Why used-car prices rise and fall, and what affects resale value

Used-car prices reflect both market-wide supply and demand and the details of each vehicle. This guide explains the major forces, valuation measures and steps for estimating a car’s local resale value.

Used-car prices move for two reasons at once: broad market forces change what many vehicles cost, while each vehicle’s age, mileage, condition, equipment, history and location determine where it sits within that market. Prices can rise when new-car supply is restricted and buyers turn to used inventory; they can fall when used supply grows faster than demand, financing weakens, or discounted new cars attract shoppers.

To estimate one car’s value, first identify the price measure you need—dealer transaction estimate, dealer asking price or wholesale value—then compare the car with close equivalents in the same region. A national average or wholesale index is useful context, but it is not automatically the price a local buyer will pay for your specific vehicle.

The two levels that set a used-car price

1. Market-wide supply and demand

When fewer new cars are produced, fewer nearly-new vehicles eventually enter the used market. At the same time, buyers who cannot find or afford a new vehicle may compete for used cars. That combination can lift prices across many models. In its November 2023 Consumer & Community Context, the Federal Reserve described plant shutdowns, parts shortages and strong vehicle demand as forces that constrained new-vehicle inventories. It also noted that rental-fleet turnover affects how many vehicles flow into used inventory. Federal Reserve, November 2023

The reverse is also possible. If used-car supply expands faster than demand, prices face downward pressure. Higher borrowing costs can reduce what shoppers qualify for, and incentives or discounts on new cars can make a used vehicle less attractive at the same price. These are market mechanisms, not guarantees: a popular, scarce model can rise while another model falls in the same month.

2. The individual vehicle

Once the market level is established, the car’s own characteristics determine its position relative to comparable vehicles. Age and depreciation usually reduce value, but mileage, condition, trim, options, title history, warranty coverage, fuel type and local popularity can move the price above or below a typical example. The comparison must use vehicles with similar specifications and the same type of price measure.

Why supply and demand move used-car prices

New-car production affects future used supply

Used inventory is partly a delayed result of new-car sales, leases and fleet purchases. A production interruption today can mean fewer two- or three-year-old vehicles later. During the period examined by the Federal Reserve, factory shutdowns and parts shortages limited new-vehicle inventories while demand remained strong. Buyers who would normally purchase new shifted toward used vehicles, increasing competition for available stock.

Fleet and lease returns change the mix

Rental companies and other fleets sell vehicles on their own replacement schedules. A large wave of similar, relatively young vehicles can increase supply and moderate prices for that body style or powertrain. A smaller flow can have the opposite effect. Fleet history also matters to an individual buyer: a former rental may have more varied drivers and wear than a privately owned car, even when mileage is similar.

Financing and new-car incentives change shoppers’ choices

Used vehicles are often financed, so interest rates and lender standards affect the monthly payment shoppers can manage. If financing becomes less attractive, demand can soften even when the number of cars for sale is unchanged. Conversely, manufacturer or dealer incentives on new vehicles can narrow the price gap, steering buyers away from used cars and pressuring used asking prices.

Electric-vehicle supply is a regional example

Cox Automotive Europe’s Q1 2026 analysis warned that expanding supply of young electric vehicles could put pressure on used values in some European markets. Its evidence is European, including the UK, and should not be applied directly to U.S. prices. The broader lesson is that a fast-growing supply of a particular powertrain can weaken residual values even while other segments remain firm.

How depreciation, mileage and condition change one car’s value

Age and depreciation

Most vehicles lose value as they move from new to used because buyers pay for remaining life, expected repairs and current technology rather than the original invoice. Depreciation is not a straight line: the first years often account for the largest drop, while later changes depend heavily on condition, reliability reputation and demand.

Cox Automotive Europe reported that vehicles under 12 months old averaged 65% of their original new cost in both January–March 2020 and the corresponding period of 2026 in its European analysis. That 65% figure applies only to that age band, geography and periods; it is not a universal depreciation rule. The same analysis said one-to-two-year-old residual values had their sharpest year-on-year decline between March 2023 and March 2024, with double-digit average depreciation across fuel types in its dataset.

