Winchester City Council has proposed raising the all-day Park & Ride fare from £3.50 to £4.50 in November 2026. That is a £1 increase, or about 28.6%—rounded to 30%. On 7 October, the council’s live charges page still listed the £3.50 fare, so the higher price was not yet shown as in force. The decision is subject to statutory consultation and consideration of objections.
What is changing, and when?
The council’s decision package proposes a single £4.50 all-day fee from November 2026, replacing the current tiered daily arrangement. Compared with the £3.50 daily charge then listed on the council’s live page, the proposed rise is £1, or about 28.6%. A local briefing published on 3 October reported 1 November as the start date; the council’s decision record specifies November, not that exact day. Check the council’s charges page close to your journey for the operative tariff.

The council charges page was last updated 10 September 2026. Its off-peak and other current terms should not be assumed to carry over unchanged to the proposed package.
Why does the council say the fare is rising?
Winchester City Council’s 14 July 2026 decision report attributes the proposed rate to a change in VAT treatment: it says VAT at the standard 20% rate now applies to the full Park & Ride charge. The report calculates that £4.25 would maintain current revenue, while the council proposes £4.50 to support the service’s long-term sustainability. It also says fares had not changed for at least five years and the service receives about £400,000 in annual subsidy.

That is the council’s stated fare rationale, not a calculation of a congestion charge. The increase sits within a wider parking and movement policy: the council’s report says pricing and parking zones are intended to influence travel behaviour and encourage use of outer parking locations. It quotes the principle, “Parking plays a fundamental role in delivering that vision.”
How does it relate to Winchester’s congestion policy?
The Winchester Movement Strategy, adopted by Hampshire County Council and Winchester City Council in spring 2019, sets priorities including reducing city-centre traffic, supporting healthier lifestyles and investing in infrastructure for sustainable growth. Its account of the 2018 public engagement says respondents sought more Park & Ride capacity and measures to manage traffic demand. The strategy provides the broader policy context for Park & Ride; it does not establish that this particular fare increase will reduce congestion.

In its July 2026 report, Winchester City Council says more than 800,000 annual short-duration car trips—under two hours—into the city centre contribute to congestion, pollution and safety concerns. The same report cites more than 2.8 million annual parking transactions. These are figures published by the council, not independently verified measurements. The report gives the congestion context separately from its explanation that the fare proposal responds to VAT treatment and service sustainability; it does not quantify the traffic effect of the proposed increase.
What does a Park & Ride ticket include?
The council says one ticket covers parking and bus travel for up to six people. It is split into a parking portion to display in the vehicle and a bus portion to show the driver. The linked service connects East and South Winchester sites with city stops. The council’s FAQ, last updated 17 September 2026, lists buses every seven minutes at weekday peak times and every twelve minutes off peak.

There are no buses on Sundays or public holidays, according to the FAQ. Do not confuse the absence of bus service with parking availability on those days; check current site conditions if you plan to park then.

The council FAQ lists a £644 annual season ticket, but the 2026 decision report says annual or quarterly season tickets would be equivalent to £3.50 per day without clearly setting out the complete updated season-ticket tariff. The £644 figure is therefore the FAQ’s published price, not a confirmed price under the proposed package. Likewise, the current £3 off-peak fare should be checked again before travel.
