Ships do not automatically connect to shore power simply because a berth has an electricity connection. Shore power (also called onshore power supply, cold ironing or shore-side electricity) works only when the port has sufficient, compatible equipment; the vessel has matching onboard systems; electricity, scheduling and safety procedures are coordinated; and connecting makes operational and financial sense. Ports can increase adoption by planning around recurring vessel calls, coordinating early with utilities, designing flexible berths, making connections reliable and fast, approving repeat vessels once, and aligning investment with incentives.
What shore power at berth actually involves
Onshore Power Supply (OPS) transfers electricity from the local grid to a ship while it is moored. The vessel can then shut down some auxiliary engines and use shore electricity for lighting, air conditioning, refrigeration, pumps and crew accommodation. The U.S. Environmental Protection Agency says, “Shore power can effectively reduce ship pollutant emissions at berth.” That benefit applies to the loads supplied by shore electricity while the ship is connected; it is not a claim that every onboard emission source disappears.

A functioning system is shared infrastructure and an operating process, not a single plug on the quay. Depending on the site, the shore-side installation can include a grid connection, transformers, frequency converters, switchgear and control systems, connection vaults, cable reels and standardized connectors. The ship needs compatible receiving equipment, switchboards, protection systems and a procedure for synchronizing, transferring loads and disconnecting safely. The exact design depends on the local grid, berth geometry, vessel electrical characteristics and operating rules.
EMSA also identifies related ship-shore electrification approaches, including battery charging, battery swapping, power banking and microgeneration. These options solve different energy and operational problems; none is automatically interchangeable with OPS for every vessel or port. EPA’s technology assessment, EMSA guidance and IMO GreenVoyage2050’s overview describe the planning and equipment issues in more detail.

Why a ship may not connect even when shore power is discussed
| Barrier | What it means at the berth | What must be resolved |
|---|---|---|
| Insufficient landside supply | The berth may lack the grid capacity, transformer, converter or connection equipment needed for the vessel’s demand. | Utility studies, grid upgrades, conversion equipment and a connection design sized for actual loads. |
| Vessel incompatibility | The ship may not have receiving equipment, or its voltage, frequency, connector location or controls may not match the berth. | A vessel retrofit or a different berth/system configuration, with ship-specific engineering and commissioning. |
| Weak business case | Shore electricity may cost more than generating power onboard, or the party paying for equipment may not receive the operating savings. | A clear allocation of capital costs, electricity costs, savings, fees, grants and other incentives. |
| Operational friction | Connection and disconnection can conflict with cargo work, short calls, berth changes or a tight sailing schedule. | Reliable equipment, trained crews, scheduling rules and a rapid approval process for recurring vessels. |
| Limited environmental benefit for the case | Results vary with hours alongside, auxiliary-engine fuel and age, vessel load and the electricity generation mix. | A project-specific emissions and energy assessment, including loads that remain on fuel or another source. |
The berth may not have enough usable power
A port can advertise shore power at one berth while another berth has no suitable installation. Even an equipped berth may not be able to serve every vessel at the same time or at the required load. Large electrical demand can require a new utility connection, substations, transformers, frequency conversion and protection systems. Electrical capacity may also be needed by cranes, refrigerated containers, warehouses, nearby industry or community loads. The port therefore has to plan supply and demand together rather than treating OPS as an isolated piece of marine equipment.
The vessel may not be technically ready
Many existing ships need a retrofit before they can receive shore electricity. Equipment location matters: cable reach, connection boxes, switchboards and control panels must work with the berth layout and the crew’s procedures. Voltage and frequency, connector standards, grounding, protection and load-transfer controls all have to match. A port cannot infer compatibility from a vessel’s class, flag or operator alone; it needs ship-specific data and an acceptance process.
The economics can point away from connection
The operator compares the price of shore electricity, connection fees and crew time with the cost of running auxiliary engines. That comparison changes with fuel prices, electricity tariffs, taxes, carbon costs, call duration and the vessel’s actual load. Capital costs can fall on a port or shipowner while fuel savings accrue to the other party. Public funding may be important to make infrastructure viable, but funding structures and business cases differ by project. A sound decision therefore states who pays, who saves and which assumptions are temporary or recurring.

Real port calls leave little margin for failure
Connection must fit cargo operations, pilotage, mooring, safety checks and departure. A system that works in a demonstration but delays a scheduled sailing will not gain regular users. Reliability of the power supply and components, clear responsibilities and trained personnel are as important as rated capacity. EPA identifies quick repeat-ship connection through pre-approval and designs that accommodate vessels of different types and sizes as practical lessons.
Shore power does not eliminate every emission
OPS addresses auxiliary-engine emissions only for the period and loads actually supplied while connected. Boilers, emergency equipment and other sources may continue operating, and emissions occur during connection and disconnection. The result depends on the ship’s auxiliary engines and fuel, demand at berth, time alongside and the electricity-generation mix. A project should report those conditions rather than promise a universal percentage reduction.
A practical port framework for increasing adoption
1. Start with vessel calls and load profiles
Map the ships that actually use each berth: vessel type and size, recurring routes, arrival frequency, time alongside, auxiliary load by operating condition and likely connection window. Prioritize locations where many compatible vessels return frequently. Recurring calls spread infrastructure use over more connection events and make vessel retrofits easier to justify. Include seasonal peaks and simultaneous calls so the utility study reflects the worst credible demand.

