The familiar “banned Hilux” explanation is shorthand for a harder path into the U.S. market: tariffs that can make imported light trucks more expensive, plus separate safety and emissions rules that can prevent a particular vehicle from being permanently imported. Those rules help explain the story, but they do not establish Toyota’s full reasons for its U.S. product decisions.
Is the Toyota Hilux actually banned in America?
No model-specific U.S. ban on the Hilux is identified in the relevant federal tariff and import guidance. The distinction matters: a tariff changes the duty owed on an import; vehicle safety and emissions rules determine whether a specific vehicle may be permanently imported under an applicable compliance route. Neither fact, by itself, proves why Toyota chose its U.S. lineup.
So “banned” is an imprecise description. The more accurate question is why bringing a Hilux into the United States can be costly or legally complicated, and why that does not amount to a ban on every Hilux.
How the light-truck tariff shaped the Hilux story
The so-called “chicken tax” is a 25 percent U.S. tariff on imported light trucks, as described in a secondary account of Hilux history. That account says Toyota responded in the early 1970s by using local final assembly of cab-chassis trucks. Because this historical explanation is secondary rather than a Toyota archive or contemporaneous record, it is best treated as context—not as a verified, complete explanation of Toyota’s decisions or the Hilux’s U.S. availability. A tariff is a cost on importing a vehicle, not a law that names the Hilux and makes it illegal. The historical tariff therefore helps explain the commercial obstacles facing imported light trucks, but it cannot alone establish why Toyota did or did not sell a particular Hilux in the United States.
What changed with the 2025 automobile tariff?
A separate measure arrived in 2025. Presidential Proclamation 10908 set a 25 percent Section 232 tariff for specified imported automobiles and parts, effective April 3, 2025. The proclamation states the administration’s rationale as national security. It also provides for approved USMCA-qualifying vehicles to have the tariff calculated on their non-U.S. content. CBP’s implementation guidance says the additional 25 percent duty applies to specified passenger vehicles and light trucks from all countries beginning April 3, 2025. The guidance lists a 0 percent additional Section 232 rate for covered vehicles manufactured at least 25 years before the year of entry. That is an exception to this additional tariff only; it does not make a vehicle compliant with safety or emissions standards. CBP Section 232 implementation guidance
Why a tariff exception does not make an import legal
CBP describes a separate general rule for permanent imports: vehicles less than 25 years old must comply with applicable Federal Motor Vehicle Safety Standards (FMVSS). The agency also outlines EPA-related requirements and exemptions. A vehicle’s age, manufacturing date, labels, paperwork and any applicable exemption route can affect its treatment. For a specific truck, “25 years old” is not a universal permission slip. Establishing that an additional tariff does not apply is not the same as establishing that the vehicle meets safety and emissions requirements or qualifies for an import exemption.
What to check before importing a Hilux
Whether a particular Hilux can be permanently imported depends on its own facts and the rules in force at entry. Before arranging a purchase or shipment, check:

- The tires are largely raised by the dedicated chassis
- Vehicle identity and age: confirm the model year and manufacturing date against the relevant rule’s measurement, including the year of entry where applicable.
- Safety documentation: determine whether the vehicle complies with applicable FMVSS and whether its labels and records support that status or an exemption.
- Emissions route: check the applicable EPA requirements and any exemption that may apply to that vehicle.
- Customs treatment: confirm the tariff classification, origin, any applicable duty and whether a specific exception applies.
- Import purpose and process: confirm requirements for permanent importation rather than assuming a temporary-use rule applies.
CBP’s overview is a starting point, not a vehicle-specific determination. Consult current CBP, NHTSA and EPA requirements and a qualified import professional before committing to an import.

The official U.S. sources establish current import rules and the 2025 tariff measure. The Hilux-specific account of Toyota’s early local-completion approach is secondary. The available sources do not establish Toyota’s complete internal rationale or a definitive timeline for U.S. Hilux availability. It would go beyond the evidence to say the chicken tax alone caused the Hilux’s absence or that a named law banned it.
