Find and replace yours safely.Free scan · under a minuteYour used car can return more or less fuel economy than its EPA number without either figure being “wrong.” The EPA value is a standardized estimate produced in laboratory tests so shoppers can compare models. Your tank-to-tank MPG is an observation of one vehicle on particular roads, in particular weather, with a particular driver, load, fuel, and maintenance condition.
On a used car, the gap can also reflect how that individual vehicle has aged. Use the rating as a comparison baseline, then measure the car over several comparable fill-ups and investigate persistent changes in context.

What an EPA MPG rating actually represents
The number on a U.S. vehicle fuel-economy label is not a promise that every owner will achieve it. It is an estimate generated under prescribed procedures and intended primarily to make different vehicles comparable. The EPA’s transportation FAQ puts the purpose plainly: “The purpose of the fuel economy ratings is to provide consumers with estimates to use in comparing the gas mileage of different vehicles. It is not meant as a guarantee of the gas mileage each driver will achieve.”

The agency says it confirms approximately 15% of test results. EPA then combines and weights the results to produce the city, highway and combined figures shown on labels and in its vehicle database. The label conditions are designed to represent typical U.S. driving, but a controlled test cannot reproduce every route, driver, climate or vehicle condition.

The five test cycles behind the label
| Cycle | What it represents | Specific condition identified by EPA |
|---|---|---|
| City | Urban-style driving with repeated starts and stops | Part of the weighted label calculation |
| Highway | Steadier, higher-speed travel | Part of the weighted label calculation |
| High-speed/aggressive | More rapid acceleration and higher-speed operation | Included to account for less gentle driving |
| Hot-weather air-conditioning | Driving with climate-control demand in heat | Tested at 95°F |
| Cold-weather heat and defrost | Operation in cold conditions with cabin heat and defrost | Tested at 20°F |
These cycles improve consistency between vehicles. They do not measure your exact commute, the traffic on your route, or the mechanical condition of a particular used example. A model’s EPA rating therefore answers, “How does this configuration compare under a common procedure?” It does not answer, “What will this 10-year-old car deliver on my daily drive next month?”
Why your measured MPG changes
EPA identifies several broad sources of variation. The effects are not identical for every vehicle, and a hybrid can respond differently from a conventional gasoline car. The most useful way to understand a discrepancy is to separate operating conditions from the condition of the car itself.
Speed, acceleration and braking
Higher speeds generally require more energy to overcome aerodynamic drag. Rapid acceleration and hard braking also waste energy compared with smooth inputs. A driver who routinely accelerates briskly, travels above the speeds represented in the highway procedure or brakes late can record substantially different results from the label without any fault in the vehicle.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesRoute, hills and traffic
Stop-and-go congestion keeps an engine operating during acceleration and idling rather than allowing long periods of efficient cruising. Hills and mountainous roads add load on climbs; descending does not necessarily recover all of that energy. Hybrids may narrow the city-driving penalty because regenerative braking can recover some energy, so a hybrid’s city and highway gap may not resemble a conventional car’s.

Temperature and climate control
Cold weather can reduce fuel economy through denser air, longer warm-up, increased lubricant resistance and greater use of heat and defrost. Hot weather with the air conditioner operating adds compressor load. Short trips are especially vulnerable because the engine and fluids may never reach their efficient operating temperatures. EPA specifically notes that hybrids can be more sensitive to cold weather and air-conditioning use.
Load, roof equipment and accessories
Passengers, cargo and towing increase the work required to move the car. A roof rack or cargo box adds aerodynamic drag, particularly at highway speed. Air conditioning and other electrical or mechanical accessories draw energy. Remove unnecessary weight and roof equipment when making a fair comparison, but do not treat those changes as a guarantee of reaching the label figure.
Tires, maintenance and vehicle condition
Underinflated tires increase rolling resistance. EPA recommends keeping tires properly inflated and maintaining the vehicle. Worn or incorrect tires, dragging brakes, poor alignment, overdue maintenance or an engine that is not operating correctly can all affect consumption. The EPA rating describes a tested vehicle configuration; it does not certify the present condition of a used car.
A sudden or persistent decline deserves attention, but low MPG alone does not identify a failed part. First rule out a change in weather, traffic, route, load, tire pressure or driving style. If those explanations do not fit, have the vehicle inspected rather than guessing at a repair.

