occurred on 28 August 2023.

What PerthNow reported about the incident

PerthNow reported that the 47-year-old woman was trying to reverse out of the driveway of Lake Joondalup Baptist College while turning around to go to Lakeside Joondalup Shopping City for lunch. A member of the public became concerned, reached into the car and removed the keys from the ignition.

The report said she had an alcohol reading of “more than 0.3,” that this was her third drink-driving offence, and that she pleaded guilty to driving under the influence and driving without authority as an alcohol offender. It did not state the reading’s unit, so it should not be converted into a percentage or another measure. PerthNow also reported that she was taken to Joondalup Health Campus after a medical episode at the scene. PerthNow’s report is the source for these case details; no court transcript or judgment is cited here.

What the court reportedly ordered

PerthNow reported that Magistrate Angus Hockton described the case as “a really serious example of driving under the influence.” The report said the woman was fined $400 and disqualified from driving for nine months for driving when not permitted, and fined a further $4,000 for driving with an “extremely high” alcohol level.

PerthNow also reported a permanent ban from driving, with the possibility of applying to have it reversed after a period of good behaviour. The story attributed two further remarks to the magistrate: driving her housemate’s car was a “poor decision,” and “A better decision would have been to get an Uber.” These statements and the reported outcome come from the newspaper account, not a transcript.

How WA drink-driving penalties work now

Western Australia’s current official guidance differentiates penalties by blood alcohol concentration (BAC) and prior offence history. The Road Safety Commission’s guidance, updated 4 September 2026, says a subsequent offence at BAC 0.15 or above carries disqualification for life, as well as a fine and possible imprisonment. Its penalty table separates first, second and subsequent offences, so a high-BAC case does not have one universal penalty. The same guidance says repeat offences in the 0.05 to below 0.08 BAC range are dealt with by a court rather than by infringement. Minimum disqualification periods and fine ranges depend on the offence level. It also requires zero BAC for specified drivers, including novice drivers, holders of extraordinary licences, recently disqualified drivers, and certain professional or heavy-vehicle drivers in the circumstances listed by the Commission.

Disqualification notices, extraordinary licences and interlocks

Legal Aid WA explains that the offence and penalty depend on BAC. Serious excess (over 0.08) and DUI (excess 0.15) cases normally involve a roadside disqualification notice; a court can impose a further disqualification and take the notice period into account. Legal Aid WA’s drink-driving information outlines that process.

Transport WA says the Alcohol Interlock Scheme is mandatory for certain alcohol-related offences when a driver seeks authority to drive. An interlock prevents a vehicle from starting if the submitted breath sample detects BAC at or above its preset 0.02% threshold. The scheme page also sets out conditions for permanently disqualified alcohol offenders who receive an extraordinary licence. Those general rules do not establish that the woman in the 2024 report later received an extraordinary licence or was required to use an interlock. Transport WA explains the Alcohol Interlock Scheme.
