Kei cars are not legally assigned a universal top speed. Japan’s kei category is defined by a small physical footprint and an engine displacement ceiling, while the often-repeated 140 km/h figure is described in secondary sources as a voluntary manufacturer speed-limiter convention. It is not one of the category’s statutory requirements. A limiter fitted to a vehicle also has no effect on the road speed limit that applies to its driver.
What the kei-car rules actually regulate
The Light Motor Vehicle Inspection Organization’s current overview defines a four-wheel kei car by its dimensions and engine displacement. The page, updated December 1, 2024, lists a maximum engine displacement of 660 cc, length of 3.4 metres, width of 1.48 metres and height of 2.0 metres. The current dimensional limits took effect in October 1998. These are eligibility rules: they determine whether a vehicle belongs to the kei class, but they do not state that the vehicle must stop accelerating at a particular speed.

The organization’s history shows that the class changed gradually as Japan revised its vehicle dimensions and displacement limits. That timeline explains why older kei cars can have different specifications from current ones; it does not, by itself, explain the origin of a later speed-limiter convention.

Three different limits are often confused
Many explanations go wrong because they treat three separate ideas as if they were the same rule.

Japan’s Road Traffic Act requires a vehicle not to exceed the speed designated by a road sign or, where no sign applies, the speed prescribed by ordinance. The legal text is available through the Japanese Road Traffic Act. A car with a 140 km/h limiter is therefore not permitted to travel at 140 km/h on a road whose applicable limit is lower. Conversely, a road limit does not create a legal requirement for every vehicle to be capable of reaching that speed.
Why 140 km/h is associated with kei cars
Japanese kei cars are often described as having a voluntary 140 km/h speed limiter. The figure appears frequently in secondary summaries, including the Wikipedia entry on kei cars, but the official category and standards pages cited above do not confirm it as a statutory rule.

The available evidence does not establish when manufacturers adopted the convention, which companies participate today, whether its terms have changed, or why it was introduced. It is therefore more accurate to write that manufacturers are commonly reported to use a voluntary 140 km/h limit than to say that Japanese law caps every kei car at 140 km/h.

The 140 km/h number also should not be presented as a guaranteed specification for every kei model or every market. A particular car may have a different calibration, may be governed by other electronic controls, or may not be covered by the reported convention. Without model-specific primary specifications, there is no sound basis for assigning an exact top speed to an individual kei car.
Is there a legal 64 PS power cap?
A second widely repeated claim is that kei cars follow a voluntary 64 PS power convention. The same caution applies. The category rules documented by the Light Motor Vehicle Inspection Organization specify displacement and dimensions, not a statutory output ceiling. The official material reviewed for this subject does not establish a legal 64 PS maximum.
Use the wording voluntary convention or reported manufacturer practice, not legal horsepower limit. The distinction is important for buyers, importers and anyone comparing Japanese specifications with rules in another country. A manufacturer can choose an output target for a model, but that choice is not the same thing as a requirement for kei-class registration.
Why a small kei car can have a low real-world top speed
The 660 cc ceiling constrains the amount of air and fuel an engine can process compared with larger-displacement engines, while a kei car’s narrow body and short overall dimensions limit the space available for cooling, driveline components and high-speed aerodynamic development. Those design constraints help explain why many kei cars are optimized for urban streets and moderate-speed roads rather than sustained high-speed travel.

Acceleration and top speed are also affected by gearing, engine tuning, vehicle mass, aerodynamic drag, tires and the electronic calibration used by the manufacturer. Two vehicles that both meet the kei dimensions can therefore feel very different without violating the same class rules. A 140 km/h limiter, where fitted, is only one part of that result; it does not explain every difference in performance between models.
It is also possible for a car’s practical top speed to be below a nominal limiter because of wind, gradient, payload, temperature, maintenance condition or the available power at that speed. Conversely, removing an electronic ceiling would not automatically give the vehicle the power, gearing or stability needed to travel substantially faster. These are engineering effects, not additional legal definitions of the kei class.
Can kei cars use Japanese expressways?
Kei status alone does not answer every expressway question. The applicable road signs, the vehicle’s exact legal classification and the current traffic provisions must be checked together. The Road Traffic Act sets the general obligation to obey posted or otherwise prescribed limits.
An excerpt from the Road Traffic Act Enforcement Order gives 100 km/h as the expressway maximum for several listed vehicle classes. That excerpt should not be generalized to every kei car and every expressway situation without checking the exact classification, current wording and any exceptions. A driver should follow the signs on the route and the limit that applies to the vehicle being driven, rather than infer a permitted speed from the car’s limiter setting.

In practical terms, a kei car that can reach expressway speed is still subject to the same posted limit as other vehicles in the relevant class. A vehicle’s inability to reach the limit comfortably is a performance and safety consideration, not permission to exceed it or to ignore traffic conditions.

Changing or disabling a speed limiter changes a vehicle control; it does not rewrite the Road Traffic Act, alter road signs or increase the lawful speed on a particular road. The driver remains responsible for the applicable limit and for operating a vehicle safely for its condition, load and environment.
The sources available for this explanation do not establish a single nationwide procedure or legal outcome for modifying every kei car’s limiter. The consequences can depend on the model, the modification, inspection requirements, insurance terms and the jurisdiction in which the vehicle is registered. Treat claims that a limiter can simply be removed without regulatory consequences with caution, and obtain model-specific advice before altering factory control software.
How to answer the common questions accurately
Are kei cars legally limited to 140 km/h?
No universal 140 km/h limit appears in the kei category rules. The figure is commonly reported as a voluntary manufacturer speed-limiter convention, and the evidence here does not confirm its current terms for every model.

Do all kei cars have the same top speed?
No. Kei rules define the class by displacement and dimensions, while gearing, output, mass, aerodynamics, calibration and operating conditions vary by vehicle. A model-specific top speed should not be inferred from the class definition.
Is 64 PS a legal maximum?
The reviewed official category material does not establish a statutory 64 PS cap. Describe it as a reported voluntary convention unless a primary source for a particular model or regulation says otherwise.
Does a limiter make 140 km/h legal?