Mileage relative to age

Mileage matters because it signals accumulated use and the maintenance likely to be due. Compare mileage with what is typical for that vehicle’s age, not with an arbitrary national cutoff. Kelley Blue Book says mileage above or below its typical amount for a vehicle’s age changes its estimate. A high-mileage highway car may be mechanically healthier than a low-mileage vehicle used for short trips, so service records and inspection evidence can change the adjustment.

Condition and service state

Mechanical operation, tires, brakes, paint, interior wear, accident repairs and warning lights all affect the price a buyer will accept. A documented service history reduces uncertainty; deferred maintenance creates an immediate bargaining discount. KBB’s listing-price assumption is a reconditioned vehicle with clean title history, so a car needing repairs or carrying a branded title should not be compared with that benchmark without an adjustment.

Trim, options and powertrain

Equipment matters only when buyers in that market value it. A higher trim, driver-assistance package, larger battery, four-wheel drive, towing equipment or desirable body style can increase demand. An unpopular option, costly tire size or obsolete infotainment system may add little resale value despite its original cost. Compare the exact trim and fuel type whenever possible.

Title, accident and ownership history

A clean title generally widens the buyer pool. Salvage, rebuilt, flood or lemon-law branding can sharply reduce financing and insurance options. Reported accidents, multiple owners, commercial use and gaps in maintenance records also increase perceived risk. Verify the title and history before using a clean-title valuation as a target.

Warranty and certification

Remaining factory coverage, an eligible certified-used program or a transferable service contract can support a higher price because it shifts some repair risk away from the buyer. Expired coverage, excluded components or a warranty that cannot transfer should not be counted as value.

Why two “used-car prices” can disagree

Headlines often conflict because the underlying measures are different. Identify the transaction type, vehicle sample, quality adjustments and geography before drawing a conclusion.

Measure What it represents Important limitation
Fair Purchase Price KBB’s estimate of what comparable buyers typically pay a dealer for a vehicle with typical mileage and good condition or better. It uses actual transactions and is adjusted as market conditions change. It is a retail transaction estimate, not a guaranteed offer for every car.
Typical Listing Price KBB’s dealer asking-price measure. It assumes reconditioning and a clean title and includes dealer profit and operating costs. An asking price can be negotiated and may finish below the listing figure depending on condition and local competition.
Manheim wholesale index The U.S. Bureau of Labor Statistics describes this monthly index as based on professional wholesale auction sales. It is not adjusted for depreciation or quality changes, and it is not a direct consumer retail quote.
CPI used-cars-and-trucks index BLS’s estimated-price sample covers vehicles two to seven years old and adjusts for depreciation and mileage to measure price change. It tracks inflation in a defined sample; it does not tell you the value of a particular vehicle.

BLS explains the methodology and quality adjustments in Measuring Price Change in the CPI: Used Cars and Trucks and Quality Adjustment in the CPI: New, Used, and Leased Motor Vehicles. In January 2024, BLS changed the mileage-adjustment method used in the CPI used-vehicle component. Its sample contains 480 vehicles aged two to seven years, so the index should not be read as a quote for an older luxury car, a new-to-market model or a specific local listing.

