Will the VAT Cut Make EV Charging Cheaper? Home and Public Charging Explained

The temporary 0% VAT rate covers qualifying home electricity in Great Britain, including EV charging, but not public charge points. Meanwhile, the capped unit rate rose slightly for October–December 2026.

For drivers charging at home in Great Britain, the temporary VAT cut applies to qualifying household electricity, including electricity used to charge an EV. But it does not cut VAT on public charging, and the capped electricity unit rate rose slightly between the July–September and October–December 2026 periods. The government says the VAT measure makes the latter period’s cap £45 a year lower than it would otherwise have been—not that every household will save £45.

What the VAT cut means for EV charging

From 1 October 2026 to 31 March 2027, qualifying domestic electricity supplies in Great Britain are temporarily zero-rated for VAT, down from 5%. The change applies automatically through suppliers, including on fixed tariffs and prepayment-meter top-ups; customers do not need to claim it. The government says the measure is funded for the 2026–27 financial year. The government’s VAT explainer sets out the measure and its scope.

Because a household supplier cannot distinguish electricity used for an EV from other domestic use, home charging on a qualifying household supply receives the same VAT treatment. Northern Ireland is different: HMRC says qualifying electricity supplies there remain subject to 5% VAT. This is a Great Britain measure, not a UK-wide zero rate. HMRC’s fuel and power notice describes the geographic position.

Why the October price-cap rate still rose

The cap is a maximum unit rate and daily standing charge suppliers can apply to customers on standard variable, or default, tariffs. It is not a ceiling on a household’s total bill: consumption, region and payment method affect what a customer pays. Ofgem publishes cap levels for separate periods. Auto Express reports that the capped electricity unit rate was 26.11p per kWh for 1 July–30 September 2026, including VAT, and 26.32p per kWh for 1 October–31 December 2026, without VAT. The published rates therefore differ by 0.21p per kWh, with the later rate higher. This is a comparison of period-specific cap rates, not a promise that every supplier tariff or customer’s bill changes by exactly that amount. Auto Express’s report gives the comparison.

The government says the VAT measure makes the October–December 2026 Energy Price Cap £45 per year lower than it would have been without the measure. That is an annualized comparison against a counterfactual cap, not a guaranteed household saving. Individual savings depend on electricity use and the supplier’s price. The government’s announcement states the £45 comparison.

Home charging and public charging have different VAT treatment

A parliamentary answer explains that domestic energy treatment includes home EV charging because suppliers cannot distinguish that use from other household electricity, while public EV charging is subject to standard-rate VAT. The parliamentary answer sets out that distinction. HMRC’s notice also says public charge-point supplies remain standard-rated under its current policy. It discusses a First-tier Tribunal decision involving Charge My Street Limited and HMRC’s application for permission to appeal, so the tribunal issue should not be treated as a final settled change to HMRC’s published position.

VAT is only one part of the cost of a charge. Public prices depend on operators’ commercial electricity costs and pricing; the available figures do not establish a representative post-change comparison between home tariffs and public networks. A driver’s result also depends on how much charging is done at home versus away.

What later cap figures do—and do not—tell drivers

Auto Express reports Cornwall Insight’s forecast for a later cap period of 28.33p per unit for electricity and a 55p-per-day electricity standing-charge cap. These are Cornwall Insight forecasts reported by Auto Express, not Ofgem-confirmed rates. They should not be treated as the price currently guaranteed for a household or as an established future charge.

The same Auto Express article gives an illustrative Tesla Model Y RWD charging-cost estimate. It depends on that example vehicle and the article’s battery, charging and price assumptions; it is not an average EV driver’s expected cost.

How to interpret the change for your own bill

  • If you charge at home in Great Britain: the qualifying household electricity supply is zero-rated during the temporary period, and your supplier applies the change automatically.
  • If you rely on public chargers: do not expect this measure to cut the public charger’s VAT rate; HMRC’s current position is that it remains 20% standard-rated.
  • If you are on a default tariff: the cap limits unit rates and standing charges for the relevant period, not your total bill. Your usage and regional and payment-method arrangements still matter.
  • If you are in Northern Ireland: qualifying domestic electricity remains at 5% VAT rather than receiving the Great Britain zero rate.