2. Coordinate with the utility and the waterfront early
Bring the electricity utility, terminal operator, ship operators, marine safety authorities, regulators and affected local stakeholders into the concept stage. Confirm available voltage and fault levels, connection lead times, tariffs, metering, outage arrangements and the process for future capacity increases. Coordinate the berth plan with other waterfront electricity demand; an OPS project can compete with or complement nearby industrial and community loads. Early agreement prevents a berth design that the grid cannot serve.
3. Design a berth that can serve more than one vessel pattern
Place connection vaults, cable reels and access routes so they can reach different vessel sizes and connection points. Consider fender lines, mooring positions, tidal movement, weather exposure, crane paths, vehicle access and safe separation from cargo operations. Provide room for maintenance and replacement. Where practical, size ducts, switchgear space and civil works for future demand at adjacent berths or from other terminal equipment, even if the first installation serves one berth.
4. Engineer compatibility before procurement
Create a ship-and-berth compatibility matrix covering voltage, frequency, maximum and minimum load, connector and cable arrangement, grounding, protection, communications and control sequences. Require vessel drawings and onboard equipment specifications early. Test the load-transfer procedure, emergency stop, loss-of-power response and safe disconnection before commercial operation. A technically compatible ship still needs a documented crew procedure and training.

5. Design for uptime and fast turnaround
Specify performance and maintenance requirements for transformers, converters, cables, connectors, controls and the utility feed. Keep critical spares and define who diagnoses a failure during a call. Integrate connection windows into the terminal’s berth-management system and publish a single responsibility chain for the ship, terminal and port. Use a repeat-vessel pre-approval process: after the first successful commissioning and a documented change-control check, recurring calls should not repeat the entire engineering review. This reduces connection time without weakening safety.
6. Align charges, incentives and investment
Use a transparent tariff or fee structure that reflects electricity, metering, maintenance and capacity costs. Consider reduced port charges, connection discounts, grants or other incentives for vessels that install and use compatible equipment. EPA’s ocean-going-vessel best-practices material recommends developing landside infrastructure over time and providing incentives to visiting operators to install shore-power technology. Public funding can be critical during early deployment, when utilization is still building. Any incentive should specify eligibility, performance, verification and duration so operators can value it.
7. Measure the project that exists, not an idealized ship
Estimate electricity consumption, fuel displaced, pollutant changes and greenhouse-gas effects using the actual vessel mix, call duration, load profile and local grid factors. EPA’s Shore Power Emissions Calculator is intended to estimate reductions from vessel and electricity data. Treat its output and any similar model as a scenario estimate, then update it with metered connection hours, delivered kilowatt-hours, failed connection events and the loads that remained onboard. Report assumptions clearly, especially where the grid mix or tariff changes over time.

Regulation: understand the EU scope and dates
EU rules create a strong driver, but they apply only to defined ports, vessels, activities and dates. IMO GreenVoyage2050 summarizes the Alternative Fuels Infrastructure Regulation (AFIR) as requiring covered TEN-T ports to provide enough OPS for at least 90% of annual calls by seagoing passenger and container ships above 5,000 GT from 2030, extending to all EU ports from 2035.
FuelEU Maritime requires applicable passenger and container ships above 5,000 GT to use OPS or another zero-emission technology for their at-berth electrical needs when moored for more than two hours. The requirement starts in 2030 at TEN-T ports and in 2035 at all EU ports. The EUR-Lex text lists exceptions, including stays of less than two hours, OPS unavailability or incompatibility, emergencies, maintenance and functional tests. Check the current legal text and the vessel, port and voyage facts before making a compliance decision; a general statement about “EU ships” or “all berths” is too broad. See IMO GreenVoyage2050’s regulation summary and the FuelEU Maritime regulation on EUR-Lex.
How to compare OPS with other electrification choices
There is no universal ranking of shore power, battery charging, battery swapping, power banking or microgeneration. Compare each option against the port’s actual calls and energy demand using the same four axes:
Recommended Free Tools
| Axis | Questions to answer |
|---|---|
| Environmental outcome | Which local pollutants and greenhouse gases are reduced, for which loads and hours, under the vessel’s fuel and the grid’s generation mix? |
| Technical fit | Can the grid, berth layout, vessel equipment and connection controls deliver the required power reliably? |
| Economics and allocation | What are the capital and operating costs, how does electricity compare with onboard fuel, and which party pays or receives the benefit? |
| Utilization and operations | How many repeat calls can use it, how long are vessels alongside, how quickly can crews connect, and what uptime is realistic? |
That framework prevents a high-capacity installation with few compatible calls from appearing more successful than a smaller system that is used reliably. It also makes clear when another electrification method better matches a vessel’s duty cycle or a port’s grid constraints.
A decision checklist for port authorities and terminals
- Have you identified recurring vessel calls, berth duration and measured or defensible auxiliary-load profiles?
- Has the utility confirmed capacity, interconnection timing, protection requirements, tariffs and outage procedures?
- Does the berth layout reach different vessel connection points without interfering with cargo or mooring operations?
- Have ship-specific voltage, frequency, connector, grounding, control and emergency requirements been accepted?
- Is there a written connection, training, maintenance and incident-response procedure?
- Can a repeat vessel use pre-approval while retaining change control and safety checks?
- Do charges and incentives allocate costs and benefits clearly between port, terminal, shipowner and charterer?
- Will metering and an emissions model verify actual electricity use and displaced onboard generation?
- Have regulatory scope, dates and exceptions been checked against the current EU text or other applicable law?
Bottom line: shore power succeeds as a coordinated system
A ship may remain on auxiliary engines because any one link is missing: grid capacity, berth equipment, vessel compatibility, a workable tariff, a reliable connection window or a credible emissions benefit. Ports increase adoption by treating OPS as a coordinated infrastructure and operating system. Start with repeat calls and real loads, involve the utility and operators early, build flexible and maintainable berths, simplify approved repeat connections, and fund the gap between public air-quality benefits and private investment returns. The result is not merely a plug that exists, but a service that ships can use safely, predictably and often.