How to estimate what your used car is worth

  1. Record the exact vehicle. Write down model year, make, model, body style, trim, engine or motor, drivetrain, battery size where relevant, options, VIN, mileage, title status and ownership or fleet history.
  2. Document condition. Note warning lights, tires, brakes, paint and interior damage, accident repairs, maintenance receipts and work that is due. Separate normal wear from defects that require immediate spending.
  3. Choose the valuation type. For a likely dealer purchase, start with a transaction-based retail estimate. For a private sale, use comparable completed-sale evidence when available and treat dealer asking prices as upper-bound context. For a trade-in or auction decision, recognize that wholesale values are lower and use a measure intended for that channel.
  4. Set the geography. Use the region where the car will actually be sold, not a national average. KBB says it analyzes 134 U.S. geographic regions for local pricing and economic conditions, and its used-car values are updated or verified at least weekly. Enter the correct ZIP code and equipment when using its calculator at KBB’s used-car FAQ and valuation tools.
  5. Find close local comparables. Match model year, mileage band, trim, fuel type, drivetrain, condition, title history and warranty. Remove listings that are obviously damaged, incorrectly specified or far outside the local market.
  6. Adjust for differences. Add value only for equipment or coverage that local buyers seek. Subtract realistic repair, tire, cosmetic, title and documentation costs. Do not add the original option price dollar-for-dollar.
  7. Check market competition. Count how many similar vehicles are currently available, how long they have been listed when that information is shown, and whether new vehicles have incentives that narrow the gap. A rare, sought-after configuration may command more than a crowded segment.
  8. Set a range and a target. Use the transaction estimate as one reference point, then create a realistic asking price and a minimum acceptable price. Label each number as an asking price, expected transaction price, trade-in estimate or wholesale value so the figures are not mistaken for one another.

How to compare two cars fairly

Comparison factor Questions to ask
Local market Are both cars being offered in the same city or region, with similar taxes, climate and buyer demand?
Price measure Are you comparing dealer asking prices, completed retail transactions, private-party prices or wholesale results?
Age and model year Is one car a year newer, or from a redesign generation with different safety and technology?
Mileage and use How does each odometer reading compare with typical mileage for its age, and is there evidence of fleet or commercial use?
Condition and service Which car has better mechanical condition, tires, brakes, cosmetics and documented maintenance?
Trim and equipment Do drivetrain, fuel type, battery, towing hardware, driver-assistance features and packages match?
Title and history Are both titles clean, and do accident, flood, ownership and service records carry similar risk?
Warranty or certification Does either vehicle retain transferable factory coverage or certified status?
Competing supply How many close substitutes are available, and are new-car discounts pulling buyers away?

A dated market snapshot, not a universal price

Kelley Blue Book reported an average used-car sale price of $26,918 in May 2026. That is a monthly observation for that date, not a current October 2026 national price and not a valuation for your car. It combines vehicles with different ages, segments, mileages and conditions, so use it only to understand the broad level before checking local comparables. KBB’s market discussion is available at Is Now the Time to Buy, Sell, or Trade in a Car?

Likewise, Cox Automotive Europe’s Q1 2026 findings describe European conditions, including the UK. Their residual-value percentages and fuel-type trends should not be substituted for U.S. data. A BLS index can show a change in a defined U.S. sample while local dealer listings move differently because the sources cover different vehicles, channels, quality adjustments or regions.

Common valuation mistakes and how to avoid them

  • Using a national average as your asking price: replace it with local, similarly equipped vehicles and identify the month of any average.
  • Comparing asking prices with sale prices: treat listings as seller expectations, not proof of what buyers completed at.
  • Mixing retail and wholesale numbers: a professional auction index is not a private-party or dealer-retail quote.
  • Ignoring title and condition: a clean, reconditioned assumption cannot be applied to a damaged or branded-title car.
  • Counting every option at its original cost: value depends on current buyer demand, not the amount paid when new.
  • Overlooking new-car incentives: a discounted new model can force a used equivalent to a lower price.
  • Applying European findings to the United States: keep Cox Automotive Europe’s observations within their stated geography and period.
  • Quoting an undated figure: include the source, month, region, vehicle sample and whether the number is an estimate, asking price or completed transaction.

What makes prices rise or fall next

Watch the interaction of new-vehicle production, fleet and lease returns, used inventory, financing conditions, incentives and buyer preferences. Then check whether those forces affect your model’s segment: a supply increase in young electric vehicles, for example, does not automatically determine the value of an older gasoline SUV. For an individual sale, the most reliable signal remains a set of current local comparables matched on specification and condition, interpreted alongside a clearly labeled transaction-based estimate.
