The Turn 8 ruling specifically found that Verstappen left the track, kept the position and gained a lasting advantage.
Why Verstappen received two penalties
The 20 seconds were not one penalty for a single move. The FIA’s race report says Verstappen was penalized twice during his battle with Norris.

What the Turn 8 ruling found
In its decision for Turn 8, the stewards said Verstappen was ahead at the apex and would have been entitled to racing room. But he did not complete the maneuver on track: he went off, kept the position and forced Norris off. The decision cites Appendix L, Chapter IV, Article 2(c) of the FIA International Sporting Code and Article 33.3 of the FIA Formula One Sporting Regulations.

How the penalties affected the race
Verstappen served the combined 20 seconds at his pit stop, changed to hard tyres and rejoined in 15th, behind Esteban Ocon. He recovered to finish sixth. Carlos Sainz won, with Norris second and Charles Leclerc third, according to the FIA race report.

Why some accounts say Turn 7
The FIA race report’s narrative calls the second incident Turn 7 in one sentence. The specific steward decision, Document 44, identifies the incident as Turn 8 and describes the attempted pass there. The official ruling’s Turn 8 designation is the clearer reference for that penalty.