Vehicle variation and break-in
Two cars with the same model, year and powertrain can produce different results because of manufacturing variation, tires, software, service history and use. EPA also says fuel economy of new vehicles improves with mileage up to approximately 20,000 miles, particularly during the first 1,000–2,000 miles. That is a general observation about break-in, not a forecast that every used car will improve by a set amount.
How to measure a used car’s actual MPG
A single tank is a snapshot. EPA recommends averaging two or three tanks for a better estimate in each driving case, such as city or highway. The arithmetic is simple:
MPG = miles driven ÷ gallons purchased at refueling.
- Start with a consistent fill. Fill the tank in the same practical manner each time. Record the odometer or trip-meter reading and the gallons shown on the pump.
- Record the conditions. Note whether the tank was mostly city, highway or mixed driving, plus unusual traffic, temperature, cargo, roof equipment and heavy air-conditioning or heating use.
- Drive normally. Do not change your habits just to produce a favorable number. If you are evaluating a purchase, reproduce the route and speeds you expect to use after buying.
- Refuel and calculate. Subtract the starting mileage from the ending mileage, then divide by the gallons purchased. If the car’s trip computer reports MPG, use pump-and-odometer data as the independent check.
- Average comparable tanks. Keep city with city, highway with highway and similar seasonal conditions together. Average at least two or three tanks for each case; do not blend an unusually cold, heavily loaded trip into a “normal” baseline without labeling it.
For example, if three comparable tanks produce 27, 29 and 28 MPG, their simple average is 28 MPG. That average is an observation of your car and usage, not a revised EPA rating.

How to diagnose a persistent shortfall
Work from the least complicated explanations to a professional inspection. Keep records so a technician can see whether the change is gradual, sudden or tied to a specific condition.
1. Check the measurement before the car
- Confirm that the gallons and mileage were recorded correctly.
- Compare like-for-like driving rather than a winter city tank with a mild-weather highway tank.
- Check whether a recent tire change, roof carrier, trailer, passenger load or route change explains the result.
2. Check tire pressure and obvious mechanical issues
- Set tire pressures to the vehicle maker’s recommended values, normally found on the door-jamb label or in the owner’s manual; do not use the maximum pressure molded into the tire as a substitute.
- Look for visibly damaged tires, uneven wear, a vehicle pulling to one side or a wheel that feels unusually hot after driving, which can justify prompt inspection.
- Review maintenance records for overdue service and confirm that the installed tires match the vehicle’s intended size and type.
3. Consider operating conditions
Compare the dates of the low-MPG tanks with temperature, precipitation, traffic and fuel type. Repeated short trips, long warm-ups, idling and aggressive acceleration can dominate the result. A hybrid may show a larger seasonal swing than expected when cold starts and cabin heating reduce electric assistance.
4. Escalate an unexplained change
If two or three comparable tanks remain well below the car’s previous baseline and no operating change explains them, schedule a qualified inspection. Provide the technician with your calculations, tire-pressure checks, warning-light history and maintenance records. The MPG result is evidence that something changed; it is not, by itself, a diagnosis.
How to compare used cars fairly
Use the same EPA mode on both vehicles: city versus city, highway versus highway, or combined versus combined. Comparing one car’s city number with another car’s highway number creates a difference that has nothing to do with the vehicles. FTC guidance also says an EPA estimate should be identified as an estimate and not presented as mileage every driver will necessarily achieve.

For a purchase, start with the EPA figure as a common reference. Then examine the exact model year, engine or hybrid system, drivetrain and transmission, because ratings vary by configuration. Ask the seller for documented multi-tank records rather than an unsupported “it gets great mileage” claim. Verify how those records were calculated and whether the route and season resemble your own.
No general table can provide a guaranteed MPG for an individual used car. A defensible expectation requires the precise configuration plus information about condition, maintenance, climate, route and usage. Treat a seller’s unusually high or low number as a prompt for questions, not as a promise.
What the EPA rating can—and cannot—tell you
- It can: provide a repeatable benchmark for comparing vehicles tested under the same federal framework.
- It can: show how city, highway and combined estimates differ for a particular configuration.
- It cannot: predict the exact MPG your driving habits, route or weather will produce.
- It cannot: reveal whether a used car currently has worn tires, deferred maintenance or another condition issue.
- It cannot: turn one unusual tank into a reliable long-term average.
The EPA consumer page summarizes the expectation in its heading: “Actually, your mileage WILL vary.” That variation is normal when the test estimate and your real-world conditions are measuring different things.

- Locate the EPA city, highway and combined values for the exact used-car configuration.
- Decide which mode best matches your driving; use combined only when your route is genuinely mixed.
- Ask for service records, tire information and any available multi-tank fuel logs.
- Inspect tire pressure, tire wear, alignment symptoms and warning lights during the pre-purchase evaluation.
- Test-drive the car over conditions similar to your normal route when possible.
- After purchase, log at least two or three comparable tanks before deciding that the car is consistently underperforming.
Using the rating this way prevents two common mistakes: rejecting a healthy car because one winter tank is low, or dismissing a genuine maintenance problem because the model’s brochure number looks good.
